Glaize & Bowman who own upstream lands. As we discussed a couple weeks ago, we only want to ensure that the drainage system constructed will actually carry the existing flow from the south of the site. We have two areas of concern. The first is the drainage easement and swale along the western boundary of the site. If and when the property south of Va. Route 706 is developed, a storm sewer may need to be installed through Creekside Village to Hoge Run. At our meeting you assured me that a 20 ft. drainage easement would be required along the western boundary of Creekside Village. A 20 ft. easement will be sufficient to allow installation of a storm sewer. The second concern is the sizing of the culverts immediately downstream of the 15" CMP under Va. Route 706. We believe the existing CMP is undersized for existing flows. We believe the drainage pipes on the Creekside Plans running from point Z thru points A, D and then to E should be sized to handle a ten year storm flow of 44 cfs. This flow is based on a drainage area of 47 Acres, a time of concentration of 22 min, and a C factor of .25. I have enclosed a 1"=1,000' scale map of the drainage area. The current design is based on a flow of 9.2 cfs. We feel this is inadequate to address the flow from the existing undeveloped area to the south, and would hamper possible development of the property. I see that Mr. Bernard also commented on what appears to be a problem with the flow from drainage area Z. \J Thank you for the opportunity to comment on the plans and drainage calculations. The 100 year storm headwater at the point of storm sewer discharge (structure E) was calculated to be at elevation 747.5 by Gilbert clifford and Associates. The headwater from the 10 year storm could be as much as 746.00. This could substantially affect the performance of the storm sewer system on this site. VDOT appears to have accepted the single entrance to Route 11 where originally indicated and with its offset intersection with the opposing Route 652. 2. Once again, right-of-way dedication along Route 706 should be dedicated for future improvements to the road. The plan does not indicate any dedication. VDOT requested a 5 foot minimum dedication. DRAINAGE 1. Even though this site is less that 1/100ths of the total drainage area to Hoge Creek at its location, the amount of the site paving and roof top coverage will increase the runoff to Hoge Creek enough that I feel stormwater management is advisable. 2. It is unclear how runoff is planned to drain at the entrance to Route 11. 3. The 100 year storm headwater at the point of storm sewer discharge (structure E) was calculated to be at elevation 747.5 by Gilbert Clifford and Associates. The headwater from the 10 year storm could be as much as 746.00. This could substantially affect the performance of the storm sewer system on this site.
