administratively approved Site Plan #009-93, of Blue Ridge Industries, on April 9, 1993.
This plan is a revision to Site Plan #017-91 and calls for the construction of a 47,000 square foot
addition to the existing industrial site, 73 parking spaces and 4 handicapped spaces that are to be a
minimum of bituminous prime and double seal, two loading bays, and approved calculations
regarding increased runoff.

This letter is in reference to my review of site plan 9009-93 of Blue Ridge Industries. The overall
concept of this plan is fine; however, there are a few issues that need to be addressed. I offer the
following comments:
1) Based on discussions with Plant Management, this department decided that 100 employees
would be the maximum at the facility at any one time. Therefore, the parking requirement
will be 75 spaces (75% of 100 spaces).
2) With a parking requirement of 75 spaces, the handicap space requirement is four. One
additional is needed.
3) /Aased on careful consideration, your request to hold off laying down a prime and
double seal surface until the adjoining road is improved is denied. A prime and double seal
surface must be provided prior to the issuance of any occupancy permits.
4) I am still waiting on approval from Ed Strawsnyder, County Engineer.
This site plan is scheduled to appear on the April 7, 1993 Planning Commission Bi-Monthly report.
We should receive administrative approval authority at that meeting. I look forward to your
resubmission.

Dear Lanny,
I want to thank you for your preliminary comments on the Blue Ridge
Industries expansion plans. Items 1, 2 and 3 have been addressed on the plans
enclosed here with the application. These plans have also been revised per the
Review Agency comments.
Concerning the number of employees, 1 believe Mr. Nusu meant 100 total
employees. Blue Ridge Industries runs three shifts. The 40 employees existing
and an additional 40 with the expansion is a conservative estimate of a one shift
total.
If during your review, you should have any comments, please do not

In reviewing the plan for Blue Ridge Industries, I have
found several areas that are still not in compliance with
Frederick County Chapter 10.
1. Chapter 10 Section 2-3-2.2 requires fire lanes to be 20' in
width with the nearest edge 10' away from the structure. With
only 26.01' to the property line there is insufficient room to
meet the requirements for fire lanes.
2. In the TRC Meeting, I requested the Siamese connection be on
the same side of the fire lane as the hydrant used to supply the
Siamese. This was not changed on the submitted plan.
3. As plans progress for this project I want to be certain that
the sprinkler system in the expansion will be tied into the
existing fire dept. connection. Dual siamese connections on one
building is an unsafe practice and should always be avoided.
In closing, there are several items on this site that are
inconsistent with nationally recognized standards regarding fire
safety design. Additionally, issues with the Building Official
and this office will have to be addressed before I can approve
this site plan.

Request for Master Development Plan:
The Developer should be familiar with and be required to
comply with the provisions of the Frederick County Airport Zoning
District (AP-1) and Airport Support Area (ASA) described in the
Frederick County Comprehensive Policy Plan. The developer should
also be familiar with the provisions and requirements of the
following codes:
Title 15.1 Code of Virginia, Section 489 (Purpose of Zoning
Ordinan<=es) and Section 491.02 (Airport Safety Zoning).
Title 5.1-25.1 Code of Virginia (Permits Required for Erection of
Certain structures.)
As Winchester Regional Airport expands services and
operations, noise associated with such expansion is very likely
to increase. The Airport Support Area established by the
Frederick County Comprehensive Policy Plan is designed to
discourage residential development.in the vicinity of the airport
to preclude citizen concerns for noise created by aircraft
operating on, to and from Winchester Regional Airport.
If the developer is planning residential development
adjacent to the ASA or under a flight path used regularly by
aircraft outside of the ASA as they arrive or_depart the Airport,
he should be either required or encouraged to insulate all
habitable structures for noise and be required to specifically
address, in the property Covenants and Easements, existing
airport related noise and the probability of increased noise as
airport operations expand.
Specific Comments: The proposed structure's site lies under the Airport's
Transition Area which begins a distance of 500' from the Runway Centerline
and extends away from the runway at a ratio of 7:1 to a height of approximately
877 feet (Mean Sea Level) or 150 feet above the airport elevation (727').
The proposed structure must not penetrate the Transition Area. �,

Dear Ron:
We have completed our review of the subject site plan and offer
the following comments:
1) It is suggested that schedule 40 PVC be utilized in lieu of
corrugated PVC for the downspout drain line.
2) Indicate that the existing 15 inch RCP shall be removed
within the building.area.
3) Provide an easement immediately downstream of the 15 inch
and 27 inch RCP outlets to accommodate the placement of the
proposed rip -rap. This easement should take the form of an
agreement between Blue Ridge Industries and the adjacent
land owner considering the rip -rap encroaches on the
adjacent property.
4) Provide cleanouts at appropriate locations along the six
(6) inch drain line (i.e., where the line turns the corner
of the building) .
5) Permanently incorporate drainage calculations on Sheet 3 of
3.
6) The proposed design reflects a modification to a previously
approved site plan which did not include stormwater
detention. Any future site development will require
complete stormwater management assuming that the entire
site is undeveloped.
