Box 601 - Winchester, Virginia - 22601 REZOPING REQUEST #006-89 Jasbo, Inc. 94.79 acres from A-2 (Agricultural General) to RP (Residential Performance) LOCATION: West of Virginia State Route 636, North of Virginia State Route 277 MAGISTERIAL DISTRICT: Opequon ADJACENT LAND USE AND ZONING: Residential, vacant, and agricultural land zoned A-2 (Agricultural General) and RP (Residential Performance) PROPOSED USE AND IMPROVEMENTS: Single and multi -family residences REVIEW EVALUATIONS: Transportation Department - No objection to rezoning. Adequate sight distance is obtainable at 50 foot right-of- way to property on Route 636 with some sloping of banks at that location. Any work to be performed on the State's right-of-way will be covered under a land use permit. Sanitation Authority - The Wrights Run interceptor (a 15 inch main) is more or less adjacent to the west. A 12 inch water line will be available on Route 277 by November 89. Frederick County Fire Marshall - Currently there is no water to this area, but will be soon. I will make fire protection comments on the site plan. Stephens City Fire Company - Shall comply with Chapter 10 of the Frederick County Code as a minimum. No water available at this time for fire protection. We have requested career personnel to supplement our day time help. If our request is denied, then fire protection during the day time may not be adequate. Inspections Department - Shall comply to Use Group "R" 0 10 Residential Section 309.0 of the BOCA National Building Code 1987. Planning and Zoning - The following issues should be considered: Location: The site is located in the Urban Development Area as designated by the Comprehensive Plan. Land currently zoned RP is adjacent to the east. Site Suitability: The site is relatively level. The Soil Conservation Service describes much of this site as having seasonally high water tables. Special methods for dealing with drainage may be needed on this site. Less than 25% of the site contains prime agricultural soils. The parcel currently only has frontage on Route 636. The site is more or less adjacent to the Wrights Run Sewer Interceptor. Some pumping of sewage would probably be required. Substantial extension of water mains from Route 277 would be required. Impacts: No adverse environmental impacts would be anticipated. If fully developed at an average of three units per acre, approximately 285 dwellings could be expected when development is complete. This could generate traffic amounting to over 3,000 average daily trip ends. The capacity of Route 636 is probably close to 4,000 average daily trips. Current traffic counts on Route 636 show less than 1,000 trips per day. This property is probably the only property in the Urban Development area of substantial size that uses only Route 636 for access. Technically, Route 636 can accomodate the traffic generated by the site. However, concern should be expressed for possible impacts on Route 636. Route 636 needs to be added to the six year secondary road improvement program. Also, additional access to Route 642 or Route 277 from another direction would be appropriate.
