Dear Mr. Jordan:
This letter regards the above referenced meeting. The purpose of that meeting was to determine
if a final occupancy permit could be granted for the proposed improvements, as well as to
discuss the potential for outdoor storage of raw materials and finished products.
The proposed improvements have been achieved for remodeling and the installation of the utility
building; therefore, I will be glad to sign -off on a final occupancy permit. This permit is issued
by the Department of Public Works. Please contact them at 665-5650 if you need any further
information.
The proposal to create staging areas for outdoor storage is appropriate provided that a revised
site plan is provided to Frederick County that shows all outdoor storage areas, the proposed
improvements to these area, and how the areas will be adequately screened from adjoining
properties. Enclosed is a section of the Frederick County Zoning Ordinance that describes this.
Please review this section and contact me if you would have any questions or concerns.
I enjoyed meeting with you to review your operational procedures and discuss your future

The Frederick County Planning Department administratively approved Site Plan # 025-93
of Mobile Chemical Company on August 12, 1993. The approved site plan calls for the
construction of a utility building, a pad to contain a rotary filter, an enclosed patio area, a
recycling building, additional unload docks, a screened trash dumpster area, a crusher run
perimeter access road, a rail spur, additional landscaping, and all appropriate erosion and
sedimentation control measures. Enclosed are two copies of the approved site plan for your
records. This will allow you to provide a copy for the job site and maintain a copy for your
records.

I have completed my review of the above referenced site plan. The
following items need to be addressed prior to final approval of
this site plan:
1) Please provide the name, address, and telephone number of the

Dear Chuck:
I have reviewed your evaluation of the existing culvert at the
entrance to the Mobil Oil Company site located off of Shawnee Drive.
Basically, this evaluation concluded that the culvert will not carry
the ten (10) year storm flows, but the associated flows will not
inundate Shawnee Drive.
Despite the fact that the entrance drive is periodically
inundated, you have indicated that these flows will not detrimentally
affect the traffic or the pavement. You have further indicated that
this culvert will be replaced prior to acceptance of the drive by the
Virginia Department of Transportation. Consequently, we will waive
our requirement for replacement of this culvert at this time.
Please provide this office with a copy of the road dedication
plan when it becomes available.

The site plan proposed for The Mobil Chemical Company
modification of the existing Henkle Harris warehouse indicates the
addition of a railroad spur and a perimeter access road. The
addition of these elements does not constitute the need for a
detailed stormwater evaluation. However, there is a need to evaluate
the effect of the proposed rechannelization on existing storm
drainage structures.
In particular, the capacity of the existing 12" X 18" CMP under
the entrance to Capital Lane could be adversely affected by the
rechannelization. It will be necessary to determine the storm flows
through the existing 36" CMP in order to effectively evaluate the
impact of the rechannelization on the smaller drainage structure.
Please submit calculations to justify the proposed
rechannelization efforts so that we can grant our final site plan
approval. Also, indicate any erosion and sediment control measures
required for the rechannelization.
