Dear Courtney: This letter regards my preliminary review of the Winchester Harley-Davidson site plan. This is an addition to site plan #016-77 that was approved on June 22, 1977. The overall concept of this plan is fine; however, there are some minor revisions that need to be made in order to receive final site plan approval. I offer the following comments: 1) Certificate of surveyor, engineer, or architect needs to be shown on the plan. 2) The proposed and existing use of each building needs to be specified on the plan. 3) The height of all buildings needs to be shown. 4) The dimensions of the existing sign should be shown so that we have it on record. Furthermore, if any new signs are anticipated, please indicate this on the plan. 5) The location of outdoor fixtures should be shown (if any are proposed). 6) The location and nature of outdoor storage areas should be shown (if any are proposed). 7) The location of outdoor trash receptacles should be shown (if any are proposed). 8) The parking calculations need to reflect the square footage on site (i.e. your calculations add up to 6000 square feet, but the total square feet for the structure is 9125 square feet). 9) The dimensions shown for the handicap space does not meet the ordinance requirement of 12 feet minimum width. If the developer is planning residential development adjacent to the ASA or under a flight path used regularly by aircraft outside of the ASA as they arrive or depart the Airport, he should be either required or encouraged to insulate all habitable structures for noise and be required to specifically address, in the property Covenants and Easements, existing airport related noise and the probfibility of increased noise as airport operations expand. Kiracofe Fire Marshal In reviewing the site plan for the addition to Winchester Harley Davidson, the nearest hydrant shown is 170' from the structure. Unfortunately, the fire dept. would never be allowed to close all six lanes of U.S. 50 to utilize this hydrant. The nearest hydrant available for use would be Delco Plaza or Big Lots, both of which would rewire a considerable hose lay and pumper relay. No existing water mains are shown on the site plan. I'm assuming there are no mains capable of supporting a hydrant on the south side of Rt. 50. If that assumption is correct, it would be too cost prohibitive to ask the applicant to provide a hydrant to the site. If there is an available main fronting the property, then a hydrant will be required on site. All other aspects of the site plan are fine.
