As requested we have reviewed the above referenced site plan dated
February, 1990. Our recommendations may be found on the attached plans marked
in red and as follows:
1. The entrances are to be constructed with 12' offset from the edge of
pavement to the face of gutter pan as noted.
2. The proposed entrance on Tyson Drive (future extension) should be shifted
to the east as noted.
3. An end section should be used on the existing 18" R.C.P. under McGhee Road
in lieu of the proposed headwall.
4. The typical entrance and Tyson Drive Extended cross sections should be
revised as noted.
Please revise and resubmit four (4) copies for final approval. Should any
changes be deemed necessary please design them to meet or exceed the above
recommendations.

Re: Erosion and Sediment Control Study
Toan Site Plan, Stonewall Industrial Park
Date: 2/14/90
Project Description -
This project involved is being developed by Toan and Associates. The type of
construction is office/warehouse facilities. The project will also involve installation of
sewer, water and utilities. The total developed area is 13.8 acres.
Existing Site Conditions -
Prior to construction, the site was characterized by rolling terrain, lightly
wooded with some undergrowth, all typical of undeveloped areas in the upper Shenandoah
Valley. The site is in the Frederick-Poplimento-Oaklet Soil Association. This area is
characterized by gently sloping, very deep, well drained soils that have a fine textured
subsoil; formed in material weathered from limestone.
Adjacent Areas -
Most of the areas surrounding the development are industrial in nature. The
remainder is of agricultural use. There is a detention pond designed just to the north of this
tract that is designed to store the increase two year runoff from this site.

For purposes of design runoff conditions, antecedent moisture condition II
(normal consideration for the mid -Atlantic region) is assumed. The soil is considered to
have a moderate rate of water transmission, therefore, SCS Soil Class "B" is adopted. Soils
are for the most part of the Swimley 39B Series. A copy of the respective soil map is
enclosed.
Permanent Stabilization -
Seeding for permanent stabilization is specified in the V.E.S.C. Handbook. Any
area denuded in which work is not proceeding for a period of 30 days or more will be
stabilized by a temporary seeding in accordance with State guidelines and procedures. All
areas to be seeded will receive seed application by hydroseed methods immediately upon
obtaining grades.
Storm Water Management Consideration -
A copy of the site plan has been attached. �--- —�--
Drainage from two thirds of the site is carried by storm sewer to the detention pond
mentioned earlier. This pond was designed for runoff from a developed site. Drainage �om a
small portion of the site will be carried away to the north along the west side of Tyson Drive
(future). the net flow to properties to the north during the two year storm will not exceed
that experienced during the predevelopment two year storm. A predevelopment C factor of
.3 was used. A post development C factor of .7 was used for the post development 39 acre
area which drains to the pond. The detention pond calculations and storm water plan for the
Stonewall Industrial Park McGhee Road extension have been approved by VDOT and are
attached.

AII soil erosion control structures shall be checked weekly by the contractor
during this construction period and after construction is completed until grass cover is
established. Sediment retained by these structures shall be continuously removed and placed
in an area of the site specified, damage to soil erosion control structures shall immediately
be repaired when identified by the contractor. The contractor shall cooperate with all agents
of the County, the Engineer and others who may identify needed facilities or work in order to
protect the environment within the subject of this report.

We have completed our second review of the
information provided regarding the above referenced
site plan as submitted by Creenway Engineering. only
items submitted were the overall drainage area map and
some ditch line calculations for some of the off site
ditohes.
A. Erosion and Sedimentation control
1) None of the oomments recommended in the first
review was addressed. These include:
A complete E&S control narrative describing
construction phasing, soil stability,
maintenance, final removal of measures and
final stabilization. (lief. the E&S Handbook)
Perimeter protection such as silt fencing,
and silt trap in the ditch south of the
existing metal building.
B. Stormwater Management
1) They are not proposing on site stormwater
management for this project. The site is not
covered by a local stormwater management facility
and is therefore going to ultimately increase
runoff to the receiving streams. Their
calculations indicate an adequate channel dawn
stream from the side; however 7 feel tKat-on sib
stormwater manag-e-m-e-n-t is warranted.
C . Traffic and Site Paving
The two comments recommended were not addressed.

Chapter 1, Article 6.1 of the Code of Virginia and local code
laws.
