These plans and specifications meet the technical standards prescribed by agencies of the United States Department of Agriculture
concerned with the dispersion of benefits to those land owners who construct approved water impounding dame upon their lands.
These plans and specifications describe the work, the manner in which the work is to be done, and the materials to be furnished
in accordance with any verbal or written contract between the land owner and the contractor.
RESPONSIBILITIES OF
A. Land Owners:
1. The land owner will acquaint himself with the provision of these plans
and specifications to determine that the completed structure will fulfill his
needs and/or desires in the area concerned.
2. He will advise the contractor of any local condition that mayinfluence
the satisfactory completion of the structure.
3. He will have a clear understanding as to which phases of the work he
will do and that which the contractor will do.
4. Inspection during construction will be the responsibility of the land-
owner.
5. He may request inspection by SCS employees during construction and upon
completion of work. Where benefits are to be received from Government
agencies, inspection and approval by SCS employees is mandatory.
6. It shall be the responsibility of the landowner to maintain the
structure in a way that will keep the structure from deteriorating and
becoming unsafe during period of prolonged or heavy rain.
B. Contractor:
1. The contractor will acquaint himself with the provision of these plans
and specifications, conditions at the site that may affect his schedule of
operations, and the location and meaning of all stakes on the site. Failure
to do so will not relieve him of the difficulties and cost pursuant to
satisfactorily completing the work in compliance with these plans and speci-
fications and any verbal or written contract with the land owner.
2. All bench marks, grade and line stakes will be left undisturbed and
protected by the contractor to facilitate construction and inspection.
3. The contractor, weather permitting, will schedule his work so that he
will start on the agreed date and work will be a continuous operation until
satisfactorily completed.
4. All damages occurring to completed work or :materials , by the elements
or otherwise, during construction, will be the responsibility of the con-
tractor. Partial or damaged work and/or replaced materials damaged from
any cause will be paid for by the contractor.
S. Absence of inspections during construction will not relieve the con-
tractor from completing the work in strict compliance with these plans and
specifications.
6. Upon completion of the work, before moving his equipment, the con-
tractor will request a final inspection by the land owner and an employee
of the SCS. The contractor will then receive approval that all work has
been completed satisfactorily and/or he may complete those items that vary
from the plans and specifications in order that a final inspection will
result in approval.
C. U. S. Department of Agriculture - Soil Conservation Service
1. The United States and its employees are in no manner a party to any
verbal or written contract between the landowner and the contractor.
2. These plans and attachments will be furnished and the staking of the
work on the site will be done by employees of the SCS. Plans and stakes
will be clearly explained to the landowner and contractor.
3. SCS employees, within limits of personnel available, will inspect
and advise construction technique during construction to assure.satis-
factory compliance with the plans and specifications.
4. Employees of SCS will, upon reasonable notice, promptly conduct a
final inspection for strict compliance with all plans and specifications
concerning this structure. Inspection will determine the satisfactory
completion of the work so that (a) approval may be given for the eligi-
bility of the landowner to receive benefits from any Government agency
concerned with this structure, and (b) final payment may be made to the
contractor.
SPECIFICATIONS FOR CONSTRUCTION AND MAINTENANCE OF PONDS
SITE PREPARATION: Where practical, topsoil will be stockpiled for resurfacing
the exposed portion of the embankment and disturbed areas, to facilitate estab-
lishment of vegetation. All trees, stumps, brush, movable rock, sod and other
debris will be removed from the embankment site; and all trees, logs, brush,
and other debris will be removed from area where the water is to be impounded.
Satisfactory disposition will be made of this debris.
CUTOFF: A cutoff trench will be excavated as provided in the plans and refilled
with suitable material, well compacted, at near optimum moisture content, to
prevent objectionable seepage under the embankment.
MECHANICAL SPILLWAYS AND DRAIN PIPES: Structures, pipes, outlets, etc., shall be
of the dimensions and materials specified, and placed according to the line and
grades established on these plans. New pipe or pipe of comparable quality will
be placed on undisturbed soil or prepared foundations as planned. Where bitumi-
nous -coated pipe is used, all areas will have a uniform coating of bituminous.
Any area where coating has been scratched or coating removed will be repaired
before pipe is installed.
ANTI -SEEP COLLARS: Will be of materials and dimensions, and located, as shown in
plans where specified.
BACKFILL: Material will be firmly tamped about all structures, pipes, etc., by
hand or otherwise, so that all fill is of uniform compaction and the structure,
pipes, etc., are not damaged by the operation of heavy equipment.
EMBANKMENT CONSTRUCTION: Fill material will be placed in level layers, not to
exceed eight inches -In-depth, uniformly aver the-eintira`fili'Area, before the
next layer is started. Material will be moist enough to obtain good compaction.
Where the embankment is over 15 feet high and/or a core wall of selected mate-
rial is specified, a minimum of four passes with a sheepsfoot roller on each
layer will be used to obtain compaction, unless other compaction methods are
written into the plans. Fill material should not be obtained in the water
impounding area within 20 feet of the toe of the upstream slope of the fill.
The embankment will be constructed to the height, length, width, slopes, and
location as shown in the plans and staked upon the ground. The fill will be
completed and left In as uniform and smooth shape as the workmanlike skilled
operation of the equipment will permit.
EMERGENCY SPILLWAY: Will be excavated in undisturbed earth to the dimensions,
grades, slopes, and location as shown in the plans and as staked upon the
ground. The cut will be completed in a uniform and smooth shape.
VEGETATIVE ESTABLISHMENT: Will be done as soon after earth -moving operations
as season and conditions will permit on all disturbed areas. Vegetation and/or
seed, fertilizer, lime, and mulching will be applied in the kind and quantity
i recommended by the SCS technician. Establishment will follow the best agronomic
procedures for the plantsthat are best adapted to the location and the structure.
MAINTENANCE: Vegetation to be protected from overgrazing. Soil samples to be
taken every two years and needed lime andfertilizer applied to maintain satis-
factory stand. Woody materials to be excluded from site. All mechanical
apperatures to be inspected periodically to ascertain possible damages.
