The approved site plan calls for an addition to the existing facility that will be 58,000 square feet, the relocation of the existing parking lot that will include curb and gutter, 22 regular spaces, and perimeter landscaping, the installation of a new parking area on the northwest side of the building that will include curb and gutter, three van accessible disabled parking spaces, and three regular parking spaces, the relocation of water lines, natural gas lines, and overhead power lines, and all appropriate erosion and sedimentation control measures. I have enclosed two copies of the approved site plan. This will enable you to have a copy for the job site and keep a copy for your files. Please contact this office to schedule an on - site inspection once all improvements are complete. Please contact me if I may answer any questions regarding this letter. Attn: John Gast 970 Baker Lane Winchester, VA 22603 RE: Southeastern Container Addition Site Plan Review Dear John: I have completed my preliminary review of the above referenced site plan received by our office on August 11, 1993. The following items need to be addressed prior to final site plan approval: 1) The site plan refers to a Lot #42 and a Parcel "A". These lots were consolidated in June 1993. The site plan needs to reflect this consolidation. 2) The acreage for the site area needs to be revised to reflect the lot consolidation. 3) The name, route number, and location of West Brooke Road needs to be indicated on this site plan. 4) This plan provides a location for a 20 foot easement for the Shenandoah Gas Company. However, the plan also indicates that the gas line was relocated. With this in mind, I believe that the gas easement needs to be relocated as well. Frederick County will require a letter from the Shenandoah Gas Company if any portion of this easement is developed. 5) The calculations for the parking are not accurate. The three spaces shown as existing parking on the northern end of this site do not exist. Please revise the site plan and the parking calculations to correct this. 6) The new parking area requires parking lot landscaping. The amount of required landscaping will need to include all parking spaces, not just the 22 new spaces indicated on the western portion of this site. 7) Provide the use and zoning for the property located on the western side of this site. Please revise your site plan to reflect these comments. Please provide our department with five copies of the final site plan as soon as possible. Sincerely, Evan A. Gast Greenway, Inc. 970 Baker Lane Winchester, Virginia 22603 RE: Site Plan for Addition to Southeastern Container Fort Collier Industrial Park Frederick County, Virginia Dear John: Your revised submittal has adequately addressed our previous review comments dated July 7, 1993. Submittal of the stormwater calculations completed the comment requirements. Based on our recent discussions, I understand that Southeastern Container is contemplating another expansion beyond the addition outlined on the June 11, 1993, site plan. I further understand that a study of the 100 year storm impact will be made during the design of this future expansion which will occupy the site of the existing stormwater detention basin. I suggest that consideration be given to relocating the stormwater management facility to a site downstream of the Southeastern property. This facility could then be designed as a regional stormwater facility to control runoff from several sites. The development of the existing stormwater detention basin site should not be initiated until a new facility has been designed and constructed. Please let me know when you have developed an alternative stormwater management plan so that we can review the project in the field. Sincerely, Harvey Strawsnyder, Jr., P.E. Director of Public Works 9 North Loudoun St., 2nd Floor 703/665-5643 July 6, 1993 Mr. Keith Bun Greenway, Inc. 970 Baker Lane Winchester, Virginia 22603 RE: Southeastern Container Site Plan Dear Keith: We have completed our review of the site plan, revision date June 29, 1993, and offer the following comments: 1) Provide storm water calculations for the proposed RCP traversing under the proposed addition. This segment of storm drainage should be designed to accommodate the 100 year storm flows. 2) It appears that the proposed 30" RCP storm drain has been purposely extended beyond the proposed future expansion limits. This same design approach should also be applied to the 12 inch sanitary sewer which is more critical than the storm sewer. 3) The proposed design requires abandoning a portion of the 12" sanitary sewer within the proposed building area. In addition to removing one manhole within the building area, we recommend removal of the entire 12" line or grouting the line with concrete. Proposed foundations that cross this line should be extended to the undisturbed subgrade below the existing pipe or designated to span over the excavation. 4) Indicate disposition of 20' gas and telephone easements. 5) Provide typical cross section for the diversion channel located adjacent to the proposed 61wide berm. It appears that this channel will divert flows originating from the 2' x 3' stone box culvert. Verify that the proposed 2' high berm is adequate to divert these flows. Fax: 703/678-0682 - P.O. Box 601 - Winchester, Virginia - 22604 0 0 Mr. Keith Bun Page 2 July 6, 1993 6) Consider using a drop inlet (use existing DI-7 to be removed) at the upstream end of the new 15" RCP to avoid creating a five (5) foot deep hole. 7) Evaluate the impact of the revised site plan on the 100 year storm flows in the Sunnyside tributary. 8) Furnish a set of revised storm water calculations for this addition. I can be contacted at 665-5643 if you should have any questions regarding the above comments. Sincerely, Harvey Strawsnyder, Jr., P.E.
