This letter is to confirm action taken by the Frederick County Board of Zoning Appeals at their
meeting of September 21, 1993.
Application #017-93, for Hilltop House, Inc., was approved for a variance from the normal
buffer requirements between B-2 (Business General) and RP (Residential Performance) zoned
properties. This variance is approved with the understanding that a six-foot high opaque fence
will be placed along the entire border with the RP property on the east side of the B-2 property.
This property is located on Berryville Pike (Route 7) approximately one mile east of Winchester,
in the Stonewall District, and is identified as PIN 55B-A-14.
If you have any questions regarding the approval of this variance, do not hesitate to call this

RE: Hilltop House Annex Site Plan Approval
Dear Mr. and Mrs. Smith:
The Frederick County Planning Department administratively approved Site Plan #023-93
of Hilltop House Annex on September 16, 1993. The approved site plan calls for the
conversion of existing offices into an institutional care facility, the resurfacing of an existing
parking area, the installation of a van accessible disabled parking space, a van accessible
parking sign, a concrete walkway, and a fire lane that will be twenty feet in width, and all
appropriate erosion and sedimentation control measures.
Hilltop House has filed for a variance to waive buffer and screening requirements along the
eastern property boundary. If this request is denied, Frederick County will require a revised
site plan that addresses these requirements.
I have enclosed two copies of the approved site plan. This will enable you to have a copy
for the job site and keep a copy for your files. Please contact this office to schedule an on -
site inspection once all improvements are complete.

plan provided that the applicant meets the filing deadline for the September meeting.
Your site plan needs to include a note stating that the applicant will supply a revised
site plan that provides for the required buffer should this variance application be
denied.
