Our recommendations may be found on the attached plans marked in red and as follows: 1. The entrance is to be constructed with a 12' offset from the edge of pavement to the face of gutter pan with a 36' taper. A minimum 30' entrance width will be required from face to face of gutter at the right-of-way line. 2. A standard VDOT stop sign will be required at the intersection of Georgetowne Court and Route 277. 3. A 20' drainage easement and Swale will be required from the outfall of the existing 18" C.M.P. under Route 277 to the proposed 20' storm sewer easement on site as noted. 4. The existing Frederick County Sanitation Authority watermain encasement under Route 277 will need to be extended from under the pavement structure to the right-of-way line as noted. Please revise and resubmit four (4) copies for final approval. Should any changes be deemed necessary please design them to meet or exceed the above recommendations. Please remind the developer before any work is performed on the State's right-of-way, the appropriate land use permits must be applied for. Route 1075 (North Side) Frederick County This is to acknowledge receipt of your letter dated February 2, 1990 concerning your request to construction a temporary construction entrance at the above referenced location. As requested you are given permission to install a temporary entrance at the location shown on the site plan prepared by G. W. Clifford & Associates dated January, 1990. This letter is to be considered your temporary permit until a land use permit is applied for. The following are to be a part of this permit agreement: 1. While working on the State's right-of-way it will be necessary to use "Men ;,b rking" signs which must be erected prior to starting work and removed daily. 2. Traffic control will be in accordance with the attached. 3. Positive drainage is to be maintained within the right-of-way at all times. 4. Work on the right-of-way will be confined to the teinporary entrance location only. 5. A minimum 8" of coarse aggregate by 40' in width will be required to be placed from the edge of the roadway and extended back onto private property far enough to prevent carrying of mud onto the roadway. 6. It should be understood any disturbed turf on the State's right-of-way will be topsoiled and reseeded. 7. Any damages to the pavement structure of Route 277 adjacent to this entrance will be corrected by your firm to the satisfaction of the Virginia Department of Transportation. 8. Attached is a copy of a letter dated May 10, 1989 from Mr. J. C. Heatwole and plans marked in red with our recommendations. I also offer the following comments: • Entrance culverts on non curb and gutter sections of Buchannan Drive will need to be sized by you. • Before a land use permit can be issued for the proposed entrances, the Department will require the developer to sign an agreement and post a bond to cover the installation of traffic signals at the intersection of Buchanan Drive and Route 277 if such signals are warranted for a period of two (2) years after completion of the development. Bushman SUBJECT: Georgetowne Court and Jefferson Village Route 277 - Frederick County. We have reviewed the plans for the above development with the following comments: �. The pipe at station 1+10 Buchannan Drive to be increased to a 42" x 27" RCEP size with drainage easement to well defined outfall. 12. A drop inlet and pipe to be provided left of station 2+00. -3. The curb and gutter standard CG-6 to be extended to left of station 4+10 with erosion stone spillout. i4. Erosion stone to be provided at inlet and outlet ends of pipe culvert - No. 6 with drainage easement to well defined outfall. l5. A typical section is to be shown for Buchannan Drive between intersection of Route 277 and station 12+00. Pavement widths to be as noted with the pavement designed for approximately 3000 VPD in accordance with the trip generation data. This is assuming 2000 VPD or 25% of traffic generated by Frederick Towne Estates using Buchannan Drive plus approximately 1000 VPD from Georgetowne Court townhouses and Jefferson Village. /6. Buchannan Drive typical section to show 8" Aggregate base, 4" B-3 and 2" S-5 pavement design between stations 12+00 and 16+83. The existing ditches and private entrance pipes along existing Buchannan Drive may have to be improved as a result of the development. 7. The street in Jefferson Village to show 36, face to face of curb on "A" Street and 30' on "A" Court and "B" Court. 8. Additional drop inlets to be provided left of station 5+50, right of station 6+60 "A" street and left of station 4+60 "A" Court. 9. Drop inlet Nos. 2, 3, and 4 to be changed to D1-3C with 6' slots. The 15" pipe from inlet No. 2 to be increased to 18" size. The Traffic Engineering section has reviewed the plans and trip generation data with additional comments as follows: Mr. W. H. Bushman May 10,'1989 Page 2 -1. The data indicates approximately 3000 VPD will be generated at the proposed street intersection with Route 277. This will require left and right turn lanes to be provided on Route 277. Two sketches are being attached showing suggested widening for left turn lane all on the south side or widening both sides of Route 277. A 100' right turn storage lane with taper and 50, radius will be required on both sketches. A typical pavement design for the lane widening should be 8" of Aggregate base, 6" B-3 and 1 1/2" of S-5. The B-3 pavement course on the right turn lane can be reduced to 3 inches as noted. We are returning one set of marked plans, sketches of left turn lane Route 277 and revised trip generation calculations to be returned to the developers' engineer. JCH/mlm Attachments xc: Mr. R. L.
