GENERAL - Only contractors who are experienced in bituminous pavement i construction and having the necessary mechanical equipment will be permitted to construct the pavement. Because of the extent of the territory in which these specifications are applied, it is mandatory that the work involved in a specific area be established with the owner's engineer. The owner's engineer is prepared to indicate standards and finishes which are acceptable. b. SUBGRADE - The subgrade shall conform to the relative lines and grades shown on the plot plan. If the subgrade is to consist of in place soil, it shall be cleared of vegetation, rubbish, or other material detrimental to proper conipaction. The subgrade shall then be compacted by rolling with adequate equipment to a firm, unyielding surface under construction trucking equipment. See Excavation and Grading, section 2 if subgrade is made of fill. C. BASE COURSE - The base course shall be according to local state highway specifications, and shall consist of quarry waste, crushed rock, or crushed gravel of such charactor that it will compact and thoroughly cement under watering rolling so as to make a hard bonded base a minumum of 4 inch thick when compacted. It shall be laid and compacted according to the applicable local state highway specifications. See plot plan under general notes for type and thickness of the base course. d. FINISHED ASPHALT_ SURFACE - The bituminous wearing surface shall be a minimum compacted thickness of 2 inches, laid in two separate \ courses. See the plot plan under general notes for the.specific requirements. Mineral aggregate and bituminous material shall meet local state highway specifications and must be controlled and mixed in a central mixing plant. Approximately 20% of the mineral composition shall be 2 inch minus graded aggregate with sufficient fines to assure a dense, smooth, well sealed surface. Thorough rolling and cross rolling with adequate equipment to give a well knit even textured surface is required. This is intended as a performance type specification and the contractor is advised to consult with the oimer's engineer in conjunction with the general notes on the plot plan for each specific job.
