Re: Erosion and Sediment Control Study
Aero Center, Victory Lane Industrial Park
Date: April 20, 1990
Project Description -
This project involved is being developed by North Frederick Realty. This type of
construction is office/warehouse facilities. The project will also involve installation of
sewer, water and utilities. The total developed area is 10 ± acres.
Existing Site Conditions -
Prior to construction, the site was characterized by rolling terrain, lightly
wooded with some undergrowth, all typical of undeveloped areas in the upper Shenandoah
Valley. The site is in the Wiekert-Berks-Blairton Soil Association. This area is
characterized by gently sloping, shallow to moderately deep, somewhat poorly drained soils
that have a medium to fine textured subsoil; formed in material weathered from shale.
Adjacent Areas -
Most of the areas surrounding the development are industrial in nature. The
remainder is of vacant use. There is no RP land in the area. The Airport lies to the south of
the property.
it -
For purposes of design runoff conditions, antecedent moisture condition II
(normal consideration for the mid -Atlantic region) is assumed. The soil is considered to
have a moderate rate of water transmission, therefore, SCS Soil Class "C" is adopted. Soils
are for the most part of the Blairton 3C Series. A copy of the respective soil map is
enclosed.
Permanent Stabilization -
Seeding for permanent stabilization is specified in the V.E.S.C. Handbook. Any
area denuded in which work is not proceeding for a period of 30 days or more will be
stabilized by a temporary seeding in accordance with State guidelines and procedures. All
areas to be seeded will receive seed application by hydroseed methods immediately upon
obtaining grades.
Storm Water Management Consideration -
A copy of the site plan has been attached.
Drainage from two thirds of the site is carried by storm sewer to a detention pond
located in the northwest corner of the site. The pond limits the ten year runoff from the
•
0
west edge of the developed property to the two year predevelopment rate. The increase
runoff to the west is carried away by a proposed 27" RCP culvert under VA Rte. 728. We
proposed to replace the existing 18 RCP which is inadequate for the predevelopment
condition. A predevelopment C factor of .25 was used for all vacant tracts.
Maintenance -
AII soil erosion control structures shall be checked weekly by the contractor
during this construction period and after construction is completed until grass cover is
established. Sediment retained by these structures shall be continuously removed and placed
in an area of the site specified, damage to soil erosion control structures shall immediately
be repaired when identified by the contractor. The contractor shall cooperate with all agents
of the County, the Engineer and others who may identify needed facilities or work in order to
protect the environment within the subject of this report.

RE: Aerocenter Site Plan Review.
Dear Ron:
I have finished my preliminary review of the Aerocenter Site Plan.
The following comments need to be addressed in order to comply with
the requirements of the Frederick County Zoning Ordinance:
BOUNDARY ADJUSTMENT: The proposed site plan is located on two
different parcels. This will violate the
setback requirements of the M-1 District.
A boundary line adjustment will be
necessary to remedy this. The boundary
line adjustment will be handled
administratively and will not require
public hearings.
SETBACKS: The building representing DA-H is 73' from the right-
of-way, and needs to be 751.
PARKING: 1) All parking spaces need to be 180 square feet. The
majority of the parking spaces do not meet this
requirement.
2) The parking calculations for the warehouse areas are
not calculated correctly. The spaces need to be
calculated according to the ordinance requirements.
3) Five of the eight handicapped spaces are not 12' in
width.
4) Handicapped ramps need to be provided for all
handicapped spaces. I believe that it would be a better
design if the handicapped spaces were located on the same
side of the parking lot that includes sidewalks. This
would prevent handicapped persons from crossing the
parking aisle to reach the handicapped ramps.

5) There are
requirements.
no calculations for loading space
6) Directional arrows need to be provided to insure good
maneuverability. Good traffic flow on this site is
essential.
EASEMENTS: The site plan indicates that a grading easement is
required. Please provide me with the necessary
agreement to allow off -site grading.
CHECKLIST: I have included a checklist with this review sheet.
Any category that has "no" checked needs to be
provide on the site plan, or you may include a
narrative that specifies why that category is not
necessary. I will be happy to discuss any of the
items with you.
Please revise your site plan to address these issues. Once these
items, as well as all other review agency comments have been
addressed, I will recommend approval of this site plan.

Dear Ron:
This is to acknowledge receipt of your revised plans to the above referenced
project dated June 29, 1990. The resubmitted plans appear to be satisfactory
and are therefore approved. Please advise the developer accordingly.
Before any work is performed on the State's right-of-way the appropriate land
use permits must be applied for and issued to cover said work. These permits
are issued by this office and require an inspection fee and surety bond
coverage. In order to process said permits we will require two (2) additional
sets of the site plans.
As you know this project adjoins a proposed industrial access funded roadway
which could possibly be built by this Department within the next year.
Therefore, in an attempt to open a line of communications between all
concerned and to avoid any conflicts with either project, we request a meeting
be held on site prior to construction with the attendance of VDOT, yourself,
the owner, contractor and any other concerned parties. We feel such a meeting
would be beneficial to all and look forward to hearing from you in this
regard.
As always should you have any questions, please do not hesitate to call.

Dear Tom:
As per our telephone conversation of June 20, 1990 enclosed you will find the
above referenced site plan dated June 11, 1990. As you can see from
recommendations marked in red the existing 15" R.C.P. culvert under Route 728
should be considered in your drainage design. It appears the location of this
culvert would be more desirable than the existing 18" culvert further to the
east. We would suggest field elevations be secured and your system be
re -designed if possible. In light of this we would also recommend any
drainage within the proposed industrial access right-of-way be kept in same.
Should you have any questions or would like to review the site, please do not

ARCHITECTS
SCIENTISTS Dear Mr. Tierney:
We have reviewed the above -referenced site plan as
submitted and offer the following comments:
GENERAL
Additional spot elevations at corners of buildings and
in critical areas where contour lines do not exist
would be helpful in the review process and during
construction of the site to ensure proper drainage.
ACCESS ISSUES
1. There appears to be an access road along the
Eastern boundary. It is not clear whether this is
a private easement or public road. The southern
entrance onto this access road is very close to
the intersection with Rt. 728. If the access road
is to receive much traffic, there may be conflicts
here.
DRAINAGE
1. The drainage computations, drainage divide map and
stormwater detention pond design have been
provided.
2. It is unlikely that the time of concentration (Tc)
for drainage to the on -site storm sewer structures
will be 15 minutes. On industrial sites, a 5
minute is more realistic.
3. After review of the flows calculated to the storm
structures and pipes, the capacities are very
close to the predicted 10-year calculated flows
based on the 15 minute Tc.
4. T* same will hold true for the stormwater
management pond.

ARCHITECTS
SCIENTISTS Dear Evan,
At the request of the design engineer, Chuck Maddox of
Gilbert Clifford and Associates, I re-evaluated our
concerns with the drainage calculations for the above
referenced project. He and I have different points of view
on drainage design regarding times of concentration in
which we both are standing firm..However, in the interest
of compromise so that the project can move forward, I have
agreed to look at the basic assumptions made by Mr. Maddox
and to limit my concerns to those areas where these assum-
ptions could have a negative impact on public safety or
adjacent property owners.
VDOT has accepted the drainage inlet design for Structure
1 on Route 728. It is my opinion that the spread of 12
feet into the road is too much as it was computed.
However, if VDOT accepts the spread then I will pull back
from my position.
The existing culvert under Route 728 is proposed to be
enlarged from 18" to 27" which will give it adequate capa-
city to convey drainage under the road.
The other storm drainage facilities are on site. If
spreads are larger in the parking lots it will not create
a hazardous situation, only temporary inconvenience with
ponding water during rainfall events. Therefore, for an
industrial application this need not be a major concern to
the County.
Based on the above, even though Mr. Maddox and I have some
professional differences of opinion regarding the
selection and use of time of concentrations, I do not feel
we need to further delay the project.

• Winchester Regional Airport Comments: A technical review was conducted
for the Airport Authority by Delta Associates, P.E., Inc., Richmond, VA,
based on scaled distances rather than exact measurements between proposed
buildings and the runway center line. Although it is believed that the
proposed structures shown on the site plan dated June 1990 may not
penetrate airport protected airspace (transition area), the Authority
strongly suggests that approval of the site plan and any further plans and
construction be made on the condition that the developer shall.provi_de
obstruction lights on any and all stru ltures which penetrate the FAR Part 77
surfaces upon completion of a preci e urvey prior to construction.

The developer shall comply with the provisions of the Frederick
County Airport Zoning District (AP-1) and the following Codes of
Virginia:
Title 15.1 Code of Virginia, Section 481 (Purpose of Zoning
Ordinances) and Section 491.02 (Airport Safety Zoning) .
Title 5.1- 25.1 Code of Virginia (Permits Required for Erection
of Certain Structures.)
Engineers, ar kitects, contractors and developers must be aware.
that as, Winchester Regional Airport Expands services and
operations, noise associated with such expansion may increase.
Although, zoning may soon be suggested s{nsideration should
be given to insulating new and existingn4t.Ybuctures located within
one half (1/2Y milt' of :the end:ofAhVai'rport..runway and 1,004
feet either siAe%of an imaginary extended center line of the'
air -port runway.
SUGGESTIONS:
New Construct toon
For new sound --insulated construction, design considerations often •
include: using brick or concrete masonry walls, staggering
studs, insulation and fiberboard under interior and exterior
finish materials; installing attic space insulation; properly
baffling vents; avoiding single joint roof construction where
interior and exterior materials are attached to the same rafters;
avoiding exposed rafter ceilings; mortar should be free of pin
holes and all joints should be well sealed.
Existing Construction
For rehabilitation of.existing buildings, soundproofing
modifications includes replacement of existing windows with
windows of greater sound transmission coefficient (STC) rating,
or adding a second layer of glass; upgrading doors and seals;
acoustic baffling of vents; adding insulation to walls and attic
spaces; ,adding another layer of wall material to existing walls,
in effect creating a two -panel wall; eliminating windows and
Filling the space to match exterior walls.

Re: AeroCenter
Per our conversation yesterday, I have revised the plans to include the
required landscaping not to specify that all parking spaces will be marked. You
had commented on the number of spaces in the row of parking facing Va. Rt. 728.
The number there is 35. We have revised the plan for clarification.
I have included copies of the approvals which you required. The revised
boundary line adjustment plat is also included.
The grading easement plat is included. By copy of this letter I am
forwarding the plat to Mr. Mike Bryan so that the easement can be obtained. I
believe that all of the county's concerns have been addressed and once the
easement is obtained the plan can be approved.
If there are any questions please call.

Re: Aerocentre
I am enclosing two sets of the Aerocentre site plan. We have revised the
grading on the south side. Previously, a grading easement was required. We
have designed a retaining wall for this area.
I believe the only obstacle to approval was the easement requirement. The
easement is no longer required. If there is going to be any other reasons not to
approve, please let me know.

Re: Aerocenter
Dear Evan,
Last week I sent over plans which deleted the need for an easement for
grading from the airport on the south side of the site. From our previous
conversation, you had indicated that was the only issue to be resolved. Is there
another problem.
I look forward to hearing from you.
