REVISED SITE PLAN It is my understanding that Boyer Landscaping would like to relocate the retail, office, and disabled parking to an area along the western property line. This is permitted provided that a revised site plan is submitted to our office to update our files. The revised site plan should mirror the existing approved site plan except for the new location, dimensions, and calculations for the proposed parking area. The revised site plan will require a signed engineer, surveyor, or architect certificate. I have provided you with a marked -LIP copy of your site plan. Please provide our department with four copies of the final revised site plan for approval. We will keep two copies and forward two copies to your office. There is no fee associated with this revision. REVISED CONDITIONAL USE PERMIT , Our department has advised you to apply for a revised conditional use permit for your landscaping business. Your desire to increase the land area of the existing landscaping business, as well as your proposal to modify the current conditions placed on your original permit have necessistated this revision. The conditions placed on your landscaping business can only be modified by consensus of the Board of Supervisors. As you know, Frederick County has an application form, review agency comments sheets, and a $100 application fee that needs to be provided to this office. The cut-off date for the April 6, 1994 Planning Commission meeting is Friday, March 11, 1994. This meeting ensued from the conditional use permit requirement of the submittal and approval of an engineered site plan. The purpose of this letter is to inform you of the requirements necessary to obtain site plan approval for this project, as well as address your concerns. The proposed location of this business is in a rural area along Route 277. This area is predominately residential in area; however, there are other businesses in this area. As with other businesses, it is in your best interest to have an approved site plan filed with Frederick County. Not only does this legitimize your business, it also allows Frederick County to address public comments and concerns internally. The following provides you with information necessary to file a site plan with Frederick County. The majority of my comments result from the sketch plan provided by Brent Ebeling: 1) All parking should be located behind the existing structure. I discussed the potential improvements to Route 277 with Mr. William H. Bushman, VDOT Resident Engineer. Mr. Bushman said that at this time no plans are filed; however, he estimated that an additional 40 to 50 feet would be necessary for this project. 2) The site plan will have to be reviewed by VDOT, Building Inspections, the County Engineer, the Fire Marshal, the agency that will comment on water and sewer (the Frederick County Sanitation Authority or the Health Department), and the Planning Department. The fee for this site plan will be $300.00. It appears to me that the most critical review will involve the irrigation pond. You might want to see if a landscaped easement could be obtained. This would avoid additional costs and benefit both parties. 4) An 8 square foot limitation was placed on your business sign. I discussed this issue with Mr. Wayne Miller, Frederick County Zoning Administrator. Mr. Miller explained that this is in a rural residential area; therefore, the Planning Commission wanted to limit the size of this. sign. Mr. Miller went on to say that a 16 square foot sign would not be unreasonable. The 8 square foot limit was a condition of the permit approved by the Planning Commission. Unless the Board of Supervisors allows for an increase in the square footage of this sign, it will remain at the original size. I hope this letter addresses your concerns.
