Please insure that VDOT receives all required information necessary for this approval. 2) Please insure that the disabled parking spaces, ramps, sidewalks, and signage meet all requirements of the Americans with Disabilities Act (ADA). 3) Please insure that the County Engineer receives all required information for storm water management and erosion and sedimentation control. 4) Please provide our department with a letter from Shenandoah Gas Company stating that the proposed parking lot may encroach on their gas line easement. In particular, this letter will focus on the area described in this assessment as Preferred Alternative Site H. Preferred Alternative Site H is part of the land within the Prince Frederick Office Park. The Frederick County Board of Supervisors has approved a master development plan for this office park. The environmental, socioeconomic, utility and transportation issues described in this assessment are accurate for this site. The developer submitted a rough grading plan to Frederick County. This plan provided information for proposed land disturbance and erosion and sedimentation control measures. This plan was approved by the Frederick County Engineer, Mr. H.E. Strawsnyder. The developer has submitted this information, along with an erosion and sedimentation control narrative and an official notice of intent from Frederick County to the State Water Control Board for review. The developer will be required to submit a site development plan for review and approval by Frederick County. This "significance evaluation" was made as part of the review of a project sponsored by the General Services Administration (GSA), the proposed Army Corps of Engineers' Facility. Our review of that new construction is required by Section 106 of the National Historic Preservation Act of 1966 for projects with federal involvement. Based on a report provided by GSA's consultant, we believe that archaeological site 44fk488 is not eligible for the National Register due to their compromised integrity and low research potential. Summary documentation (inventory form) concerning the character and location of 44FK488 is attached for your information. Revise the length of the road to reflect approximately 1,000 feet rather than 450 feet. (Page 1 - Project Description and Page 3 - Description) 2) The design calculations for the proposed drainage culvert are satisfactory, even though a "C" value of 0.35 is recommended for undeveloped ground underlain by the Martinsburg Shale. The culvert type and size should be reflected on Sheet 3 of 3. 3) Indicate the disposition of the existing pool (i.e., demolished and filled with compacted shale.) 4) Contact the gas company to determine their requirements for crossing their gas line and associated easement. SGC will permit the proposed paved parking lot to encroach upon our easement as noted on the site plan. The following conditions must be followed when working within SGC's easement: 1. Notify Miss Utility (1-800-257-7777) to have the actual gas line located and marked. 2. Maintain adequate cover (3'-0" or existing grade) over the gas line at all times. SGC must review any cuts or fills proposed over the line. 3. Notify SGC whenever excavation activities encroach upon the right-of-way or require crossing of the gas line. 4. Notify SGC whenever blasting in the right- of-way or whenever adjacent blasting may affect the gas line. Heavy trucks or equipment should not be run over the gas line without adequate protection and should not be parked over the gas line at any time. 6. Curb and gutter crews must also have the gas line located prior to setting forms to ensure forming pins or other activities do not damage the pipe or coating. A section of guard rail should also be considered near the road curve adjacent to the 30 inch ACCMP. 3) A minor correction should be made to the stormwater management calculations where Table 2 for the ten (10) year storm flow indicates a peak flow elevation of 670.1. This elevation should be 670.47 (664.5 + 5.97) to correspond to the base weir elevation of 664.5. Refer to calculations for the 100 year storm flow through weir. Essentially, the proposed twin 60 inch RCPs allow almost complete passage of the ten (10) year storm flow with only a limited headwater. To provide sufficient stormwater management, we suggest the design and construction of a control structure immediately upstream of the entrance causeway which would allow passage of the normal stream flows and detention of the ten (10) year storm flows. It is possible to use a combination gabion structure and concrete culvert to facilitate this design. Sheet 1 of 3 a) Relocate the six (6) inch sanitary pipe out of the proposed drainage swale. This line should be positioned on the existing slopes rather than along the invert of the proposed drainage swale. b) Delineate the 100 year flood plain within Sulphur Spring Run. c) It is suggested that bituminous coated CMP be specified for the on -site drainage culvert. d) Specify flared end sections for all storm drainage pipe. It may prove necessary to add a culvert under the entrance road on the upper slopes to divert some of this runoff to the north side of the road. i) Underdrains should be installed along the entrance road to prevent the buildup of a perched or seasonal groundwater condition. These drains should be daylighted along the north side of the road within the proposed drainage swale. The Department of Environmental Quality is responsible for coordinating Virginia's review of federal environmental documents and responding to the appropriate officials on behalf of the Commonwealth. The following agencies and Iocalities participated in this review: Department of Game and Inland Fisheries Department of Agriculture and Consumer Services Department of Conservation and Recreation Department of Health Department of Environmental Quality Air. The Department of Transportation was also invited to comment. We believe that there is sufficient information contained in the Final EA to support the Finding of No Significant Impact (FONSI), provided that the project proponent supplies further information requested by the Department of Historic Resources regarding specific definition of the project area in order to evaluate project impacts on potential archaeological resources. The project involves the construction of a 92,000 net usable square foot leased office facility to house the Transatlantic Division of the U. S. Army Corps of Engineers in the Winchester area. Seven alternative sites for this facility are presented in the Environmental Assessment, including the preferred alternative, Site H. Site H, to be developed as an office building with associated parking, is located in a planned office development west of Winchester in Frederick County. While we recognize that there are potential water quality impacts associated with the development of the preferred Site H, the Department has no objection to the selection of that site, provided that the project is constructed and operated in strict accordance with all environmental laws and policies of the Commonwealth, and with the recommendations contained herein. We offer the following comments on the project: Water quality. Unavoidable impacts on wetlands or watercourses may require a Virginia Water Protection Permit, which should be coordinated with the Corps of Engineers, the Virginia Marine Resources Commission, and the Department of Environmental Quality, Water Division. Impacts to wetlands and streams which may result from the construction of the access road to the site should be minimized and avoided to the extent possible. Wetland mitigation may be required on a 2:1 ratio. Temporary and permanent crossings of Sulphur Springs Run should be designed to minimize impacts to water quality and aquatic organisms. Instream work should utilize nonerodible stream diversion channels or coffered construction sites to maintain instream flow. The Water Programs Division of the Department of Environmental Quality expressed its preference for Sites A, J, P1, and Y because of their minimal water quality impacts. Erosion and sediment control. Construction must be permitted on the local level to comply with the Frederick County Erosion and Sediment Control Ordinance. Stonnwater management. Design of permanent stormwater management facilities will require special attention to reduce stormwater flow rates which may affect downstream channels. Air quality. A permit may be required for open burning which may be conducted during construction, and/or for the operation of newly installed fuel -burning heating equipment in the new facility. Solid and hazardous waste. The proponent agency is encouraged to minimize the generation of hazardous waste during facility construction and operation. We hope 11 0 that the General Services Administration will continue its policy requiring paper recycling in the facilities it manages. Historic structures and archaeological resources. We recommend further coordination with the Department of Historic Resources in developing an archaeological survey for the site. Wildlife resources. The Department of Game and Inland Fisheries expressed its concern over the potential loss of forested upland habitat and further fragmentation of migration corridors for neotropical migratory birds. As a privately constructed facility, all construction must be permitted locally to comply with the Frederick County Erosion and Sediment Control Ordinance. Erosion control structures must be designed in compliance with the 1991 Virginia Erosion and Sediment Control Handbook. Special attention should be paid to the design of permanent stormwater detention facilities. The purpose of these facilities is to manage stormwater to reduce flow rates that can damage downstream channels and trap nutrients, heavy metals and petroleum products that enter waterways after storm events from landscaped areas, rooftops, roads and parking areas. Temporary and permanent access crossings of Sulphur Springs Run should bridge the stream to minimize impacts to aquatic organisms and water quality. DCR has searched its Biological and Conservation Datasystem (BCD) for occurrences of natural heritage resources from the area outlined on the submitted map. Natural heritage resources (NHR's) are defined as the habitat of rare, threatened or endangered plant and animal species, unique or exemplary natural communities and significant geologic formations. According to the information currently in our files, there are no natural heritage resources documented in the project area. This group is currently based in the Frederick County/Winchester area but needs to move into larger, more appropriate office space. The preferred site, alternative H (Prince Frederick Office Park), has been thoroughly reviewed in the document. Files on CERCLA/Superfund, RCRA/Hazardous Waste Management, SARA Title III/EPCRA, Emergency Response, and Virginia Solid Waste Management have all been reviewed. The site has been evaluated for solid and hazardous waste contamination (Phase I); this evaluation included a walk through by the consultant for the Federal agency to look for obvious signs of contamination. The document indicates that the proposed leased facility will be able to dispose of solid waste at the Frederick County Landfill. The existing landfill is nearing capacity but the document indicates that a new landfill is being considered adjacent to the existing site which will expand capacity. GSA requires their Federal facilities to recycle paper. This ongoing recycling effort will assist the Frederick County/City of Winchester effort to meet their local government recycling mandate. All potential wetlands and stream impacts should be minimized and avoided to the greatest extent possible. Mitigation may be required on a 2:1 ratio for unavoidable impacts. Road crossing projects that satisfy the Army Corps of Engineers' conditions for Nationwide Permit 14, must also meet the special conditions placed on this permit by the State Water Control Board, now the Department of Environmental Quality - Water Division. Page 2 In terms of the alternatives for the site location, we prefer alternatives A, J, P1 and Y due to their lack of or minimal water quality impacts. If alternative H is the location ultimately selected for the site location, a Virginia Water Protection Permit may be required since multiple stream crossings (Sulphur Spring Run and two tributaries) will be involved due to the alignment of the access road. In particular, this letter will focus on the area described in this assessment as Preferred Alternative Site H. Preferred Alternative Site H is part of the land within the Prince Frederick Office Park. The Frederick County Board of Supervisors has approved a master development plan for this office park. The environmental, socioeconomic, utility and transportation issues described in this assessment are accurate for this site. The developer submitted a rough grading plan to Frederick County. This plan provided information for proposed land disturbance and erosion and sedimentation control measures. This plan was approved by the Frederick County Engineer, Mr. H.E. Strawsnyder. The developer has submitted this information, along with an erosion and sedimentation control narrative and an official notice of intent from Frederick County to the State Water Control Board for review. The developer will be required to submit a site development plan for review and approval by Frederick County.
