RE: Temporary Certificate of Occupancy
DATE: March 9, 1990
This memorandum regards my site inspection of the Winchester -
Frederick County Industrial Development Corporation (parcel B) on
March 8, 1990. The Frederick County Planning Department will allow
the issuance of a Temporary Certificate of Occupancy for this
project which will be valid for thirty (30) days. Once all site
work is complete, this department will issue a Final Certificate
of Occupancy for this project. Listed below is the site work to
be completed for this project:
.1. All grading of the property.
2. Revegetation of all disturbed areas.
3. Asphalt the parking area.
4. Stripe all proposed parking spaces, handicapped spaces, and
fire lanes.
If the completion of the parking area takes longer than thirty days
because of weather or problems with the asphalt plant, we will work,
with you to extend the time limit of your Temporary C.O. Please
make sure that all exposed lines and pipes on the road system are
protected from internal traffic flow until the Virginia Department
of Transportation takes over this road system.

injury, death, damages, or loss of rights or properties arising
from or related to the issuance by the County or said Certificate
of Use and Occupancy prior to the completion and acceptance into
the County system of all public improvements serving the property

County Zoning Ordinance and all applicable County Codes, on behalf

Dear Keith:
Upon review of the above referenced site plans dated August 1, 1989, please
find our recommendations on the attached plans marked in red and as follows:
1) Concrete flumes with erosion control stone are to be
provided to drain the parking lot areas down to the inlet
ends of the entrance pipes and also at the ends of the curb
radius as noted.
2) Two entrance pipes on Parcel "A" are to be increased to
24" and 30" size as noted with Standard EC-3 Soil
Stabilization Mat installed between the pipe.
3) On Parcel "B", an additional 30" pipe is to be installed
under the proposed entrance to divert water into the
detention basin. An emergency spillway is to be constructed
with stone or concrete to prevent wash out. Anti -seep
collars are to be installed on the 30" pipe under the dam.
The shift in the Parcel "A" entrance onto Route 651 appears to be
satisfactory. E. R. Neff Construction Co. is presently constructing the
entrance under Land Use Permit #855-00721. Please advise Mr. Neff of the
change. I would also like to remind you before work can begin on Proposed
Road "A", a Land Use Permit will be required for its connection to Route
651. Please inform the developer of this requirement.
Please revise and resubmit four copies for final approval. Should any
changes be deemed necessary, please design them to meet or exceed the above
recommendations.

It appears all recommendations in Mr. K. B. Down's letter of 4/21/89 (Copy
Attached) regarding Parcel "A" have been incorporated into the plans. However
since your initial review the engineer has proposed a new drainage design
for Parcel "A" as well as a detention basin on Parcel "B".
After review please forward to the Traffic Engineering Section for any comments
they may have on the proposed entrance to Parcel "B". The entrance appears
to be in accordance with what we have already reviewed and approved for Road
"A".

1. Delete the 30' entrance on Route 651 because of its proximity to
the existing access road.
2. Erosion control stone will be required at the outlet ends of the
24" drainage pipes under the entrances.
