REVIEW EVALUATIONS: Virginia Dept. of Transportation - No objections to rezoning. Sanitation Authority - No comment. City of Winchester - No comments. Frederick County Fire Marshal - Fire protection plans for this site will be made on site plans and/or construction drawings. Inspections Department - This request for rezoning shall comply to the required use group of the BOCA National Building Code, 1987. The use group will be determined at the time of plans review. Planning and Zoning - The following issues should be considered: Location: The site is located in the Urban Development Area designated by the Comprehensive Plan. The site is adjacent to existing business areas and planned residential areas. Site Suitability: The site contains substantial areas of steep slopes, along with the floodplain associated with Abrams Creek. The difficult terrain should not prohibit use for HE uses. Primary access to the site would be via a road that would follow Abrams Creek under a bridge on Interstate 81. Additional access to Route 50 will be via Route 794. Sewer and water mains are available to the site. Potential Impacts: The applicant has provided an impact statement and a generalized road access plan. The staff agrees with the statement that the rezoning will not result in increased traffic impacts, drainage impacts, environmental impacts, or public facility costs over those to be expected under RP zoning. Conclusions: The site would provide for a logical extension of the Shenandoah College facilities. No adverse impacts are anticipated. The purpose of this report is to generally analyze those factors that may have an impact on existing systems and the environment in the area surrounding the rezoning request. The report generally conforms with guidelines established by memorandum dated March 22, 1989 from the County Board of Supervisor's Chairman Kenneth Stiles. The proposed zoning of this site is HE, Higher Education District, which will permit structures to be erected or land to be used for an institution of higher education along with necessary utilities, parking and directional signs. Traffic Impacts: Attached is a concept plan showing improvements envisioned by the College on a portion of the site involved. Also attached is a vicinity map. Primary access to the site will be a roadway along Abrams Creek under I-81 bridge. Secondary access will be from Route 50 using Route 794 with connections to Route 1245 into the site. The predominate character of traffic generated by this facility would be passenger car traffic used by students and faculty and other service related traffic. Since the existing zoning is residential (RP) no additional impacts are projected on county roads due to this change in zoning. Draingage Facility Impacts: The average run off factor for facilities of higher learning is predicted to be in the range of 0.4 to 0.5. This is a similar range to that which would be predicted for use as RP zoned. No appreciable increase in stormwater peak discharge would result from higher education use of this site. Stormwater quality will be the same as that in a RP development zone. The channel for discharge of stormwater is the Abrams Creek watershed which has a significant capacity to handle increased discharge due to development of this nature. Stormwater management techniques should be used as appropriate to mitigate any temporary or long term impacts involved. i Sewage and Water Supply: Sewage and water supply lines bisect the property and are adequate to meet the needs of Higher Education zoning. Educational Costs: The proposed designated use of this property would become a part of the educational system and thus have a positive impact for the county. Parks and Recreational Costs: Students at Shenandoah College under contractual agreement have use of the adjacent city park facilities. Recreational facilities are also provided on the main college campus. Therefore no increase in recreational costs would be needed under HE zoning. Emergency Service Costs: Shenandoah College is located in very close proximity to Winchester Rescue Squad and within a short distance of several fire companies. No additional impacts will be derived by this rezoning. Solid Waste Costs: The refuse and trash service available to the institution is private in nature. Handling of all solid waste materials would be done by a private contractor as it is on the existing main campus. This will not result in an increase cost on government services or the environment. Environmental Impact: Rezoning will not result in the loss of any endangered or exotic species of founa or flora or animal life that are known at this time. In the event of construction,stream siltation would occur. However using proper management techniques this would be temporary and minimal in nature. In summary,rezoning to HE may have impact costs equal to the RP zoning but in most cases would have costs of a lesser nature.
