Brammer SUBJECT: Predesign Meeting Minutes DATE January 27, 1992 A Predesign Meeting for the above project was held on Friday, January 10, 1992 at FAA/WADO offices in Falls Church, Virginia. The following persons were present at the meeting: Ken Wiegand Winchester Regional Airport Evan Wyatt Frederick County Planning Joe Delia FAA/WADO Charlie Lamb Delta Associates Ken Brammer Delta Associates The items discussed were as follows: 1. Scope of Project Grade Runway 32 extended safety area (500' x 1000'). Obtain fill material from area north of runway. Construct detention basin downstream from construction area. Relocate water line, sewer force main, gas line, telephone lines, and electric lines. Leave sleeves under the road for future utility service connections. It was noted by FAA that, if the sleeves are required by VDOT, then there should be no doubt about AIP eligibility. 1 PREDESIGN MEETING MINUTES Rehabilitate ODALS by installing new cable and conduit. Also build new ODAL structures so that the ODAL fixtures are more accessible for maintenance. Clear and grub airport property beyond the Runway 32 extended runway safety area. This clearing would be for approach slope purposes and would include approximately 16 acres. FAA stated that since this was an addition to the project to bid it as an alternate. The clearing and grubbing would have to be accomplished based on the availability of funds. It was noted that the clear and grub area would also have to checked for wetlands. Install fence along North Frederick Realty/Airport property line and along west side of Victory Lane (20001) . - Remove hangar near end of runway. Remove airport lease buildings. Purchase approximately 2 acres for road relocation. - Provide a revised Exhibit "A" to show new property acquisition. Perform engineering, surveys, studies, and appraisals for the above items. Negotiate land acquisition and access with 2 property owners. It was noted that it would much "cleaner" for the project if the portion of land needed to provide North Frederick Realty with road frontage (after the road is relocated away from their property) could be sold by Glaize directly to North Frederick Realty. - Negotiate lease buyout with lessee. Cap abandoned wells. - Abandon septic field at lease buildings. Perform asbestos study for building demolition. 2 PREDESIGN MEETING MINUTES 2. Project Benefits The new 500' x 1000' extended runway safety area will meet FAA criteria for approach category "C" aircraft. The clearing and grubbing work scheduled will ensure that no trees on airport property penetrate a 34:1 approach slope. There appear to be no trees off of airport property currently in the 34:1 approach slope. The proposed detention basin will provide stormwater management in accordance with the Chesapeake Bay Act. - Relocating Victory Lane will remove the roadway from the runway safety area. The ODAL system will be upgraded with the installation of new cable and conduit. This should prolong the life of the system and lower maintenance and operation costs. - Any property surveying done will be deducted from the scope of the Master Plan Update surveying in order to keep from duplicating work. The surveyor will be required to set highway monuments upon completion of the relocated Victory Lane. 3. Design Concerns The compatibility of the scope of work with the airport ALP and AIP eligibility was discussed. FAA stated that the clearing and grubbing of the 16 additional acres would have to be bid as an alternate. If funds were available, the work would be AIP eligible. The AIP eligibility of payments to the lessee for termination of the lease of the Poulen buildings was discussed. AIP eligibility is established if the lease has to be terminated due to necessary airport development. The grading of the safety area does fit into this category. 3 PREDESIGN MEETING MINUTES The detention basin actually should be placed in an area that straddles the property line between Glaize and the Airport. It would be expensive to contain the basin totally on airport property. The Owner and Engineer indicated that they would speak with Glaize regarding the placement of the basin on his property. It is likely that the basin would be of benefit to future development on the Glaize property. VDOT site distance requirements may force the regrading of State Route 645 at the Victory Lane tie in. This would require grading easements on properties that would have been otherwise unaffected by this project. The Engineer will coordinate with VDOT to determine what grading will be required. - VDOT requirements regarding design speed could force the Engineer to use larger curve radius', thus causing the road to encroach further onto the Glaize property. It is the Engineer's understanding that VDOT will require a design speed of 45 MPH. This will be verified. Some preliminary coordination between the Engineer and VDOT has already occurred. Relocated Victory Lane will be designed with future entrances to airport property in mind. This will be coordinated with VDOT. - Preliminary contacts with Glaize have been made. It was not known at the time of the meeting, what price he would require for his property. Glaize appears to be willing to work with the airport. The Owner indicated that it was preferred for the Engineer to coordinate land acquisition negotiations. The Engineer will probably subcontract this work. - North Frederick Realty has contacted the Engineer and indicated that the relocation of Victory Lane will remove from them valuable road frontage. The Engineer expressed that this complicated the land acquisition portion of the project. It is not known yet if this group will be willing to purchase the land necessary to regain road frontage. The Owner will have his legal counsel investigate what legal obligations the airport has for providing road frontage for North Frederick Realty. 4 PREDESIGN MEETING MINUTES Negotiations with airport lessees in the Poulen buildings must commence as soon as possible in order to have them moved from the site in time for construction to begin. These negotiations cannot begin until the tentative allocation for the project is received and until the Engineering Agreement for negotiation services is approved. The Owner asked that the Engineer perform lease negotiations. The Owner noted that the lessees had been notified of the impending termination of their lessees. The position of the lessees relative to buyout amounts is not known. FAA indicated that the buyout of the primary lease years would probably be AIP eligible, but the buyout of option years probably would not. Moving costs for the lessees and AIP eligibility of those costs will have to be negotiated. The Owner's legal counsel will provide information regarding the legal obligations of the Owner to the lessees relative to buyout of option years and paying moving fees. - The buildings slated for demolition will undergo an asbestos study during the engineering time period. - Haul routes) from the borrow area to the runway safety area work area will be constructed so as not to have any effect on operations on the current runway. 4. Phasing The preferred schedule for this project was as follows: Bid April, 1992 Start Construction June, 1992 End Construction November, 1992 It was noted that the complexity of lease negotiations and land acquisitions would probably delay the start of construction. It was also noted that the approvals from VDOT for the road relocation and from Frederick County for utilities and drainage work could take significant amounts of time. If this does become the case, then the 5 PREDESIGN MEETING MINUTES Engineer will phase the project to include a winter shutdown. The construction time period will likely be 180 calendar days. Construction will be phased such that the runway will be open at all times. Access between Route 50 and State Route 645 will be maintained at all times. 5. Operational Safety - There will be hauling and grading activities in close proximity to the runway. It will required of the Contractor to mark active runway and taxiway safety areas during construction to keep all Contractor activities out of the safety areas. The threshold of runway 32 will have to be temporarily relocated while the safety area grading within 200' of the end of the runway is accomplished. The threshold relocation will be about 3001. Taxiing on the portion of the runway behind the relocated threshold will be allowed. The Contractor will be required to stay off of existing runway and taxiway pavements. - Dust control will be enforced since construction operations are in the approach to runway 32. Marking and flagging of Contractor vehicles will be required. A full-time, FAA experienced, resident project representative will be provided. N. ME M. M. PREDESIGN MEETING MINUTES NAVAIDS - The ODALs will not be available during much of the construction period. Visibility minimums will be adjusted upward by NOTAM during this time period. The Contractor will be informed to exercise care while working around NAVAIDs. The PAPI at the runway 32 end will be out of operation while the threshold is temporarily relocated. The threshold lights will be relocated along with the threshold. Environmental Drainage, erosion control, and stormwater detention design will be subject to approval by Frederick County. - This construction project should result in only minimal changes in runoff. No additional pavements are being added. Some drainage improvements will be added. Wetlands are present. A wetland study performed in the Fall of 1991 determined that there were significantly less than 2 acres of wetlands present and that no Corps of Engineer involvement would be required. This resulted in an FAA determination that no Environmental Assessment will be required for this project. Civil Rights Requirements FAA requirements will be adherred to regarding EEO, DBE, and Davis -Bacon Federal Wage Rates. 7 PREDESIGN MEETING MINUTES 9. Engineer's Cost Estimate The total cost of the project has been estimated to be about $1.4 million. The Engineer's construction estimate is included with the Preapplication for this project. The tentative allocation will be in this amount. The TA is expected in mid -February. The lease buyout or other unforeseen problems with things such as asbestos could add to the cost. I� J Kenneth W. Overall the new design is acceptable. However, please find our recommendations marked on the enclosed plans in red and as follows: 1. For stability reasons, 4:1 fill slopes will be required due to the large depths of water which could potentially stand against the roadway fill. 2. Due to liability concerns guardrail will be required along the fill sections bordering the proposed basin. The exact type, length and end treatment will be determined after final grading is complete. 3. A wider drainage easement, 10' beyond the paved ditch, is to be provided as noted. 4. An agreement between the County of Frederick and VDOT will be required which absolves the Department of any maintenance responsibilities for the basin or liability due to its existence. In addition to the above we would appreciate you revising the pavement design to include 21-B Aggregate Base in lieu of 21-A and SM-213 Asphalt Concrete instead of Si\173B. If you recall this new pavement design was discussed and agreed upon at the preconstruction conference. Once the plans have been revised please resubmit three (3) complete sets for approval. Our recommendations may be found on the enclosed plans marked in red and as follows: 1. Existing and proposed right-of-way lines should be clearly shown. Due to current and anticipated traffic counts on Route 728, a minimum 60' right-of-way will be required. 2. The right-of-way will need to be adjusted to accommodate the proposed fill slopes on Route 728 or permanent slope easements provided for maintenance purposes. Also, drainage easement are to be provided at the outfalls of all drainage culverts as noted. 3. ' To improve sight distance on Route 645 east of the proposed Route 728 connection, the existing roadway should be reconstructed and raised approximately 2' from the Route 728 center line to a minimum 475' east. Also, improvements on the south side of Route 645 will be required to match those planned for the north side. 4. The proposed EW-1 end wall (Structure D-15) on the invert of the 36" R.C.P. culvert under Route 645 should be changed to a standard ES-1 flared end section. 5. A profile of Route 645 and a typical roadway section of Route 728 is to be incorporated into the plans. 6. Underdrains will be required at the locations noted. Also, the proposed underdrain spillout detail shown on Plan Sheet 22 of 56 should be changed to a VDOT Standard EW-12. 7. Guardrail may be required in both fill sections on proposed Route 728. A standard PE-1 private entrance is to be provided on Route 645 at the location noted. Also, if the owner's wish to access their property from Route 728, a private entrance will be needed at this location as well. 9. Standard EC-3 soil stabilization matting is to be installed in the toe ditch on the right side of Route 728 from approximate Station 16+00 to Station 19+00. 10. The exact location of the proposed future entrance to the West View Business Center property will be made after the project is completed due to sight distance considerations. 11. For your information the owner of the North Frederick Realty property on the west side of Route 728 currently has an approved site plan on file with this office. If allowed, this project could seriously affect their planned development. Therefore, through copy of this letter to Frederick County we are making them aware of the situation. • Please revise and resubmit four (4) copies for further review. Several utilities are impacted by the road relocation, including public water and sewer, electrical, phone, and gas service. Delta Associates is coordinating with each of these agencies to insure that their respective utilities are treated in accordance with the appropriate specifications. Delta Associates will forward, for the Airport Authority, to the appropriate agencies, a set of review plans showing all utility work. VDOT has approved the proposed alignment of S. R. 728, as shown on these plans. They also have approved road width, right of way width, and longitudinal and transverse grades. Delta Associates will submit, for the Airport Authority, a final set of review road plans to all appropriate agencies, including VDOT, Frederick County Planning, The Frederick County Engineer, and the Airport Authority. Several utilities are impacted by the road relocation, including public water and sewer, electrical, phone, and gas service. Delta Associates is coordinating with each of these agencies to insure that their respective utilities are treated in accordance with the appropriate specifications. Delta Associates will forward, for the Airport Authority, to the appropriate agencies, a set of review plans showing all utility work.
