Also, the proposed erosion and sediment control plan is satisfactory. However, we still have several concerns about the proposed paving. These concerns are reflected in the following comments: 1) The legend adequately defines the areas to be paved and the type of pavement to be applied. However, the legend does not define the type of repair to be applied to the areas to receive a one inch overlay of SM-2. This repair should be defined (i.e., potholes to be over -excavated to a certain depth and backfilled with compacted 21A and overlaid with two inches of BM-2 prior to receiving overlay). 2) The proposed pavement section is more than adequate for light vehicular traffic. However, the proposed pavement section will not hold up under heavy truck traffic, especially in areas where the trucks are required to cut their wheels to back into loading docks. Consideration should be given to extending the rigid pavement to accommodate this type of truck activity. A formal resubmittal will not be required. We have completed our review of the proposed Food Lion store project to be located within an existing structure in the Delco Plaza Shopping Center. Based on our review, it appears that the project will, not only, include a renovation of an existing building, but also, pavement improvements. The latter will include new pavement as well as pavement overlays. As a result of our review, we offer the following comments: (1) It appears that the proposed pavement overlay will include the construction of a new pavement section on the existing pavement surface resulting in a reduced slope across the parking lot. Because of this reduction in slope, the surface drainage and appurtenant drainage structures should be re-evaluated to verify adequacy. A "C" value of 0.9 should be adopted for this evaluation. (2) Additional paved parking is proposed for the east end of the parking lot. The impact of this new pavement on stormwater management shall be evaluated. ( 3 ) Define the terms "binder" and "surface" as indicated in the pavement legend. Use standard VDOT references. (4) A portion of the existing pavement will rdbklwe a 1" SM-2 overlay. Our department will be glad to work with you to accomplish this, provided that a Letter of Credit, bond, or other guarantee is provided to our department for the remaining site work. I had an opportunity to inspect this site yesterday. The outstanding site work includes backfilling around the curb and gutter areas, establishing final grade, stabilizing all denuded areas, completing all landscaping, completing the striping of the parking and loading spaces, installing the disabled parking signs, repairing the curb and gutter where it has broken away, and removing any construction materials and debris. I discussed this option with Mr. Stovall yesterday. He plans on posting a cash bond made payable to the Treasurer of Frederick County. The amount of the bond can be based on the contractor's estimate for the remaining site work. I will inspect the site once the work is complete and determine if the bond can be released. I told Mr. Stovall that it would not be necessary to bond the striping for the parking and loading areas, or the curb and gutter repair if it is finished in the near future. Please be aware that the curb and gutter has broken away in the corner of the new parking lot behind the former Sound City store. Hopefully, this will enable you to meet Food Lion's schedule.
