Dear Mr. & Mrs. Snapp:
The Frederick County Planning Department administratively approved
Site Plan #019-93 of Snappy Lube on July 8, 1993. The approved
site plan calls for the construction of an additional three bay
service facility that will be 2000 square feet, additional paved
parking that will include curb and gutter and meet the requirements
of the Americans with Disabilities Act, a dumpster pad to be
enclosed by a solid wooden fence with a latched gate, evergreen
screening along the northern property boundary, and all appropriate
erosion and sedimentation control measures. Enclosed is a copy of
the approved site plan for your records.
Please contact this office to schedule an on -site inspection once
all improvements are complete. Please contact me if I may answer
any questions regarding this letter.

This is to acknowledge receipt of the above referenced project's revised site plan dated
June 14, 1993. It appears all of our earlier comments have been satisfactorily addressed.
Through copy of this letter to the owner we are apprising them of our approval. A land use
permit will now need to be applied for and issued to cover work activities within the State's
right-of-way prior to initiation of work. Said permit will require a minimal processing fee,
surety bond coverage and normally takes approximately thirty (30) days to process and issue.

As requested we have reviewed the above referenced site plan. Our recommendations may be
found on the enclosed plans marked in red and as follows:
1. A pavement design of 8" Type 21-B Base Aggregate, 3" Type BM-2 Asphalt Concrete
and 1.5" Type SM-2A Asphalt Concrete will be required on the State's right-of-way.
2. The existing curb and gutter is to be removed to the nearest construction joint and the
proposed entrance pavement swaled to drain.
3. "Exit Only" signs are to be installed at the location noted.
4. Standard CG-7 Curb & Gutter will be required in lieu of Type CG-6 as shown. The
enclosed CG-7 Specifications should be incorporated into the plans.
5. Existing sight distance, reference and speed limit are to be added to the plans as noted.
Once revised please resubmit six (6) copies for final approval. Should any changes be deemed
necessary, please design them to meet or exceed the above recommendations.

We have completed our review of the final design submittal and
determined that our previous comments have been adequately addressed.
We have determined that the existing stormwater system will
accommodate the additional flows generated by the proposed expansion.
However, a review of the existing stormwater detention structure
revealed that modifications will be required if future development
occurs after the proposed Snappy Lube addition.

We have completed our review of the site plan for the proposed
addition to the Snappy Lube located at 4141 Valley Pike in Frederick
County, Virginia. Based on this review, we offer the following
comments:
1) Provide an erosion and sediment control plan for use during
construction.
2) Provide a stormwater management plan for the proposed
addition. It is suggested that this plan be designed to
encompass the existing development. We recommend that the
pre -development conditions adopt a "C" value of 0.35. The
post -development should adopt "C" values of 0.9 in areas
occupied by buildings and concrete pads and 0.8 in areas
covered by bituminous paving.
3) Clarify what demolition is required to accommodate the
proposed expansion.
4) Provide a pavement section for the proposed bituminous
paving.
5) Indicate the compaction requirements for the fill under the
proposed building addition and pavement expansion.
