On March 29, 1977 Bonanza Steak House submitted a site plan for a 30 X 47 foot
addition to be constructed in their parking lot. The lot area that would remain
was (and is) unsuitable for a parking area so the area was to be landscaped and
all parking to be provided at the rear of the building.
The addition is now complete, and Bonanza has requested an aziendment to the
site plan to permit continued use of the parking area in front and to the side
of the building.
The staff recommends that this request be denied because there is not adequate
space to safely maneuver an automobile.
Specifically, 64 feet is required for two rows of 90 degree parking and
maneuvering space, but only 57 feet is available. The parallel spaces must be
very difficult to get into and with only 14 feet of driveway, impossible to
get out of; and finally, the driveway is only 9 feet wide at one point, allowing
only one-way taffic.
If the site plan is not amended, Bonanza would have 8 parking spaces, it is
possible to have 12 spaces in front and to the side of the building, but the 25
requested are not safe or desirable. It would be advisable for Commission
Members to visit the site on a Friday or Saturday night to appreciate how poor

On March 29, 1977, a Site Plan (File No. 007-77) was approved for the Bonanza
Sirloin Pit at the Delco Plaza Shopping Center in Frederick County, Virginia.
The Site Plan, as approved, called for landscaping of the existing parking
area, the construction of new parking areas, curbing at the rear of the property,
and a seven (7) foot walkway. To date, none of this work has been done, although
the restaurant has been in operation for some time. Since Site Plan approval
expires eighteen (18) months after the date of approval, your current operation
must be in compliance with the proposed improvements prior to September of 1978
or you will be in violation of The Code of the County of Frederick, Virginia
1976, Chapter 21 (Zoning).
The County hereby requests you through this Notice to make the necessary
arrangements for compliance so that legal action will not be necessary.

To the best of my knowledge, this plan was
submitted by Biftec, Inc., a franchisee of Bonanza
International, Inc. and the operator of the Bonanza
in Winchester.
In support of this contention, I am enclosing
a letter from Biftec, Inc. to Bonanza International
Inc. stating that Biftec, Inc. would be responsible
for all obligations in connection with the construction
of its building.
I trust that whatever enforcement procedures
need to be taken will be directed to Biftec, Inc. and
not to Winchester Associates.
