RE: Home Paramount Pest Control Site Plan Review.
Dear Bruce:
I have concluded my preliminary review of the above referenced project. I have several
general comments and two (2) specific concerns regarding the proposed site plan. Please
address the following comments:
GENERAL COMMENTS:
1) Please provide your signature on the surveyor's seal.
2) Please provide the use of the adjoining properties.
3) Please revise the setbacks requirements (B-2 zoning does not require setbacks for the
side and rear yards).
4) Please provide the dimensions of the existing sign.
5) Please provide the location of any existing or proposed outdoor lighting fixture,
outdoor storage area, or outdoor trash receptacle.
6) Will the garage area serve as a vehicle and/or chemical storage area?
7) Please provide the name for Route 7 (Berryville Pike).
8) Please provide the location of utility and drainage easements.
9) Please revise the parking calculations to reflect those on the marked -up plan.
10) Please provide the location and type of required parking lot landscaping specified
under section 165-27E(11) of the Zoning Ordinance.
11) Please provide a cross section that depicts the required buffer and screening area.
It does not appear that the proposed landscaping provided, adjacent to the Linaburg
property, meets the requirements of the Zoning Ordinance. These requirements are
specified under section 165-37D(1)a and 165-37D(1)b of the Zoning Ordinance.

SPECIFIC CONCERNS:
1) Please indicate all areas on this site that are defined as steep slope (15% or greater).
It appears that the majority of the front portion of this site is in steep slope. This
figure needs to be determined to insure that the proposed development does not
exceed the maximum allowance of disturbance.
2) Section 165-37D(3) requires a B Category buffer for any proposed development in
the B-2 Zoning District that adjoins property zoned RA which is used primarily for
residential purposes. It appears that this scenario exists along the McKenzie
property. The applicant should be made aware of this requirement, as it has a
significant impact on the proposed site plan. I have discussed this situation with
Wayne Miller, Frederick County Zoning Administrator. Wayne and I are willing to
discuss this situation with you to determine the appropriate course of action.
Please revise your site plan to reflect the general comments and specific concerns specified
in this letter. You may contact me to schedule a meeting regarding item #2 under specific
concerns or if you have any questions regarding this letter.

RE: Revision To Approved Home Paramount Pest Control Site Plan
Dear Mr. Johnson:
The Frederick County Planning Department administratively approved a revision to Site Plan
#022-93 of Paramount Pest Control on February 28, 1994. The revision to this plan calls for
the utilization of an existing brick garage for storage and the expansion of the parking lot area
to serve this building. The Fire Marshal and the Building Official were made aware of this
revision and do not have any problems, provided that there is no change in use. All approved
improvements, listed in my December 2, 1993 letter still apply to this project.
I have provided you with two copies of the approved site plan. This will allow you to provide
the contractor with an on -site copy and keep a copy for your records. Please contact this office
to schedule an on -site inspection once all improvements are complete.

Dear Mr. Johnson:
The Frederick County Planning Department administratively approved revised Site Plan #
022-93 of Home Paramount Pest Control on November 29, 1993. The approved site plan
calls for the construction of a 1,500 square foot one story office building, a 1,020 square foot
one story garage, a paved parking area complete with curb and gutter, seven regular parking
spaces, one disabled parking space that complies with the requirements of the Americans
with Disabilities Act, a four foot concrete walkway, and perimeter parking lot landscaping,
a double row of white pine and red maple trees to serve as screening for the Linaburg and
McKenzie properties, and all appropriate erosion and sedimentation control measures.
Enclosed are two copies of the approved site plan for your records. This will allow you to
provide a copy for the job site and maintain a copy for your records.

construction and maintenance of one (1) commercial entrance and make related drainage
improvements at the referenced project.
Mr. Steve Melnikoff, our Permit & Subdivision Specialist in Frederick County, will be
handling the inspection of this project. To arrange for any necessary inspections, please
feel free to give Mr. Melnikoff a call at (703) 722-3460.
As we discussed recently, please let me know approximately two (2) weeks in advance of
construction within the Route 7 right-of-way so I can ensure we have the private entrance
culverts we are to supply in conjunction with the project in stock. Also, prior to
completion of the permit an executed and recorded copy of the needed drainage easement
across the front of the lot will need to be provided.

This letter is to confirm action taken by the Frederick County Board of Zoning Appeals at their
meeting of June 15, 1993.
Variance application #013-93 of Paramount Termite Control Co., Inc., was approved for the
distance buffers to be reduced to allow the new building to be within 15' of the east side of the
property and the driveway and parking area to be within the 25' inactive portion of the distance
buffer. Also approved was the reduction of the landscaped easement from 10' to 5' along the
eastern edge of the parking area and from 10' to 8' along the existing brick garage. The Board
also approved the elimination of the 6' high opaque fence requirement.
This property is located on the north side of Route 7 (Berryville Pike), in the Stonewall District,
and is identified as PIN 5513-A-4.

I have concluded my preliminary review of the above referenced project. I have several
general comments and two (2) specific concerns regarding the proposed site plan. Please
address the following comments:
GENERAL COMMENTS:

3) Please revise the setbacks requirements (B-2 zoning does not require setbacks for the
side and rear yards).
✓ 4) Please provide the dimensions of the existing sign.

outdoor storage area, or outdoor trash receptacle.
6) Will the garage area serve as a vehicle and/or chemical storage area?

It does not appear that the proposed landscaping provided, adjacent to the Linaburg
property, meets the requirements of the Zoning Ordinance. These requirements are

As requested we have reviewed the above referenced site plan dated January 29, 1993. Our
recommendations may be found on the enclosed plans marked in red and as follows:
1. The entrance width is to be increased to 40' from face of gutter pan to face of Rutter pan.
2. The existing private entrance serving the property is to be removed and the right-of-way
restored.
3. The entrance is not shown tieing into the edge of pavement.
4. The proposed elevation of the DI-7 drainage structure needs to be lowered and a
minimum 12" ditch provided east of the entrance.
5. Runoff from the entrance needs to be intercepted by storm sewer. One possibility would
be to set a drop inlet on each side of the entrance in advance of the radii and pipe the
drainage into the proposed DI-7 structure.
6. The pipe under the entrance should be reinforced concrete.
Please revise and resubmit four (4) copies for final approval. Should any changes be deemed
necessary, please design them to meet or exceed the above recommendations.

Dear Mr. Gast:
We have completed our review of the site plan submittal for the
Home Paramount Pest Control and offer the following comments:
1) Site plan:
The proposed site plan diverts site runoff from the new
entrance drive and parking area toward the southwestern
corner of the site. The site plan does not provide an
adequate discharge point for this runoff. To prevent sheet
flow and potential ice buildup on the adjacent driveway
entrance it is suggested that a drop inlet be added, or a
break be inserted in the proposed pipe to accommodate the
flows from the curb and gutter. If the latter is adopted,
a concrete flume will be required at the end of the curb.
2) Erosion and Sediment Control Plan:
a) Provide a legend describing the erosion and sediment
control symbols. Also, specify the stone size and
thickness to be used in the construction entrance. This
stone entrance should be placed below the proposed pavement
section.
b)
Provide a detail illustrating the installation of the silt
fence.
