Dear Mr. Borden:
Mr. Keith Burr of Greenway Inc., provided our department with revised site plans for your
retail and warehouse facility located in the Battlefield Partnership subdivision. This site plan
was revised to remove the eleven parking spaces and maneuvering area that were located on the
northern potion of this site. The revisions to this plan were approved by the County Engineer,
the Fire Marshal, and our department.
I have provided you with two copies of the revised final site plan. This will enable you to
provide the contractor with a copy and keep a copy for your records. All required
improvements specified in my original letter, dated January 31, 1994, still apply to this project.
Please contact this office to schedule a final inspection of this site once all improvements are
complete.

the finished floor area, and alter the overall site grading plan. The revisions to this plan were
approved by the County Engineer, as well as our department.

provide the contractor with a copy and keep a copy for your records. All required
improvements specified in my original letter, dated January 31, 1994, still apply to this project.

Dear Mr. Borden:
The Frederick County Planning Department administratively approved Site Plan #042-93
of Cliff Borden Truck Parts Unlimited, Inc. on January 26, 1994. The approved site plan
calls for the construction of a retail and warehouse facility that will be 9,000 square feet, the
creation of a paved parking lot that contains a commercial entrance that is 50 feet in width,
41 regular parking spaces, 2 disabled parking spaces with a disabled ramp and appropriate
signage, CG-6 curb and gutter and perimeter and interior landscaping, a concrete sidewalk
that is 4 feet in width, a business sign that is 16 square feet in area and 20 feet in height
and all appropriate erosion and sedimentation control measures.
I have provided you with two copies of the final site plan. This will enable you to provide
the contractor with a copy and keep a copy for your records. Please contact this office to
schedule a final inspection of this site once all improvements are complete. Please contact

As requested we have reviewed the above referenced site plan dated July 21, 1993. Our
recommendations may be found on the enclosed plans marked in red and as follows:
1. The typical section of the improvements along Route 1091 will need to be revised as
noted.
2. A standard CG-12 handicap ramp will need to be provided at the intersection with
Route 11 and Route 1091.
3. Additional drainage information will need to be added to the plan where the proposed
curb and gutter along Route 11 ties in with the existing curb at the south end of the
property.
4. Site distance, speed limit and reference information will need to be added for
Route 1091.
Please revise and resubmit six (6) copies for final approval. Should any changes be deemed
necessary, please design them to meet or exceed the above recommendations.

Building Code and Section 308, Use Group M (Mercantile) of the BOCA National
Building Code/1990. Other codes that apply are title 28 Code of Federal Regulation,
Part 36 Nondiscrimination on the Basis of Disability by Public Accommodations and
in Commercial Facilities. (Reference Section 1002.10 of the 1990 BOCA Windowless
Story in regards to sprinkling basement) Handicap parking space area shall not

Dear Bruce:
The recent completion of the stormwater detention facility at
the Battlefield Partnership Development resolved our final review
comment for the Cliff Borden site plan. Consequently, we recommend
approval of the subject site plan with a revision date of November
16, 1993.
Based on the proposed grades, we anticipate that the basement
storage area will be located entirely below the exterior finished
grade, thus a foundation drainage system will be required. As a
result of our previous review comments, a foundation drainage
discharge location was shown on the site plan. The actual foundation
drainage design should be coordinated with the site plan to insure
proper conveyance of the discharge to a designed drainage channel.
Please convey the above design requirements to your client so
that they can be incorporated into the building design. The
foundation design shall be included with the building design
submittal. Please contact me directly if you or your client has any
questions regarding our requirements related to foundation drainage
and water proofing.

RE: Cliff Borden Site Plan

Dear John:
We have completed our review of the site plan proposed for the
Borden property and offer the following comments:
1) The development of the Borden property assumes that all
stormwater will be diverted to a regional detention pond
located on property owned by the Battlefield Partnership.
This facility was designed by Greenway, Inc. in August 1991
and approved by Frederick County for construction as part
of the master development plan. However, to date, the
detention facility has not been constructed. Consequently,
we must deny approval of this site plan until such time
that the detention facility has been constructed or has
been bonded for construction. This office had previously
contacted Mr. Richard Hardison of the Battlefield
Partnership and informed him of this requirement. He had
indicated that he would initiate construction in accordance
with the plans prepared by Greenway, Inc. We suggest that
a meeting be scheduled with all interested parties to
discuss the construction of this facility.
2) The design of the regional stormwater management facility
was based on a post -development "C" value of 0.76. The
proposed development of the Borden lot which includes
approximately 81 percent pavement or building yields a
weighted "C" value of 0.80. Slightly increasing the
landscaped area will reduce the weighted "C" value.
3) Indicate spot elevations on the sidewalk along the west
side of the proposed building.

4) Indicate spot elevations at the west entrance of the
proposed building.
5) The proposed building elevations indicate a basement level
at elevation 727.00. Based on the proposed finished
grades, a foundation drainage system consisting of a sump
and pump will be required. The pump shall be designed to
discharge to a designated drainage easement rather than the
sanitary sewer. Indicate this discharge point on the site
plan.
6) Provide a typical ditch cross section as indicated in the
design calculations.
Please contact me if there are any questions regarding the above
comments. Also, I am available to discuss the issue related to the
stormwater detention facility.
