REVIEW EVALUATIONS:
Virginia Department of Transportation: See attached letter
from Robert Childress, dated April 6, 1993.
Inspections Department: Tank shall comply with the Virginia
Uniform Statewide Building Code and Section 311. Use Group U
(Utility and Miscellaneous) of the BOCA National Building
Code/1990.
Fire Marshal: Driveway in area of tank must be 20' in width
to facilitate ladder truck. Engineer/Director Wellington
Jones informed me on 3/22/93 that area around tank base will
be parking lot. I informed him that we'll need compaction to
support 70,000 lb. apparatus. Access for emergency vehicles
must be maintained at all times during construction.
Sanitation Authority: Approved

Regional Airport: See attached comments from Kenneth Wiegand,
dated February 25, 1993.
County Engineer: The E & S plan and stormwater management
considerations are approved as submitted. We recommend that
the emergency overflow pipe, 12" RCP, be relocated slightly to
divert flow toward the natural drainage swale rather than
toward the existing driveway.
Planning Department: The 1/2 to one (1) million gallon
elevated water storage tank is intended to maintain system
pressure within the northern loop service area. This facility
will utilize the Stephens City limestone quarries as its
source. The Board of Supervisors and the Planning Commission
previously determined that the location of this facility was
preferable.
The proposed elevated water storage tank is a permitted use on
property zoned B-2 and RA. The height of this structure will
be 181 feet. This type of structure is exempt from the
maximum height requirements specified in the zoning ordinance.
Staff has no specific concerns with the proposed site plan;
however, the Fire Marshal has stated that a twenty (20) foot
access drive is necessary. It should be noted that the future
development of office and support facilities may require
buffers and screening along the Stossel property.
STAFF RECOMMENDATIONS FOR APRIL 21, 1993 PC MEETING: Approval,
provided that all review agency comments are adequately addressed.
PLANNING COMMISSION RECOMMENDATIONS OF APRIL 21, 1993: Unanimous
approval provide all review agency comments are adequately
addressed. (Absent - B. Wilson)

I have had an opportunity to review the above referenced site plan. The following comments
need to be indicated on this plan prior to final approval.
GENERAL COMMENTS
1. Please provide the address of the owner.
2. Please provide a signed engineer certificate.
3. Please provide a space labeled "Approved by the Zoning Administrator".
4. Please provide the Magisterial District.
5. Please provide the tax map number for parcel A and parcel B.
6. Please provide the location and dimension of all required setbacks.
7. Please indicate any proposed signs, outdoor lighting fixtures, outdoor storage
areas or any outdoor trash receptacles.
8. Please include the name of Macedonia Church Road beside Route 642.
9. Please indicate any easements or environmental features that may exist on site.
SPECIFIC CONCERNS
1. Property Identification Numbers and Zoning Classifications
a) I reviewed our zoning maps and tax records as they relate to the proposed
site plan. Our records indicate that parcel A and parcel B were
consolidated on July 2, 1990. Prior to consolidation, parcel A was zoned
RA and parcel B was zoned B2. Our records do not show an approved
rezoning since the lots were consolidated. I believe that the 3.39 acres
described as parcel A is still zoned RA.

b) Adjoining property zoning classifications are incorrect, The Shilo and
Agape Christian Fellowship properties have dual zonings of B2 and RA.
The Heath and Stossel properties are zoned RA.
2. Existing Entrance
a) I had an opportunity to speak with Bob Childress regarding the entrance.
Bob said that the existing entrance is acceptable for the proposed use but
will need to be reviewed at a later date if the FCSA offices are located on
this site. Bob said that he would provide correspondence to reflect these
comments.
3. Future Land Use Considerations
a) It may be prudent to plan for the proposed office and support facilities at
this time. The proposed construction could be phased which would
alleviate future site plan revisions.

This is to follow-up on our phone conversation of April 5, 1993 concerning the
Frederick County Sanitation Authority's property on the east side of Route 642 at
approximately 0.40 mile south of Route 37. As I said the existing entrance into the
property will be adequate to serve their proposed water storage facility. If or when
the property is developed further, the entrance may have to be upgraded to
commercial standards.

This is to acknowledge receipt of the above referenced project's revised site plans
dated September 5, 1991. They appear to be revised in accordance with our previous
recommendations and are therefore approvp-d. Please advise the Sanitation Authority
accordingly. I offer the following comments:
1. A preconstruction conference be held by the engineer and/or owner with the
attendance of the contractor, VDOT and any other concerned parties prior to
initiation of work.
2. Materials used and method of construction shall apply to current observed VDM
Road & Bridgc Specifications applicable during construction of this project.
3. Our review and comments are general in nature, should conditions in the field
exist such that additional measures arc warranted such measures shall be
completed to the satisfaction of the Department.
4. The appropriate land use permit will need to be applied for and issued to cover
the work to be performed within the State's right-of-way. This permit will
require a basic charge of $40.00, surety bond coverage in the amount of
$50,000.00 and the salary & expenses of a State assigned Inspector while working
within the right-of-way.
5. The contractor shall notify VDOT when work is to begin or cease for any
undetermined length of time. VDOT will require 48 hours notice for any
inspection.
6. At no time is drainage to be blocked and/or diverted within the right-of-way.
