The Frederick County Planning Department administratively approved Site Plan #030-93
of the Snapp Office Building on October 19, 1993. The approved site plan calls for the
construction of an office building that will be 1,176 square feet, an asphalt parking area
complete with curb and gutter, five regular parking spaces, one disabled parking space with
appropriate signage, a disabled ramp, and a pedestrian walkway, a new entrance off of
Valley Pike, a business sign that is 32 square feet, staggered white pine trees for screening,
and all appropriate erosion and sedimentation control measures.
I have enclosed two copies of the approved site plan. This will enable you to have a copy
for the job site and keep a copy for your files. Please contact this office to schedule an on -
site inspection once all improvements are complete.

I am writing in response to your letter of August 24, 1993, copy attached, concerning the revised site
plan for the referenced project.
After further consideration, your revised plan is approved as submitted. However, we do strongly
recommend you give consideration to shifting the proposed insurance office building east an additional
ten feet to allow for more vehicle turning room on site.
Prior to any work being performed on the Route 11 right-of-way, the appropriate land use permits will
need to be applied for and issued to cover said work. These permits are issued by this office and require
a processing fee, surety bond coverage, and normally take approximately thirty days to process and issue
once satisfactory application has been made.

Dear Mr. Childress:
Please find attached six copies of our revised site plan dated
?u'_1' 29, 1993, as you requested. Upon reviewing the site plans, you
will see that we did not make your recommended changes.
We feel that there is ample room for a vehicle to back out of the
parking spaces and turn around without backing into Route 11. The
building is currently set back 50 feet from our property line.
There is the state right of way of 12 feet which consists of our
entrance and another 10 feet of deacceleration lane. Th_s is a total
of 72 feet before a vehicle would come into contact with Route 11.
The proposed office building is going to be occupied by an insurance
agency which doesn't generate heavy vehicle traffic, mos_ of their
business is by phone. Also, the neighboring office buil�ing is set
back 50 feet and has the same parking arrangement as we are proposing
and in the six years of being next door, we have never seen anyone
back into Route 11 and there are no signs posted to warn that backing
into Route 11 is prohibited.
As for your second recommendation of removing the c"--rb and
gutter between Snappy Lube expansion and the office building parking
area, we feel this would definitely create a safety hazard. We
can envision vehicles stopping on Route 11 going north tc allow
vehicles to exit Snappy Lube so they can cut into the office building
by way of Snappy Lube exit instead of using the proper o==ice entrance.
This is why we are going to the expense of making a separate entrance.
This recommended joining also creates the potential for vehicles
leaving the office building to cut across in front of vehicles exiting
Snappy Lube which also creates a hazard.
We would appreciate your reconsidering the recommencations and
informing us as soon as possible of your decision. In closing, we
would like to make mention that we meet Frederick countv_'s
requirements.

As requested, we have reviewed the above referenced project's revised site plan dated
July 29, 1993. Our recommendations may be found on the enclosed plans marked in red and
as follows:
1. Additional space needs to be provided on premises so vehicles can back from the
proposed parking stalls and turn around before entering Route 11. In order to do so the
office building will need to be shifted to the east a minimum of 10'. Also, signs
indicated "Backing into Route 11 Prohibited" will need to be installed at the locations
noted.
2. The proposed curb and gutter between the Snappy Lube access area and the office
building parking lot should be removed to provide access between the two areas.
Please revise and resubmit six copies for final approval. Should any changes be deemed
necessary please design them to meet or exceed the above recommendations.

In accordance with your letter of request dated August 2, 1993 you are given permission to
install a temporary construction entrance at the reference location. This letter is to be
considered your permit to do so.
The following provisions will be required:
• Work area protection signage in accordance with the attached while working on the
right-of-way will be required.
• All work on the right-of-way is to be confined to the temporary entrance location only.
• A minimum 6" depth of VDOT #1 (2-3 inch stone) course aggregate by 30' in width will be
required. It is to be placed from the edge of pavement and extended back onto private
property far enough to prevent the carrying of mud onto the roadway.
• Positive drainage is to be maintained within the right-of-way at all times.
• Any disturbed areas of the right-of-way or damages to the pavement structure adjacent
to this entrance will be repaired by you to our satisfaction.
• This permit is being issued for 180 days. A land use permit is to be applied for within
this time period.
• All work is to be completed in accordance with the enclosed Virginia Erosion & Sediment
Control Handbook, Specification 1.01.
• The entrance is to be installed at the location shown on the site plan prepared by
Mr. David E. McClure dated April 23, 1993.
The Department of Transportation will not be held liable for suit should such result from
this operation nor is it granting permission to grade on the property of others or disturb
underground utility lines. If the above listed items are not followed this permit may be
revoked.

We have completed our review of the subject site plan and offer
the following comments:
1) The detail of the stabilized construction entrance needs to
be revised to reflect a length of 70 feet and the use of a
stabilization geotextile under the stone. These changes
are required to comply with recent changes in the State
Erosion and Sediment Control Manual.
2) Add curb breaks adjacent to the proposed one-story office
building. It would also be helpful to add spot elevations
along the curb line to insure positive drainage.
The above comments are considered to be minor. A resubmittal
will not be required, however, we would appreciate a revised copy for
our records.
