Although I am not clear exactly how the time of concentrations were established or was not able to conclusively verify the drainage area as shown, it is my opinion that the drainage issues have been confirmed to the point where the County can be comfortable that this development will not have a negative impact on public facilities. I can therefore recommend approval of this plan. I would like to request that they place siltation fencing along the entire limits of their proposed work. Does the addition create an increase of more than 10% of existing parking requirements (Zoning Ord. Sec. 2-5-1.1.8) due to any increase in the number of employees? 1(b). Show percentages of office and warehouse used to establish the parking/loading requirements. 1(c). Show all existing and proposed parking and loading spaces on the plan. Clearly identify the stalls, driveways, etc. Also show parking/loading tabulation (See Zoning Ord. Sec. 20-3-7). 2. Show all existing and proposed entrances to the building. 3(a). Although the application indicated adjacent property zone and uses, the information needs to be shown on the plan (Zoning OrA. Sec. 20-3-4) to verify setback requirements. 3(b). Clearly identify existing and proposed features on the site - i.e.- edge of pavement, header curb (if any), culverts, drainage ditches, and the road frontage drainage structures with pipe sizes and invert elevations. 5. Indicate the items to be removed (eg, pavement on the northwest side of 40' x 90' addition). 0 PAGE 2 OF 3 DRAINAGE 1(a). Provide drainage/runoff calculations for pre and post developed conditions. (2 year Storm minimum) 1(b). Show applicable drainage divides and provide off -site drainage area map as the topo indicates runoff from off - site. (USGS will be adequate if other aerial mapping not available). 1(c). Provide more information how the requirements per Zoning Ord. Sec. 20-3911 and/or 20-5-13 are met. 1(d). Provide more information for 'gabion' (detail Z) such as depth, width, etc. and what is its purpose. 2(a). What is the size of existing culvert under the entrance? Please indicate. 2(b). Please indicate the type and condition of drainage ditch along old US 522. Some of the drainage included from the roof is discharged into the ditch. Please indicate the adequacy. 3(a). It is not a common or recommended practice to propose storm sewer for any sizable runoff area to be placed under any permanent structures such as a building. Also CMP pipe is definitely not recommended for this purpose. 3(b). The developer might consider the storm sewer to outfall into the drainage ditch along old US 522. This way the roof drains may also be connected to the drop inlet. The existing ditch and/or storm sewer system needs to be shown as adequate if this alternative is selected. 3(c). Show profile for the proposed storm sewer from the drop inlet to the outfall (Zoning Ord. Sec. 20-4-6). 3(d). Provide calculations for sizing of storm sewer pipe. 4. It is generally required that proposed storm sewer be placed in an easement (Zoning Ord. Sec. 20-5-12). However, in a case where there is no impact to off -site properties, an easement would not be required. The owner will be responsible for maintenance. Therefore, the location of the pipe and the pipe materials are suggestions only and not requirements. On site stormwater management may be required with the significant increase of impervious area. Adequacy of off -site receiving channels must be determined. PAGE 3 OF 3 GRADING 1. Show existing grades on the pavement in front of building, if they impact drainage patterns for this project. 2. We have also revised our site plan to incorporate the pertinent revised comments submitted by Harris, Smariga, Orsillo, Inc. in their letter dated September 1, 1989. The primary purpose c the existing culvert has redirected flows from the on a ten (10) year storm, be 0.5 cfs. Conservative runoff coefficients were assigned to each of the three (3) areas shown on Plate 1 in accordance with the type of development. Using the Rational Method and SCS Method, we determined a maximum projected flow of 15.0 cfs for a ten (10) year storm. This value is considered conservative. Comparing the sum total of the ten (10) year flow and the additional project flows, we determined that the existing pipe is adequate. Calculations to support this conclusion are attached.
