Thank you for meeting with me on Tuesday, April 10,
1990, at the Marathon CommerCentre site. Your comments
and suggestions will certainly assist during the final
site planning stages of Pentathlon's planned business
park.
As we discussed, The Marathon CommerCentre consists of
three phases:
PHASE I -- Office buildings with site plan
approved and building permits
submitted.
PHASE II - Office buildings with site plan
submitted for review
PHASE III - Retail -service flex -space with site
plan under way.
Phase I is planned for construction this year with
Phase III coming on-line prior to Phase II.
Phase III consists of three lots of record and is
planned for two 10,000 square foot buildings with amble
parking centralizied between each building on the
middle lot.
The main points of our discussion regarding the various
phases of the Marathon CommerCentre were as follows:

(1) Development process regarding Phase III.
(2) Overall concept of the Marathon CommerCentre
and the plans for Battlefield Partnership.
(3) Status of Phase II as it relates to other
phases.
In confirmation of our discussions, it is my
understanding that during the planning and development
of Phase III, Pentathlon may submit plans directly to
the County engineer, may begin site development work
only after the issuance of a land disturbance permit
and that a complete site plan using the latest
regulations for all three lots should be submitted for
your review.
Additionally, as to the overall concept of the Marathon
CommerCentre, completion of the Sulky Drive will be
critical for development of Phase III, and the question
of the need for a Master Development Plan for
Battlefield Partnership has not been resolved.
Finally, it is my understanding that the Phase II
portion of the Marathon CommerCentre will be reviewed
under the guidelines of the previous ordinance since
this project was under agency review prior to adoption
of the latest regulation. This along with the status
of fire hydrant coverage needs for this entire project
was discussed in detail. Location of hydrants will
have to meet Chapter 10, Fire Code requirements as
reviewed by Mr. Homer Sanders.

This is to acknowledge receipt of your revised site plans dated
September 20, 1990 to the above referenced project. The plans appear
satisfactory and are approved. Please advise the developer if Street "A" is
to be eligible for acceptance into the State Secondary Road System, all
Lot 13 & 14 entrance design and drainage features must be built in accordance
with these approved plans. Also, the final subdivision plats of these two (2)
lots will need to be revised to reflect the wider drainage easement along
Road "A". The revised plat will need to be recorded prior to the street being
added to the System.

Upon further review of the above referenced development's revised site plan dated
Julv 26, 1990 please find our corm -Tents on the attached plans marked in red and as
follows:
1. Two (2) different typical sections of the proposed entrances are shown which detail
conflicting designs. This should be clarified.
2. we feel with two (2) standard commercial entrances serving the parcel and additional
access possible through the existing Marathon Bank property the proposed 20'
e.^tiergency access entrance is not necessary. We would be happy to review the
possibility of an additional corr-ercial entrance at this location if the developer so
chooses.
3. Since there is an existing 8" watermain on the west side of Street "B" within the
prczx-)srd right-of-way the proposed waterline on the east side of the road should be
installed on private property.
4. In order to avoid any delays or potential hazards in the future we feel it would be
beneficial to incorporate the existing underground gas line into the plans.
All recommendations from our previous letter to you dated July 20, 1990 are to be
addressed.
Please revise in accordance with the above and resubmit four (4) copies for final
annrcval. Shculd any changes be deemed necessary, please design therl to meet or exceed
the above recommendations.

As requested we have reviewed the above referenced site plans dated June 26, 1990.
our recommendations may be found on the attached plans marked in red and as follc�cs:
1. The design widths and radii of the proposed entrances are to be shown on the
plans.
2. A half typical section of the entrances should be incorporated into the plans
which details a pavement design of 8" C.R. Type 21-A Base Stone and 2" Type S:*1-2A
Asphalt Concrete.
3. The enclosed standards CG-6, DI-3A and JB-1 specifications are to be incorporated
into the plan.
4. The existing 10' drainage easement along the north side of Street "A" will need to
be widened as noted to accommodate the proposed storm sewer system.
5. The site plan shows a double line of 36" concrete pipe in place under the
intersection of Streets "A" and "B". However, the original Battlefield
Partnership Development site plan called for two (2) 30" concrete pipes at this
location. The pipe sizes should be field checked and the site plan revised if
necessary.
Please revise and resubmit four (4) copies for final approval. Should any changed be
deemed necessary please design them to meet or exceed the above recommendations.

site plan. Attached is a summary list of comments which need to
be addressed prior to plan approval.
Once our comments have been addressed, please have the
Engineer send us a copy of the revised site plan with
calculations and erosion control narrative for our final review.

GENERAL
1(a). Indicate dimensions and gross floor area for each
building.
1(b). Label the following for clarity and for ease of
construction.
(i) Existing contours.
(ii) Widths of all travejways and entrances.
(iii) Curb return radii. _jb
2. The driveway along the eastern property line, adjacent
to the front building is only 12' ± wide which is accept-
able as "one-way" only. Please indicate preferred
direction for one-way and provide a sign showing "one-
way". It is suggested to provide an addition sign showing
"no parking" along this stretch of driveway. Also, check
and label all travelway widths.
3. There are two properties shown on the plan which contain
improvements. Since they are identified as two parcels,
access easements are required; even if the two parcels are
under the same ownership. A plat showing the interparcel
access is required for any easements proposed.
4. Though the Applicant's checklist was detailed, the plan
does not reflect the following items checked on it: (7),
(20-area), 25, 31, 36, 39, 47, etc. Also it is suggested
to identify clearly those items that are not applicable to
this submission.
5. The plan is not sealed and certified.
6. Specify how the following items of the ordinances are
satisfied: Sec. 20-3-2, 20-3-3, 20-5-6, & 20-5-11.

DRAINAGE & GRADING
1(a). No drainage/runoff calculations are provided. Provide
drainage/runoff calculations for pre and post developed
conditions. (2 year storm minimum)
1(b). Show applicable drainage divides and provide off -site
drainage area map to calculate off -site runoff if any.
(USGS will be adequate if area topo mapping not
available).
1(c). Provide more information how the requirements per Zoning
Ord. Sec. 20-3011 and/or 20-5-13 are met.
1(d). Provide supporting information how the requirements per
Zoning Ordinance Sections 20-3-11 and/or 20-5-13 are
satisfied. Does the Battlefield subdivision facility
account for the increased runoff due to this development?
Please clarify and provide all the supporting
documentation.
2(a). It is not clear how the storm water is discharged from the
site through the 3' wide flume and also from the existing
entrance to the Bank building. What is the volume?
The note says that the storm water will follow the
existing road ditch and drainage easements to existing
detention facility at Rte. 81. Is this ditch adequate for
the increased runoff due to development?
2(b). The topographic changes in the Marathon Bank building site
require a temporary grading easement or a letter of
permission from the owners of that parcel if the two
parcels shown on the site plan are under different owner-
ships. (See GENERAL comment Number 3 for additional
easements).
3(a). Check the C & G wrapping the two proposed buildings.
There is a possibility for ponding in a few areas.
3(b). Provide additional spot elevations on the western side of
front office building, top,of curbs at all corners and
radius points. (Note: Minimum 2% grading required on all
grassed or unpaved areas).

EROSION CONTROL
1. Show silt fence along the Southern property line. (See
Zoning Ord. Sec. 20-3-12 & 20-5-14).
2. It is suggested that the -Erosion and Sediment Control
narrative be prepared based on the Virginia Erosion and
Sediment Control Handbook.
3. A temporary construction entrance will be required.
4. Also, a temporary silt trap will be required at the
outfall .
