RE: Southeastern Container Site Plan Addendum
Dear Mr. McIlvaine:
The Frederick County Planning Department administratively approved an addendum to Site Plan
##043-93 of Southeastern Container on October 10, 1994. This revision calls for the addition of
a shed roof to cover the loading area in front of the silos, the relocation of a water line, and the
extension of a fire main to the western corner of the building. All other requirements specified
in my letter dated February 10, 1994 still apply to this proposed development.
I have provided you with two copies of the final site plan. This will enable you to provide the
contractor with a copy and keep a copy for your records. Please contact this office to schedule
a final inspection of this site once all improvements are complete. Please contact me if I may
answer any questions regarding this letter.

RE: Southeastern Container Addition Site Plan Approval
Dear Mr. McIlvaine:
The Frederick County Planning Department administratively approved Site Plan #043-93 of
Southeastern Container on February 8, 1994. The approved site plan calls for the addition of
140,000 square feet of manufacturing and warehouse space, 4,200 square feet of office space,
six silos, three towers, the relocation of water lines, sanitary sewer lines, natural gas lines and
fire hydrants, the creation of a new parking lot complete with bituminous concrete, curb and
gutter, 76 regular parking spaces, eight disabled parking spaces with appropriate signage, a
concrete sidewalk that will be six feet in width, raised islands, and perimeter and interior
landscaping, the installation of a new commercial entrance, increased tractor -trailer maneuvering
areas, the creation of a fire lane that is 24 feet in width, the relocation of a storm water
management facility, and all appropriate erosion and sedimentation control measures.
I have provided you with two copies of the final site plan. This will enable you to provide the
contractor with a copy and keep a copy for your records. Please contact this office to schedule
a final inspection of this site once all improvements are complete. Please contact me if I may

Dear John:
I have completed my review of the above referenced site plan. Please address the following
comments:
1) Please provide the name and address of the owner and developer.
2) Please provide a signed surveyor's seal on the final plans.
3) Please provide a signature block for the Zoning Administrator.
4) Please provide a location map for the site.
5) Please provide the use and zoning for all adjoining properties. It has been
determined that adjoining properties should include properties that share a common
boundary line, as well as those that are across from a site but separated by a road
right-of-way, water body, railroad, or access easement.
6) Please provide the distance between the structure and the property line (I have
marked it on the plan).
7) Please provide the use of all facilities.
8) Please provide the location and dimension of all signs.
9) The six foot concrete sidewalk needs to be extended to include the eight parking
spaces in the front portion of the parking lot.
10) Easements need to be provided for the relocated sewer line, the gas line, and the
electric line.
11) The dimensions need to be provided for the regular and disabled parking spaces, as
well as the aisle width.
12) The parking lot calculations are confusing. Please discuss this issue with me.
13) The site plan does not indicate any loading spaces. According to my calculations, ten
loading spaces are required.
14) The landscaping plan needs to be revised to provide for parking lot landscaping on
the interior raised islands.
15) A note needs to be included on the plan that states that storm water management
is being achieved through the use of a regional storm water management system.
The lot that will contain this facility needs to be specified as well.

As requested, we have reviewed the above referenced project's site plan dated October 11, 1993.
Our recommendations may be found on the enclosed plans marked in red and as follows:
1. A half typical section of the proposed entrance with a pavement design of 8" Type 21-B
Base Aggregate, 3" Type BM-2 Asphalt Concrete and 1.5" Type SM-2A Asphalt Concrete
will need to be added to the plans.
2. The existing guardrail along Route 1320 may need to be adjusted due to the proposed on
site grading. A note to the affect will need to be added to the plans.
3. Existing sight distance, speed limit and reference will need to be added as noted.
Please revise and resubmit six (6) copies for final approval. Should any changes be deemed
necessary, please design them to meet or exceed the above recommendations.

The site plan proposed for the Phase IV, V and VI has been
reviewed and approved for construction by the Public Works
Department.
The contract documents submitted for our review included the
site plan, revision date October 11, 1993, storm drainage
calculations and a plan and calculations related to a new regional
stormwater management pond. The latter facility has been
constructed. A final inspection of this facility will be made when
the vegetative stabilization has been established.
It should be emphasized that the new drainage channel which
diverts runoff around the front of the Southeastern site was
designed using design flows adopted for the design of the box
culvert under Brooke Road.
We trust that our approval will allow your client to proceed
with the vertical construction phase of the project.

Dear John:
Your revised submittal has adequately addressed our previous
review comments dated July 7, 1993. Submittal of the stormwater
calculations completed the comment requirements.
Based on our recent discussions, I understand that Southeastern
Container is contemplating another expansion beyond the addition
outlined on the June 11, 1993, site plan. I further understand that
a study of the 100 year storm impact will be made during the design
of this future expansion which will occupy the site of the existing
stormwater detention basin. I suggest that consideration be given to
relocating the stormwater management facility to a site downstream of
the Southeastern property. This facility could then be designed as
a regional stormwater facility to control runoff from several sites.
The development of the existing stormwater detention basin site
should not be initiated until a new facility has been designed and
constructed. Please let me know when you have developed an
alternative stormwater management plan so that we can review the
project in the field.
