We have no overall objection to the shifting of the northern most entrance on Route 641. However, the standard CG-6 curb and gutter should be extended to the property line as noted on the enclosed plan sheet. In order to do so, the existing substandard entrance which serves both your client's and the adjoining V.F.W. property will need to be removed and the right-of-way restored. To accomplish this a letter of permission will need to be obtained by your client from the V.F.W. Please revise the plans in accordance with the above recommendations and resubmit along with the letter of permission for final approval. This permit is issued by this office and will require an inspection fee and surety bond coverage. Please remind the owner a joint use agreement will be required with the adjoining property owner for the northern most entrance on Route 641. This agreement will be required prior to the land use permit being issued. I am enclosing an example of such an agreement for his use. 3. A land use permit will also be required for the proposed 6" waterline tap. Application of this permit will need to be coordinated with the Frederick County Sanitation Authority. In order to process and issue said permit we will require four (4) additional sets of the plans. Extreme care is to be taken while making this tap so not to disturb the existing traffic signal loops within the Route 641 pavement. 0 Mr. David M. Although the proposed pavement design is acceptable an alternate design of 7" Type B-3 Bituminous Concrete and 2" of S-5 Bituminous Concrete may be used. The owner may find this design less costly as well as more convenient to install. Therefore, providing for less distribution to his business. 2. It appears there will be a need for some traffic signal modifications in order to upgrade these entrances. Our recommendations may be found on the attached black and white print and as follows:, 1. Standard CG-6 Curb and Gutter will be required along your property frontage with a minimum 8' offset from the edge of existing pavement to the face of gutter pan. 2. A minimum 35' radius will be required at the intersection of Routes 277 and 641. 3. The existing 60' entrance at the intersection of Routes 277 and 641 is to be relocated back onto Route 641 as noted. 4. A joint use agreement will be required with the adjoining property owner for the northern most entrance on Route 641. 5. A pavement design of 8" of C.R. Type 21-B, 3" of Type B-3 Bituminous Concrete and 2" Type S-5 or S-10 Bituminous Concrete will be required for the pavement widening on both Routes 277 and 641. 6. Standard CG-2 Curbing will be required along the property line as noted. 7. A profile section of the proposed improvements from the center line of the existing roadways to the right-of-way line will be required. 8. The enclosed specifications are to be incorporated into the site plan. Please revise and resubmit four (4) copies along with a drainage design and computations for further review. Should any changes be deemed necessary, please design them to meet or exceed the above recommendations.
