Dear Mr. Moulton:
The Frederick County Planning Department administratively approved
Site Plan #013-93 of Triad Engineering, Inc. on July 8, 1993. The
approved site plan calls for the construction of a 9600 square foot
office building, an asphalt parking area consisting of 32 regular
parking spaces, two disabled parking spaces that will comply with
the Americans with Disabilities Act, curb and gutter, a six foot
wide pedestrian walkway, and perimeter parking lot landscaping, a
4800 square foot outdoor storage area and dumpster pad area that
will be enclosed by a six foot high board on board fence, a fire
hydrant assembly with a fire lane sign, the installation of a storm
water management facility, and all appropriate erosion and
sedimentation control measures.
Enclosed are two copies of the approved site plan. This will allow
you to keep a copy for your records and provide the contractor with
a copy for the job site.
Please contact this office to schedule an on -site inspection once
all improvements are complete. Please contact me if I may answer
any questions regarding this letter.

appears all of our earlier recommendations have been satisfactorily addressed. Please advise the
owner of our approval.
Once the entrance, maintenance, and drainage easement plat across No. 7 has been prepared and
recorded we would appreciate a copy of the instrument for our file.
Through copy of this letter to the subdivision developer we are advising if Aviation Drive is to
be eligible for addition to the Secondary Road System, then all entrance design and drainage
related features on Lot No. 8 must be constructed in accordance with these approved plans.

recommendations may be found on the enclosed plans marked in red and as follows:
1. The entrance width should be measured from the face to face of gutter pan as noted.
2. The half typical section of the entrance should be revised to provide a 14' offset from
the edge of pavement to face of curb.
3. The proposed 30'x80' maintenance/drainage easement on Lot No. 7 should include the
word "entrance" as well to cover the curb and gutter encroachment. If not, a letter will
need to be obtained from the owner of Lot No. 7 indicating no objections to the entrance
encroachment.
Once revised please resubmit four (4) copies for final approval. Should any changes be deemed

As requested we have reviewed the above referenced site plan dated December, 1992. Our recommendations may
be found on the enclosed plans marked in red and as follows.
1. The entrance width is to be increased to a minimum 40' to accommodate large drilling equipment.
2. A half typical section with the pavement design noted should be added to the plan.
3. Additional detail on how existinL, drainage is to be handled across the proposed entrance will be needed.
4. Standard GR-2 Guardrail with a Standard GR-7 End Terminal will be required across the front of the lot
from the end of the entrance to the Lot No. 7 property line. This installation will need to be made prior
to the addition of Aviation Drive into the State's Secondary Road System.
5. The existing side ditch is to be filled and/or regraded to drain toward the proposed storm water detention
basin.
6. A statement is to be added to the plan which absolves the Department of Transportation of any future
maintenance or liability responsibilities due to the existence of the storm water management facility.
Please revise and resubmit four (4) copies for final approval. Should any changes be deemed necessary please
design them to meet or exceed the above recommendations.

Dear Mr. Lewis:
The site plan prepared for Triad Engineering, Inc. incorporates
the use of an on site detention facility to satisfy the stormwater
management requirement. As I indicated during our recent
conversation, the approved master development plan for the Airport
Business Park proposed regional stormwater management rather than the
construction of detention facilities on individual lots.
We are willing to accept your proposed stormwater management
concept provided one of the following alternatives is adopted:
1) Revise the master development plan to reflect individual
stormwater management structures for each lot. This
alternative would require resubmittal and approval of the
revised master development plan.
2) Provide Frederick County with a written commitment from the
owner/developer indicating that they will design and
construct the regional stormwater management facilities at
the locations shown on the master plan prior to developing
any additional lots in the Airport Business Park.
Assuming that action is taken on one of the above alternatives,
we will approve the proposed stormwater management concept. To that
end, we offer the following comments related to the site plan and
related design calculations:
Computations•
1) Refer to page 3. The invert elevation indicated for the
emergency spillway grate should be 692.2 to correspond with
the design analysis.

2) Refer to Appendix (Area #1 Proposed Conditions). The
evaluation of drainage area #1 after development indicates
that only 38 percent of the 2.16 acres will be developed.
Of this total area, 0.8 acres of developed area is located
on property owned by Lantz Construction Company. The
drainage calculations do not include allowances for future
development on the Triad site when, in fact, local
ordinances allow 75 percent of the site to be developed.
If there are no plans for future development, then it will
not -be necessary to address this comment or alter the
drainage calculations. However, if future development is
planned on the Triad site, we suggest that the stormwater
management be implemented at this time rather than
attempting to modify the detention structure at a later
date.

management facility to comply with the proposed design
shown on sheet 3/3.
Sheet 2/3:
Under construction notes, indicate that the fill used to
construct the detention basin shall consist of

Please consider the following comments when reviewing this
Request for Master Development Plan:
The Developer should be familiar with and be required to
comply with the provisions of the Frederick County Airport Zoning
District (AP-1) and Airport Support Area (ASA) described in the
Frederick County Comprehensive Policy Plan. The developer should
also be familiar with the provisions and requirements of the
following codes:
Title 15.1 Code of Virginia, Section 489 (Purpose of Zoning
Ordinances) and Section 491.02 (Airport Safety Zoning).

Certain structures.);.

As Winchester Regional Airport expands services and
operations, noise associated with such expansion is very likely
to increase. The Airport Support Area established by the
Frederick County Comprehensive Policy Plan is designed to
discourage residential development in the vicinity of the airport
to preclude citizen concerns for noise created by aircraft
operating on, to and from Winchester Regional Airport.
If the developer is planning residential development
adjacent to the ASA or under a flight path used regularly by
aircraft outside of the ASA as they arrive or depart the Airport,
he should be either required or encouraged to insulate all
habitable structures for noise and be required to specifically
address, in the property Covenants and Easements, existing
airport related noise and the probability of increased noise as
airport operations expand.

SITE PLAN CHECKLIST
The site plan application is not complete if the required
information is not submitted. All required information must be
obtained prior to the submission of this application. If any part
of the required information is missing or not complete, the site
plan application will not be accepted by the planning department.
The applicant shall meet with the staff member in charge of site
plan review when the application is ready for submission to insure
that all required information is complete.
