Site Plan 1030-89 of Quarles Petroleum on January 9, 1991. This
plan calls for an extension of a proposed 5' x 25' island and

RE: Final Occupancy Permit for Gasoline Station Located at the
Intersection of 11 North and State Route 839.
Dear Mr. Quarles:
This letter is in reference to site plan #030-89 for Quarles
Petroleum for improvements to the gas station/convience store at
the intersection of 11N and Rt.839 in Stonewall Magisterial
District.
My inspection of the site indicates that all site work has not been
complete; therefore, I can not allow your firm a Final Certificate
of Occupancy for this project. My main concern is the entrances
on 11N and Rt.839. I spoke with Bob Childress from the Virginia
Department of Transportation, and he agrees that the entrances to
this site need to be improved. I would suggest that the entrances
at the intersection of 11N and Rt.839 be permanently closed off,
and that the entrance on Rt.839 be improved to VDOT standards. As
you know, the entrances that I am suggesting you close are located
in such a fashion that makes it difficult for traffic to enter and
exit this site. I believe that the proposed entrance off of Rt.839
would allow for better traffic flow for this site. Another concern
I have is with the parking lot/manuvering area at this site. The
site plan calls for asphalt pavement; however, the site is
graveled. The Frederick County Zoning Ordinance calls for all off
street parking and manuvering areas to be of a double prime and
seal or better surface (section 2-5-1.1.12).

Dear Rod:
The Frederick County Planning Department administratively approved
Site Plan #030-89 of Quarles Petroleum on February 7, 1990. This
plan calls for a 51x 8' gasoline island, a future 5' x 5' gasoline
island, 15 parking spaces (which includes 1 handicapped space to
be marked), a handicapped ramp, a concrete sign base, asphalt
pavement on the southeast portion of the manuvering area, and a new
40' entrance to the site (to include CG-6 type curbing) off of
state route 839. Enclosed is a copy of the approved site plan for
your records.
Please remember that before any work may begin on the proposed 40,
entrance off of state route 839, a land use permit must be obtained
from the Virginia Department of Transportation.
