The Frederick County Planning Department administratively approved
Site Plan #016-93 of Delco Development Corporation on July 20,
1993. The approved site plan calls for the construction of a
30,000 square foot building to be used as a supermarket, the
construction of a 7,000 square foot building to be used as a drug
store, the replacement of a portion of the existing parking lot,
the creation of additional parking areas complete with curb and
gutter, and parking lot landscaping, the addition of disabled
parking spaces and van accessible disabled parking spaces, a
concrete loading dock area complete with three loading spaces, a
concrete dumpster pad that will be enclosed by a six foot wooden
fence with a latched gate, the relocation of outdoor lighting
fixtures, and all appropriate erosion and sedimentation control
measures.
Enclosed are two copies of the approved site plan. This will allow
you to keep a copy for your records and provide the contractor with
a copy for the job site.
Please contact this office to schedule an on -site inspection once
all improvements are complete. Please contact me if I may answer

I have completed my review of the above referenced site plan. The following information
needs to be provided prior to final site plan approval:
1) The name and address of the owner/developer.
2) A space labeled "Approved by the Zoning Administrator".
3) The zoning of this site.
4) The use and zoning of all adjoining properties.
5) A metes and bounds description for the area in front of Sound City and Bonanza.
6) The FAR calculations for this site.
7) The name of existing road (Millwood Pike).
8) The parking calculations for existing and new regular and disabled parking spaces.
9) Parking lot landscaping for all new parking areas.
10) Enclose all outdoor trash receptacles with a wooden fence and latched gate.

GENERAL COMMENTS
1) It appears that some grading will be off -site. Please provide our department with a
copy of the agreement to proceed with this work.
2) Insure that ADA requirements are met for disabled parking, signage, and pedestrian
walkways. The Building Official has questioned the amount of disabled parking
spaces.

Your revised site plan dated June 29, 1993, has adequately
addressed our comments related to stormwater management. Also, the
proposed erosion and sediment control plan is satisfactory.
However, we still have several concerns about the proposed
paving. These concerns are reflected in the following comments:
1) The legend adequately defines the areas to be paved and the
type of pavement to be applied. However, the legend does
not define the type of repair to be applied to the areas to
receive a one inch overlay of SM-2. This repair should be
defined (i.e., potholes to be over -excavated to a certain
depth and backfilled with compacted 21A and overlaid with
two inches of BM-2 prior to receiving overlay).
2) The proposed pavement section is more than adequate for
light vehicular traffic. However, the proposed pavement
section will not hold up under heavy truck traffic,
especially in areas where the trucks are required to cut
their wheels to back into loading docks. Consideration
should be given to extending the rigid pavement to
accommodate this type of truck activity.
A formal resubmittal will not be required. For all practical
purposes, the revised site plan is approved by our Department.
However, we would appreciate a response to the above comments.

We have completed our review of the proposed Food Lion store
project to be located within an existing structure in the Delco Plaza
Shopping Center. Based on our review, it appears that the project
will, not only, include a renovation of an existing building, but
also, pavement improvements. The latter will include new pavement as
well as pavement overlays.
As a result of our review, we offer the following comments:
(1) It appears that the proposed pavement overlay will include
the construction of a new pavement section on the existing
pavement surface resulting in a reduced slope across the
parking lot. Because of this reduction in slope, the
surface drainage and appurtenant drainage structures should
be re-evaluated to verify adequacy. A "C" value of 0.9
should be adopted for this evaluation.
(2) Additional paved parking is proposed for the east end of
the parking lot. The impact of this new pavement on
stormwater management shall be evaluated.
( 3 ) Define the terms "binder" and "surface" as indicated in the
pavement legend. Use standard VDOT references.
(4) A portion of the existing pavement will rdbklwe a 1" SM-2
overlay. Consideration should be given to specifying a
tack coat to insure bonding to the exis`#g p,*vewent.

We have recently noticed your western most entrance on Routes 17/50 has been re -striped to
allow for two way traffic.
This 20' ± wide entrance is too narrow to allow for both egress and ingress. This change has
created what could become a serious hazard for both your patrons and motorists on Routes
17/50.
Our minimum design requirements for a two way commercial entrance is 30' wide. If you
desire and have the necessary property to do so. the entrance can be widened, under permit.
If not, it will need to be restricted to one way use.

RE: Final Occupancy Permit For Food Lion Store At Delco Plaza
Dear Pat:
As you know, Food Lion is interested in obtaining a final occupancy permit for the above
referenced store. Our department will be glad to work with you to accomplish this, provided
that a Letter of Credit, bond, or other guarantee is provided to our department for the remaining
site work.
I had an opportunity to inspect this site yesterday. The outstanding site work includes
backfilling around the curb and gutter areas, establishing final grade, stabilizing all denuded
areas, completing all landscaping, completing the striping of the parking and loading spaces,
installing the disabled parking signs, repairing the curb and gutter where it has broken away, and
removing any construction materials and debris.
I discussed this option with Mr. Stovall yesterday. He plans on posting a cash bond made
payable to the Treasurer of Frederick County. The amount of the bond can be based on the
contractor's estimate for the remaining site work. I will inspect the site once the work is
complete and determine if the bond can be released. I told Mr. Stovall that it would not be
necessary to bond the striping for the parking and loading areas, or the curb and gutter repair if
it is finished in the near future. Please be aware that the curb and gutter has broken away in
the corner of the new parking lot behind the former Sound City store.
