Box 601 Winchester, VA 22601 Re: Grace Brethren Site Plan No. 17555.090 Dear Mr. Wyatt, Several days ago I received a copy of Donohue Engineers' letter to you relative to final approval of the above referenced project. I assume that this was intended to remind me to make the revisions which they pro- posed pertaining to the stormwater drainage. At about the same time I received the stormwater plan from t1r. Ebert. I have been authorized to proceed with the construction drawings for the proposed building and I have been developinq them for the past two months. Upon receipt of the stormmwater plan I have now revised the drainage elevations to facilitate the flow of water and added the reten- tion pond as Mr. Ebert has shown it. In summary these are the revisions made in the spot elevation grades. The main floor level of the building has been raised 1 ft.; the catch basin inlet has been lowered 2 ft.; the swale which is in the center of the row of parking directly west of the building is the low point of the parking area and this swale slopes about 4 ft. in approximately 190 ft. The parking and drives on either side slope to this swale. This is a slope of over ;" per foot which on a paved surface should be adequate. As far as the drainage from VA Route 656 there is a high point at the center of the entrance drive which will separate the flow so that any water generated in the State road will continue down the riqht of way ditch the same as at the present time. Water on site will flow in a southeasterly direction to the catch basins and be piped via the 18 " storm sewer down to the detention pond. I understood that Mr. Ebert had already provided the required stormwater design and that he had submitted it directly), to you. Is this true? Are you requiring that a complete qradinq plan be prepared with construction spot elevations to be prepared by me? I am continuing to develop the construction drawings but it will be about the first of next year or later before these will be finished and for review. Box 601 Winchester, VA 22601 it Re: Grace Brethren Church ENGINEERS 17555.090 ARCHITECTS SCIENTISTS Dear Evan: I have received a submission from Allen Ebert regarding Items B5, B6, B7, and C of my review letter dated June 27, 1990. In response to his comments on the aforementioned letter and to the comments I made in my review letter of July 30, 1990, I have the following suggestions: A. GRADING AND DRAINAGE: 1. I understand that Mr. Hall of Ralph Hall Architects will be addressing the primary grading issues of my previous letters. This still needs to be done, particularly in relation to the grading to take place in front of the Church building. B. STORMWATER MANAGEMENT POND: 1. I have not yet been able to determine the proposed method for constructing the "pond" structure. From the information, it appears to be a structure that would be made out of concrete, particularly in the configuration of the dam structure. There is no way a weir as shown in the calculations can be built in an earthen structure. Also, the sideslopes for the exterior face of the dam and interior walls of the "pond" are too steep to be stable. I recommend a maximum of 3 to 1 on the face of the dam. I will not recommend approval of a weir or emergency spillway down the face of a dam unless it is concrete, grouted rip -rap or some other stable material. It appears to me that for the pond, natural contouring could be used more easily with just the addition of a dam structure (earthen) with appropriate sideslopes and the spillway in a cut area around the outside of the filled dam section. 2. I do not have any problem with the indicated sizing of the "pond" volume or primary discharge calculations. However, I feel that the emergency spillway, which will have to be designed based on the flow volume and velocities to be stable, will need to be sized to carry ■ 11240 Wples Alill Ruud Fvirfu. A drainage area map was not provided with the calculations so I cannot evaluate the total runoff volume through this facility. In referencing the USGS Map, it appears that the drainage area is small but it looks larger than the area of this site. The spill will have to be able to safely pass the runoff from the 100-year storm without overtopping the dam unless it is concrete and designed to handle the overflow. 3. It again is not clear to me how a contractor is going to build the pond. Unless the design calculation package is made a part of the construction plan and profiles, there are no details, profiles, typical sections, materials specified, etc. with which to build this. After construction, this facility would most likely not resemble what the plan intends. Again, it would be easier to use the natural contour as shown with an appropriate dam design to accomplish the intended goal. I do not feel that the additional weir is necessary. There is no need to reach exactly the pre -developed flow discharge. If the discharge rate is less than allowed and as a result more volume is stored, the facility will be of added benefit. Adequate volume appears to be available in the natural grades. C. EROSION AND SEDIMENTATION: 1. Provided the off -site drainage is not too great, I do not have a major problem with the proposed E&S plan using silt fences. If flows are too great, silt traps and diversion berms may be required in lieu of silt fences. In closing, it would be more productive if Mr. Ebert and Mr. Hall would coordinate their submissions so that it comes as a complete package. It is difficult to review the individual items when the plans are so interrelated. The above items still need to be addressed before I can recommend final approval. If either party has questions or does not understand my comments, I am more than willing to meet with them and discuss my concerns in detail. Dear Mr. & Mrs. Barham: This letter regards the proposed site development for Grace Brethren Church. The review of this project was begun in April, 1990 and has progressed steadily since then. I have worked closely with Mr. Ernie Smith, and Mr. Ralph Hall throughout the review process, and feel comfortable with the progress of this plan to date. Mr. Smith informed me that the approval of this site plan is necessary in order for the church to finalize the purchase of this property. I informed Mr. Smith at our last meeting that I would send you a letter regarding this matter. All aspects of the site plan have been resolved with the exception of an engineer review pertaining to grading and drainage. Mr. Hall has been working with our engineer to resolve this matter which should be complete within the next week to two weeks. This site plan will be approved within the above mentioned time frame; therefore, I would recommend that the details of land acquisition be worked out now. This letter reflects the County's position for the approval of this project. I hope this letter is beneficial to both you and the members of the church. We have reviewed the letter and revised site plan as submitted and offer the following comments: ACCESS TO THE SITE Most of the previous comments have been responded to. It sounds as if the Engineer has satisfied VDOT regarding the sight distance issue. I do not have any verification at this time so I can't make a personal recommendation but will have to rely on VDOT's judgement. Regarding Mr. Hall's response number 3-A about the future widening, I will rely on your judgement. The road will need to be widened in the future and adequate right-of-way will be needed. GRADING Although some of my comments were addressed regarding the proposed grading of the lot, stormwater management revisions and grading details by Allen Ebert must be incorporated before I can recommend approval on this issue. A drainage area map will need to be provided. I still am not clear on the drainage in front of the Church. According to Mr. Hall's response, drainage is intended to flow to the south toward the proposed inlet. The plans do not reflect this by spot elevation or contour. Since these plans are to be the blueprint for construction, I recommend they indicate the way the contractor is to grade the site in order to make the drainage work as intended. rr, ■ 11240 Waples Mill Road Fairfax, Virginia 22030 703.385.3566 Telefax 703.385.8319 i D o 6 ENGINEERS ARCHITECTS SCIENTISTS The 660 contour line down the center of the parking lot indicates a flat grade which will not allow for water flow. This still needs to be resolved. DRAINAGE We reviewed drainage and stormwater management cal- culations and plans from Al Ebert July 20th. Our review continued with the following: Our initial comments regarding the pond design details still hold. Enough detailed information will have to be shown on the grading and drainage plan such as: - Inverts and length of the 8 inch culvert pipe - Type of pipe used - Design calculation of the discharge structure or pipe - Details of the pond shaping to be built by the cont- ractor The stage discharge elevation- discharge table or curve is not attached to the calculation to help check the routing table. Since an 8 inch culvert pipe is proposed we assume it to be a C.M.P. pipe. BPR culvert numagraphs for pipe design pipe is not included in the VDOT Design Manual for 8 inch pipe, therefore, another method is required. We do not agree with the use of the orifice formula (Q = Ca 2gh) since it does not take into consideration any friction losses through the pipe and headwater elevation is referenced from the centroid of the pipe. At the lower water elevations, the entrance would work under the Wier Formula. For this reason we have attached a SCS Pipe flow chart (Table 1.269a of Section 1.26 Virginia Erosion & Sedimentation Control Handbook) to be used to determine the outflow discharges. Kindly re -write the 2 year and 10 year storm to determine the allowable depth of storage. A drainage divide plan needs to be provided and the cal- culations of the on -site drainage divide shown to clarify how the 10 year discharges for each structure were cal- culated. EROSION AND SEDIMENTATION CONTROL The E & S control plan clearly including a narrative and sequence of installation, maintenance and removal of erosion control measures will be provided and reviewed. Bernard, PE, Project Manager Re: Grace Brethren Church, Site Plan # 17555.090 Dear Sir: I have received the letter which you sent me a copy of your letter to Mr. Evan Wyatt, Planner for Frederick County, regarding the above refer- ence project. I offer the following comments and explanations: A. Access To Site 1. This has been worked out with VA DOT and the site distances shown are those specified by VA DOT who did check the site and determine that with the 35 mph speed limit which has been set and posted is approved. The existing contours are those shown by the surveyor on the topographical survey furnished to me. 2. The parking lot has been increased to meet the recently adopted ordinance requiring a ratio of 1/3 for the required parking. 3. The Owners have informed me that the future right-of-way widening has already been planned by the County and that the widening is planned to occur along the west side of Rt. 656 and that none is planned along the side next to the church property but that the right-of-way shown is to be the future R/W line. I was unable to personally check this item. B. Drainage and Grading 1. The southern parking lot has been enlarged to provide the new required amount of 1/3 and the contours changed so that it is more uniformly graded and not as steep. Slopes vary from 1/12 to most of them are 1/15 to 1/20 which are rather gentle slopes consider - the slopes of the surrounding area and should be satisfactory. 2. The northern parking lot naturally slopes toward the Church building so the plan is developed to utilize the natural contours as much as possible. The low -point is a swale at elevation 660 and is planned to drain south ta_a catch basin in the island where the.,two drives intersect. The building floor plan is at 662 so that the drive drains to the midpoint of the double (front to front) parking area and then south to the catch basin. The intent is for all of drainage from the drive and parking area west of the building to be drained to this catch basin and piped beyond the paved areas and discharge to the detention pond. Continued, Drainage north of the parking and drive and north of the building will be allowed to follow the existing natural course down over the hillside to the existing ravines. The sidewalk next to the building will form a curb however, the drainage is to be directed away from this passenger discharge area to the 660 swale to the west. 3. I have revised the contours at the North of the parking lot and;added the 658 contour which was inadvertantly omitted. 4. I want to wait until the drainage plan for the stormwater design is completed before putting final spot elevations. This site plan was originally started and intended to be a conceptual plan but as the approval stage has progressed more and more items have been requested until it is becoming the construction drawings. The building plans are still in the conceptual stage and may necessitate some final revisions in spot elevations so please allow me to add these later. Items 5, 6, and 7, as well as C,.the Erosion and Sediment Control plan are being prepared by Pair. Allen Ebert, P.L.S. I trust this will care for the items that I plan to furnish. Wyatt, Planner I Re: Site Plan Review for Grace Brethren Church, Winchester, VA Dear Mr. Wyatt: I have revised the site plan for the above referenced project to increase the required parking to comply with the new requirements adopted by the February 14, 1990 revision to the local ordinance as indicated in your letter to me dated June 26, 1990. The latest revised floor plans, which are just in the schematic stage, ok provide for 525 seats including the balcony. This seating would require total parking of 175 spaces so this is what I have used. Also I have used 7 handicapped parking spaces which should meet the requirements. Cacc' J- The stormwater drainage design and the erosion an4 sediment control plans are being developed by a local engineering firm which should be ready for review soon. I suggest that the temporary construction en- trance be included on these same plans. I have received the letter from the Fire Marshall relative to the matter of whether or not the church would be required to be sprinkled. Earlier when I discussed it with his office they indicated that it may not be re- quired. I plan to be in Winchester sometime in July and plan to make an appointment to discuss this item with those concerned when I am there. It may be possible to divide the building with proper fire walls to meet the requirements. When this item is determined then we can determine whether to provide the additional hydrant or the firelane as you noted. The building plans for construction have not been developed as yet and are still in the schematic stage. We need to receive approval for the site plan subject to revisions as above in order for the church to fin- alize the purchase of this property so we are anxious to accomplish the items to be able to do this as soon as possible. There are several items I feel need to be clarified prior to my recommendation for approval. My comments are as follows: A. Access To Site 1. It appears that they have provided the information as requested by VDOT to satisfy them of sight distance requirements. This information was not provided to me and therefore I am unable to verify vertical sight distance from the south-west where there is an apparent "high point" based on the plan at approximately 150 feet south of the entrance. The site plan as shown is at a key location with the intersection to Route 7. Future lane widening and possible turn lanes will be needed. I would suggest that the site plan allow for additional right-of-way dedication along its frontage of Rt. 656. I would recommend a minimum allowance of 30 feet from centerline. B. The contour ties at the North end of the parking lot need to be revised. The 658 contour has been omitted. 4. Additional spot elevations are needed to make it more clear as to how the designer intends drainage to flow. The pond as indicated on the plan does not have enough detail or information to review or build. The following will be needed as a minimum: a) Grading showing both existing and proposed contours b) Pond dam section and profile c) Designed discharge details and profile d) Design calculation of the discharge structure or pipe 66 The calculations for the pond are not based on real pond conditions.
