The Frederick County Planning Department administratively approved Site Plan #014-93
of Schenck Foods Company, Inc. on May 28, 1993. The approved site plan calls for the
construction of a freezer addition that will be 8,000 square feet, the relocation of a fire
hydrant, four (4) disabled parking spaces one (1) of which will be van accessible, and all
appropriate erosion and sedimentation control measures. I have enclosed two (2) copies
of the approved site plan. This will enable you to have a copy for the job site, and a copy
for your office file.
Please contact this office to schedule an on -site inspection once all site improvements are

In accordance with your letter of May 14, 1993 you are given permission to install a
temporary construction entrance at the reference location. This letter is to be
considered your permit to do so.
The following provisions will be required:
• Work area protection signage in accordance with the attached while working on the
right-of-way will be required.
All work on the right-of-way is to be confined to the temporary entrance location
only.
• A minimum 6" depth of VDOT #1 (2-3 inch stone) course aggregate by 30' in width
will be required. It is to be placed from the edge of pavement and extended back
onto private property far enough to prevent the carrying of mud onto the roadway.
• A 40'x15" culvert will be required.
• Any disturbed areas of the right-of-way or damages to the pavement structure
adjacent to this entrance will be repaired by you to our satisfaction.
• This permit is being issued for 60 days.
• All work is to be completed in accordance with the enclosed Virginia Erosion &
Sediment Control Handbook, Specification 1.01.
• The entrance is to be installed at the location shown on the site plan prepared
by Greenway, Inc. dated March 30, 1993.
The Department of Transportation will not be held liable for suit should such result
from this operation nor is it granting permission to grade on the property of others
or disturb underground utility lines. If the above listed items are not followed this
permit may be revoked.

We have completed our review of the site plan for the freezer
addition proposed at Schenck Foods Company, Inc. the following
comments are offered for your consideration:
1) Indicate the finished floor elevation for the proposed
freezer addition.
2) The erosion and sediment control plan is approved as
submitted. However, we recommend that a temporary access
drive with a gravel surface be added to the temporary stone
construction entrance. This addition will serve to
minimize the maintenance requirements at the construction
entrance and limit the amount of mud tracked onto Route 11
South.
3) On site stormwater management will not be required for this
project. However, we recommend that the adequacy of the
existing 12 inch CMP and drop inlet be evaluated to
determine if it has sufficient capacity to accommodate
storm flows originating on the Schenck property. This
evaluation should be based on a ten (10) year storm flow.
Also, we suggest a site visit to inspect the condition of
the drop inlet and related outflow pipe.

9) The proposed site plan indicates that there is Former Parcel A and Former Parcel
B. The plan also shows a surveyed boundary line between the former parcels, and
provides a note that specifies the acreage for each former parcel. It would be less
confusing if the site plan indicated one (1) parcel and one (1) total for the acreage.
We will require the applicant to provide a copy of the approved consolidation plat;
therefore, it is not necessary to have the old property boundary information on this
site plan.

listed as 7,984 sq. ft. although it measures approximately 11,700
