This is to acknowledge receipt of your revised site plans dated
August 29, 1990 to the above referenced project. The resubmitted plans appear
to be satisfactory and are therefore approved. Please advise the developer
accordingly.
Before any work is performed on the State's right-of-way please advise the
developer he will need to apply to this office for issuance of the necessary
permits to cover said work. These permits will require an inspection fee and
surety bond coverage. I will also require a copy of the recorded drainage
easement for my files.

This is to acknowledge receipt of your letter dated July 26, 1990 regarding
your request to construct a temporary construction entrance at the above
referenced location. As requested you are hereby given permission to
construct the temporary entrance. This letter is to be considered your permit
to do so.
The following are to be a part of this permit agreement:
1. while working on the State's right-of-way it will be
necessary to use "Men Working" signs which must be erected
prior to starting work and removed daily.
2. Traffic control will be in strict accordance with the
attached.
3. Positive drainage is to be maintained within the
right-of-way at all times.
4. All work on the State's right-of-way is to be confined to
the temporary entrance location only.
5. A minimum of 8" of coarse aggregate by 40' in width will
be required to be placed from the edge of pavement and
extended back onto private property far enough to prevent
carrying of mud onto the roadway.
6. Any damages to the pavement structure of Route 1200
adjacent to this entrance will be corrected by your firm to
the satisfaction of the Virginia Department of
Transportation.
7. Any disturbed turf on the State's right-of-way will be
topsoiled and reseeded.

8. The Department of Transportation will not be held liable
for suit should such result from this operation.
9. This temporary construction entrance permit is being issued
for 60 days. It should be understood a land use permit
application will be submitted for the proposed commercial
entrance to this office for review and approval within the
sixty (60) day period. This permit will require an
inspection fee and surety bond coverage in the amount of
$5,000.00.
If these requirements are not followed then this temporary construction
entrance permit will be revoked.
For your information this Department has not approved the site plan for this
project.

RE: A's Copier Site Plan Review.
Dear Tom:
I have finished my review of the A's Copier Site Plan. The
following issues need to be addressed prior to final site plan
approval:
1) The parking space dimensions need to be altered to provide for
the required 180 square foot minimum.
2) VDOT approval is still required.
3) Engineer comments from Donohue need to be addressed.
Once these issues have been addressed, I can recommend approval of
this site plan. Please resubmit four (4) copies of the revised
plan for review and approval. If the footer foundation plans
receive final approval, I will allow that phase of construction to
occur.

August 29, 1990 to the above referenced project. The resubmitted plans appear
to be satisfactory and are therefore approved. Please advise the developer
accordingly.
Before any work is performed on the State's right-of-way please advise the
developer he will need to apply to this office for issuance of the necessary
permits to cover said work. These permits will require an inspection fee and
surety bond coverage. I will also require a copy of the recorded drainage
easement for my files.

Dear Mr. Miller,
We have reviewed the above referenced plan and offer the
following comments:
EROSION AND SEDIMENTATION CONTROL
1. A temporary construction entrance to the site is
required.
2. A complete erosion and sedimentation control narrative
describing construction phasing, soil stability,
maintenance, final removal of measures and final
stabilization will have to be included in the notes.
3. I do not agree with the pre -developed C of 0.35 and
therefore do not feel that the runoff increase will only
bee 1.54 C.FS for the post development. Also, in my opinion
the pre -developed Tc will be higher than 5 minutes. This
site drains to the Abraan's watershed and I feel that
stormwater management is advisable.
4. It appears that some additional protection will be
required at the end of the ditch line where the check dam
is proposed to ensure that erosion does not by-pass check
dam. A diversion dike instead of silt fencing is advised.
5. Straw bales are not recommended in the conveyance
channel to the east of the site. I recommend check dams
with silt traps in these areas.
6. Inlet protection is recommended at the inlet to the 24
inch culvert.

7. Although this is not a comment pertaining to the
erosion protection. I would recommend the Engineer enhance
the drainage swale around the western building corner.
These comments need to be addressed before I can recommend
approval for an Early Grading Permit.
