Dear Doug:
I wanted to take this opportunity to thank you for meeting with Wayne Miller and myself
this morning. I feel that this meeting was very beneficial, in that it provided Frederick
County and Construction Management an opportunity to better understand each others
operational procedures. Obviously, a good communication channel is the most important
factor in accomplishing our goals.
I will take what I learned from our meeting and apply it to my work on site planning for
Frederick County. I believe that this will assist our department in creating better
procedures for development proposals. Although my letter of October 5, 1993 would lead
you to believe that Construction Management was totally at fault, it should be noted that
I did not provide you with the benefit of good communication channels as well.
I believe that our next project will benefit from this discussion. Please contact me if you
would like to discuss this matter further.

RE: Fleet Maintenance Facility In Stonewall Industrial Park
Dear Kevin:
As requested, I inspected the above referenced site to verify that the required site work had
been completed. I inspected this site at a moments notice to accommodate your schedule,
as you are in need of a Final Certificate of Occupancy Permit for this facility. The site work
that has been completed does not comply with the requirements of Site Plan #010-93, and
there are site improvements that have not been accomplished to date.
Frederick County worked very closely with Doug Toan to insure that this type of facility
could be an allowed use in our industrial parks. Frederick County spent a lot of time and
effort taking this request through the public process, as well as working with your
engineering firm. Since that time, you have relocated a fuel pump and canopy without the
required permits and moved supplies into the new facility prior to the issuance of a
Temporary Certificate of Occupancy Permit. Frederick County does not appreciate the way
that you have ignored these policies. Construction Management has been working in this
area for many years, and should be very familiar and with our procedures.
Frederick County will not sign -off on a Final Certificate of Occupancy Permit until all
required site work is complete. Please contact me if I may answer any questions regarding
this letter.

Dear Doug:
The Frederick County Planning Department administratively approved Site Plan #010-93
of Shamrock Truck Terminal on May 28, 1993. The approved site plan calls for the
construction of a five (5) bay truck garage that will be 10,000 square feet, the relocation of
a fuel pump and canopy, a paved parking area to consist of seven (7) regular parking spaces,
one (1) disabled parking space, a six (6) foot concrete sidewalk with a disabled accessible
ramp, eight (8) concrete wheel stops, a retaining wall, proposed landscaping, and all
appropriate erosion and sedimentation control measures. The approved site plans also
proposes future paving within the maneuvering areas, and the delineation of parking spaces
for the existing uses. I have enclosed two (2) copies of the approved site plan. This will
enable you to have a copy for the job site, and a copy for your office file.
Please contact this office to schedule an on -site inspection once all site improvements are
complete. Please contact me if I may answer any questions regarding this letter.

RE: Revised Site Plan - Proposed Maintenance Building
Shamrock Truck Terminal
Stonewall Industrial Park
Dear Mr. Gast:
We have completed our review of the submittal for the subject
revised site plan and offer the following comments:
1) The site grading plan needs to be revised to reflect the
proposed construction. In particular, the new construction
adjacent to the eastern corner will impact the area subject
to inundation by the 25 year storm flows. A combination
retaining/foundation wall may be required in this corner to
minimize regrading.
2) It appears that a majority of the site is covered by
pavement or building area. Determine if sufficient open
space has been allocated. The county ordinance requires 25
percent open space in areas zoned M-1.
3) Clearly define the areas that have been paved and those
that will be paved.
