The Frederick County Planning Department administratively approved Site Plan #009-92
of Greenwood Baptist Church on August 25, 1992. This plan calls for the construction of
a 6120 square foot addition to be used as a conference room, 21 additional parking spaces
with a 6 inch base and prime and double seal, a stormwater management area, 3 paved
handicap parking spaces (2 being van accessible), landscaping plan calling for the planting
of 5 maple trees around the perimeter of the parking lot, a fire hydrant installed once water
is extended along that portion of Greenwood Road, and an erosion and sediment control
plan. Furthermore, the applicant understands that a commercial entrance will be required
once the planned reconstruction of Route 656 occurs in 1994, and that VDOT has suggested
that this entrance be shifted 100 feet south to provide for additional sight distance.

Dear Mr. Gast:
This letter is in reference to my review of the Greenwood Baptist
Church site plan (#009-92). The overall concept of this plan is
fine; however, there are some revisions that need to be made in
order to receive final site plan approval. I offer the following
comments:
1) The use of the adjoining properties should be stated.
2) The use of the proposed building should be stated (I
can't be sure of the parking requirement without this.)
3) The location and dimensions of any existing or proposed
signs should be shown (if applicable).
4) In your narrative, you have the property listed as RP and
on the plan it is designated as RA.
5) Location of outdoor trash receptacles (if any are
proposed).
6) The size of the new and existing sewer and water lines
should be specified.
7) Location and width of all easements, including access,
utility, and drainage easements (if any are proposed).
8) The Building Inspections Department will need to know
total occupancy load for both buildings.
9) I will request that you show a hypothetical arrangement
of parking spaces at the 180 square foot requirement of
the ordinance, to ensure that the parking is adequate.
10) Three paved handicapped spaces, with signs, will be
required per new ADA regulations, with one being van
accessible.

We have reviewed the above referenced site plan dated March 17, 1992. At present the existing
entrance serving the property is substandard and should be upgraded to minimum commercial
standards. However, due to our planned reconstruction of this portion of Route 656 in 1994,
we will not require the owners to upgrade the entrance at this time.
We have enclosed for your use a Xerox copy showing the reconstruction of this section of
Route 656 which will involve a small portion of the right-of-way affecting a tip of the church
parking lot. A 10' curve has been designed to replace the old alignment, an existing curve on
Route 656. The design speed for this new curve will be about 44 miles per hour. Due to the
reconstruction of the roadway, it is our recommendation the entrance be shifted south
approximately 100' . This will provide some additional sight distance when exiting the entrance
and looking north around the curve. Please advise the owners of our recommendations and
ensure they understand our requirements for commercial entrances.
