Control Plan
Gentlemen:
In accordance with the Frederick County erosion and sedimentation
control ordinance dated June 30, 1975, we hereby submit the narrative
report and map covering. the Erosion and Sedimentation Control Plan
for the proposed 48 unit motel as shown on accompanying vicinity map.
The project will consist of site grading for the motel, roads,
and parking areas, and construction of building. The site work is
expected to begin in the summer of 1984 and final stabilization should
be completed by spring of 198S.
Initial erosion and sediment control will be achieved through
mechanical means such as straw bales and other methods as shown on
the map. Construction will occur in two phases as a further control
method. Phase I dealing with the immediate building area and
improvements in the right of way west of the site; Phase II dealing
with the construction of the remainder of the parking area. Storm
water will be controlled in accordance with the contour plan shown.
Runoff producing factors considered are:
Drainage Area = 1.4206 acres
Grass Area = 0.3S
Concrete Paving = 1.00
Asphalt Paving = 1.00
Gravel Area = 0.50
Roof Area = 0.91.
Time of Concentration (Tc) = 15 minutes with a rainfall intensity
(I) of 4.0 for a 2 year storm frequency.

The area of this project consists of approximately 1.4206 acres
(limits of work indicated in red on drawing SP-2). The tract is
gently sloping in a westerly to southwesterly direction and covered
with grass and few trees.

Storm runoff will follow natural drainages and thence into Redbud
Run. There is no problem created by this runoff since it follows natural
drainage patterns.
Prior to the initial .land disturbance, temporary erosion and
sediment control measures will be taken as shown on the accompanying map.
The topsoil will then be removed from the area of the building and other
areas of cut necessary. The topsoil will be stored on site. Other site
and paving subgradi.ng will be done in accordance with finish elevations
shown. Topsoil will be respread over unpaved areas after final grading to
a depth of six :inches and seeded with permanent grass cover. Excess
topsoil will be removed from site. The subgrade of paved areas will either
be covered with permanent stone base, temporarily mulched or temporarily
seeded with a rapid growing annual grass cover. Every effort will be made
to control erosion of disturbed areas as quickly as practical.

The project will utilize a temporary construction entrance pad as
specified on drawing and straw bale barriers in accordance with standard
details and located as shown on the accompanying map.
The straw bale barriers are considered feasible since the contributing
disturbed areas will be properly seeded, stored, or mulched as previously
stated.
Permanent erosion and sediment control measures for long term
protection will be the proper maintenance of a good stand of grass cover
over the contoured areas of the site which are not covered with building
and paving.
The project will be inspected weekly by the job superintendent
and the grading foreman. They will inspect for areas of erosion requiring
remulching, reseeding, -and repair of temporary structures, and removal
of accumulated sedimentation from against the structures. All temporary
structures will be removed and disposed of at the county dump after they
have served their purposes.

SUBJECT: Proposed Econo-Travel, Route 11-North
This office has reviewed the subject site plan. City water
and sewer is available to the site and is available in accordance
with City policy, subject to County approval.
The following is noted:
(1) Sewer capacity is available to the site, as this
tract is part of the original Von Snidern-Glaize
tract. The original tract was limited to a sewer
discharge of 70 gpm. The original tract has now
been divided into 3 tracts, each discharging to a
common pump station. The capacity of each entity
is limited as follows:
Howard Johnson's 54 gpm
Exxon 2 gpm
Econo-Travel 14 gpm
70 gpm
(2) City policy requires that a premise connected to
City sewer must also be connected to City water.
The Sanitation Authority has a water main adjacent
to the tract; and, this office cannot locate a
proposed water service on the site plan. Since
this is an area of potential conflict, it should
be resolved prior to finalizing site plan approval.
Hopefully the above information suits your present needs.
Please advise if further information is desired.

As advised in our letter to you datedl-' y 25, 1984, our District Office has
reviewed the proposed development and has the .following cents:
1. The curbing is to be adjusted as noted on. the east entrance
to Howard Johnson's drive with the proposed extension.
2. The entrance off. Rte. 661 is to be increased to 50 feet,
minimum, to accommodate truck and bus traffic. The proposed
curb is to be mitended to the property line as noted on
the attached,
3. It appears there will be some additional drainage runoff from
the paved area which will be directed as sheet flow to the
ditches along Rte. 11 and P-te, 661,
It is my understanding you have received this message from our District Office.

Planning and Zoning - A grass swale should be placed in the 13'

Gentlemen:
In accordance with the Frederick County erosion and sedimentation
control ordinance dated June 30, 1975, we hereby submit the narrative
report and map covering the Erosion and Sedimentation Control Plan
for the proposed 48 unit motel as shown on accompanying vicinity map.
The project will consist of site grading for the motel, roads,
and parking areas, and construction of building. The site work is
expected to begin in the summer of 1984 and final stabilization should
be completed by spring of 1985.
Initial erosion and sediment control will be achieved through
mechanical means such as straw bales and other methods as shorn on
the map. Construction will occur in two phases as a further control
method. Phase I dealing with the immediate building area and
improvements in the right of way west of the site; Phase II dealing
with the construction of the remainder of the parking area. Storm
crater will be controlled in accordance with the contour plan shorn.
Runoff producing factors considered are:
Drainage Area = 1.4206 acres
Grass Area = 0.35
Concrete Paving = 1.00
Asphalt Paving = 1.00
Gravel Area = 0.50
Roof Area = 0.91
Time of Concentration (Tc) = 15 minutes with a rainfall intensity
(I) of 4.0 for a 2 year storm frequency.

Run. There is no problem created by this runoff since it.follows natural
drainage patterns.
Prior to the initial land disturbance, temporary erosion and
sediment control measures will be taken as shown. on the accompanying map.
The topsoil will then be removed from the area of the building and other
areas of cut necessary. The topsoil will be stored on site. Other site
and paving subgrading will be done in accordance with finish elevations
shown. Topsoil will be respread over unpaved areas after final grading to
a depth of six inches and seeded Z:iti7 permanent grass cover. Excess
topsoil will be removed from site. The subgrade of paved areas will either
be covered with permanent stone base, temporarily mulched or temporarily
seeded with a rapid groi%,ing annual grass cover. Every effort will be made
to control erosion of disturbed areas as Quickly as practical.

The project will utilize a temporary construction entrance pad as
specified on drawing and straw bale barriers in accordance with standard
details and located as shown on the accompanying map.
The straw bale barriers are considered feasible since the contributing
disturbed areas will be properly seeded, stored, or mulched as previously
stated.
Permanent erosion and sediment control measures for long term
protection will be the proper maintenance of a good stand of grass cover
over the contoured areas of the site which are not covered with building
and paving.
The project will be inspected weekly by the job superintendent
and the grading foreman. They will inspect for areas of erosion requiring
remulching, reseeding, -and repair of temporary structures, and removal
of accumulated sedimentation from against the structures. All temporary
structures will be removed and disposed of at the county dump after they
have served their purposes.
