RE: Franklin Mobile Home Park Site Plan Approval
Dear Mr. Franklin:
The Frederick County Planning Department administratively approved Site Plan #039-93 of
Franklin Mobile Home Park, on March 25, 1994. The approved site plan calls for the
development of 45 mobile home sites that will include concrete pads, public water and sewer
connections, and two off-street parking spaces, the creation of a 30 foot private right-of-way that
will have a bituminous prime and double seal surface, the installation of two fire hydrants, the
creation of a concrete sidewalk that is four feet in width which extends from the mobile home
park to Berryville Pike (Route 7), the provision of a full screen and landscaped screen as
specified on sheet 3 of 7 of the approved site plan, the creation of two recreational areas, the
installation of a storm water management facility protected by a six foot high chain link fence,
and all appropriate erosion and sedimentation control measures.
I have provided you with two copies of the final site plan. This will enable you to provide the
contractor with a copy and keep a copy for your records. Please contact this office to schedule
a final inspection of this site once all improvements are complete. Please contact me if I may
answer any questions regarding this letter.

Please specify the use for the existing house that is proposed to remain. It was stated
at one time that this may be used as an office.
Please specify the area where the bituminous prime and double seal is proposed to
begin.
There is a note that states that trash will be collected on a weekly basis. Will this
be accomplished by a common dumpster that will be located on -site?
The Zoning Ordinance requires that all lots are identified by permanent markers.
Please provide a note that states how the developer will accomplish this.
The required buffer and screening for this site describes a six foot berm and
landscaping. The grading plan on sheet 3 of 7 does not appear to accomplish this.
A note is also provided that states that 50 foot widths of existing woodland
will be used as the full screen when available. Please indicate these areas on
the site plan so I can verify that they area adequate.

October 7, 1993. It appears all of our earlier comments have been
satisfactorily addressed.
Please advise the owner of our approval and that a land use permit will need
to be applied for to cover work activities within the Route 7 right-of-way.
Said permit will require a processing fee and surety bond coverage. A permit
of this nature normally takes approximately thirty (30) days to process and
issue once satisfactory application has been made. In order to process a permit
we will require three (3) additional sets of the plans.

As requested, we have reviewed the above referenced project's site plan dated August 4, 1993.
Our recommendations may be found on the enclosed plans marked in red and as follows:
1. The entrance taper lengths need to be 36' as shown on Sheet 4 of 7. They differ on
Sheet 1 of 2.
2. The radius on the west side of the entrance should be increased to 40'. Also, the
entrance radii shown on Sheet 4 of 7 differ from those shown on Sheet 1 of 2. The two
sheets should agree.
3. Standard CG-7 Curb & Gutter should be used in lieu of CG-6.
4. The proposed contours for the entrance road are confusing.
5. The contours on Sheet 4 of 7 differ from those on Sheet 1 of 2.
6. An entrance profile should be added to the plans from Station 0+00 to Station 4+00.
An adequate sag and landing should be provided at the entrance connection.
7. Why is Route 7 widened using a 1/2":1' slope?
8. The proposed 18"x11" C.M.P.A. culvert should be asphalt coated with Standard ES-3
flared end sections. Also, drainage computations for the entrance pipe will need to
provided.
9. A standard VDOT stop sign will be required at the location noted.
10. Standard CG-12 handicap ramps are to provided in the entrance radii.

Per my meeting with Evan Wyatt, we are to understand that this project will
require two recreational facilities. I have met with the owner regarding this and we
have decided that the second recreational facility would serve the project better by
providing picnic benches and cookout grills. We have selected shelter picnic tables,
open picnic tables and cook grills which will be equal to or better than the attached
specifications. We would propose to build three covered picnic tables, two open
picnic tables and three charcoal grills. These tables and grills will be positioned
around the recreational area to best serve the mobile home park. The other
recreational facility will be as shown on the construction drawings consisting of the
standard spring animals and gym sets. We trust that these recreational facilities
meet your requirements for approval of the plan, if so, please advise so that we can
make the necessary changes to the construction drawings.

Park Grills that are tough enough to last for many years. The fire box
swivels 360 degrees for proper draft control and features a four-way
adjustable grill for optimum cooking control. Offered in permanent
and portable theft resistant installations. Finished in tough heat
resistant paint.
MATERIALS:
Fire box fabricated from 3/16" steel plate. Cooking grate is 1/2" &
5/8' steel bars, 293 sq. in. of cooking surface. Theft resistant
support post is 2 3/8" O.D. galvanized pipe.

Dear Jim,
Per our meeting, we have discussed with Mr. Franklin, of Franklin MHP, the
layout and selection of recreational equipment and have decided on an alternative
to the standard tot lot of swings and spring animals. Our alternative plan is
outlined on the attached specifications and is laid out on a 1"=30' scale sketch.
Basically, our client has decided to use the modular 5 event play system approach
along with horseshoe pits and a sandbox. It is his desire to provide facilities for
older couples as well as small children. Mr. Franklin will install the equipment
shown or equal phased with the construction of the project.
We trust that this recreational layout meets your approval and therefore can
be forwarded to the Planning Department for final approval. Should you have any
