Stowe Woodward is located on the western side of I-81 about 1� mile before the Middletown exit. This company rubber covers rolls for the paper industry and will need to increase their production area. The low bay addition will be used for storage, the casting tower addition will be where the actual coating of rolls occurs, the high bay addition will be for shipping and receiving, and a women�ility will be added. This plan calls for the removal and replacement of concrete, new water/sewer lines, hydrants, culverts, headwalls, etc. This plan does not show any type of sediment and erosion control, or land disturbance; therefore, I would appreciate any advise or comments you can provide for this plan. Plan Review Stowe -Woodward Site Plan HSO-72106--1-0037 Consulting Engineer Comments(CWL) October 17, 1989 1. STORMWATER MANAGEMENT a. Stormwater runoff calculations are needed to insure adequate capacity of storm sewer/detention pond, or verification that the stormwater run-off will not be increased as a result of these additions. It is not clear what the existing surfaces are that are being added on which may change the runoff rates. b. It is also not clear whether the storm sewer pipes indicated are existing or proposed, to be left in place, or removed and replaced with larger lines. c. Parking lot elevations are needed to determine runoff flow direction; drainage inlets may be needed in certain locations. d. All abandoned storm drains need to be either removed or plugged and filled. 2. UTILITIES Plans show a 6" sanitary sewer line between the building and the detention pond that terminates at a manhole at each end. What is it's purpose and where does it go? 3. EROSION AND SEDIMENT CONTROL a. The applicant needs to be made aware that an "Erosion and Sedimentation" plan is required for all land disturbance activities greater than 10,000 square feet per the Virginia Erosion & Sedimentation Control Handbook. A plan must be provided with this site development application with the proposed temporary control devices indicated on the drawings. 0 b. A silt fence should be put in place adjacent to the 48 space parking lot prior to earth disturbance. A silt fence will also be required below the fill area of the 38 space parking lot, and also along the new concrete travelway to the North. Dear Dave: This letter reflects my review of the proposed additions to Stowe - Woodward. Once these comments have been addressed and the revisions have been checked, I can recommend approval of this site plan. I.. COMMENTS 1) Parking lot elevations need to be shown to determine the runoff flow direction. 2) All drainage ways and/or drainage easements need to be shown to insure that proposed grading does not increase stormwater runoff onto Western Union's property. 3) The high bay addition needs to indicate how trucking will enter and exit the addition. If the trucks need to go through the building to load/unload, the parking on the south side of this addition will have to be changed, and a loading area will have to be designated. 4) The erosion and sedimentation control plan needs to extend the silt fence to include the area from the 7' chain linked fence to the 15' sanitary sewer easement. 5) Indicate what function the 6" sewer connected by two manhole covers serves. Its purpose does not make sense to me. Please provide me with three revised copies of the Stowe -Woodward plan. A narrative would be helpful for comments 3 and 5. Box 601 Winchester, VA 22601 RE: Your letter of 1/29/90 and Site Plan #034-89 for Stowe -Woodward Dear Evan: In reply to Comment #3, there will be no trucks going through the new addition to load or unload. They will continue to go through the existing building as they do at the present time. We are not changing any access or paving in that area. Concerning Comment #5, I have been informed that there is a sewer running from the manhole with invert elev. 712.4 to the manhole with invert elev. 705.0, and the sewer eventually goes on to serve the farm house northeast of Stowe Woodward.
