Items for Discussion:
1. Scope of Project
- grade rw 32 extended safety area (500' x 1000).
obtain fill material from area north of runway.
construct detention basin.
- relocate Victory Lane (24' x 14001).
- relocate water line, sewer force main, gas line,
phone, and electric and leave sleeves under road for
future utility service connections. Z E))
- rehab ODALs, new cable, conduit, and platforms conducive
to maintenance.
- clear and grub airport property (16 acres).
- install fence along North Frederick Realty and along west
side of Victory Lane (20001).
- remove buildings. /
- purchase approx. 2 acres for road relocation.
- perform engineer ihng, surveys, fappraisals, etc. for above.
- negotiate land acquisition and access with 2 property
owners.
- negotiate lease buyout with lessee.
2. Project Benefits
- provide runway safety area sized and graded for approach
category C aircraft.

3. Design Concerns

- VDOT requirements regarding site distance at tie in to
SR 645. \
- VDOT requirements regarding design speed.
- VDOT restrictions on road entrances. Can we provide a
future road entrance for Airport?
- Negotiations with Glaize to acquire property for road
relocation.
- Negotiations with Frederick Partners to provide road
frontage along relocated road.
- Negotiations with airport lessees for removal from site
in time not to interfere with construction schedule.
- Hope there are no major problems with asbestos or other
sensitive materials during building demolition.
- Construct haul route in order to leave runway open.
4. Phasing
- project timing ..... bid in spring 1992. �C
- 180 day construction period (June -Nov)?
- Runway open at all times.
- Victory Lane and SR 645 open at all times.
5. Operational Safety
- active runway and taxiway areas will be well marked to
keep all Contractor activities out of active safety
areas.
- Hauling and grading operations in close proximity to
runway.
- Will have to temporarily relocate threshold (limited time
frame) while grading off end of runway and installing
conduit. Distance of relocation approx. 3001. Taxiway
will remain open and end of runway available for taxi.
- Dust control important.
- Contractor vehicles flagged and/or marked.
- full-time, FAA experienced, resident inspection.
6. NAVAIDS
- ODALs not available during much of construction period.
- Contractor care required in working around NAVAIDS.
7. Environmental
- drainage, erosion control, and stormwater detention
subject to approval by Frederick County.
- no appreciable change in runoff.
- wetlands are present but have been determined to be
considerably less than 2 acres so no EA or Corps of
Engineer involvement required.
8. Civil Rights Requirements
- FAA requirements will be adherred to regarding EEO, DBE,
and Davis -Bacon Federal Wage Rates.
9. Engineer's Cost Estimate
- Approximately $1.5 million total project.
Lease buyout could add $100,000+ to this.
