RE: Preliminary Site Plan Review of First Bank ATM Improvements Addition
Dear Tim:
I have had an opportunity to review the above referenced site plan. The following comments
need to be addressed prior to final approval of this site plan:
1) Please provide a signature on the Land Surveyor Certificate.
2) Please provide the use and zoning for all adjoining properties.
3) Please revise the location of the setback line along Valley Pike to reflect 50 feet. The
general notes section needs to reflect this requirement as well.
4) Please provide the height for the existing bank building.
5) Please provide the dimension for the existing sign. Is this proposed to change now that
there is a new property owner?
6) Please provide all easements that are located on this property.
7) Please provide the dimensions for the regular and disabled parking spaces.
8) Please revise the general notes section for the parking lot setback to state why the
parking lot along the north side does not meet the required setbacks.
9) Please revise the landscaping tabulations to reflect the tabulations specified on my
marked -up plan. A total of 8 shade trees need to be provided around the parking lot.
10) Please revise the general notes section to read legally nonconforming instead of
grandfathered.
11) It would be appropriate for First Bank to provide evergreen trees along the eastern
property line to better separate the uses and to mitigate headlights from shining on the
residential property.
Please revise your site plan to reflect the comments specified in this letter. I will ask the
Planning Commission for administrative approval authority during their regular meeting this
evening. If this is granted, I will need five copies of the final site plan for approval. Please
contact me if I may answer any questions regarding this letter.

Dear Mr. Brown:
The Frederick County Planning Department administratively approved Site Plan #022-92
of Valley Proteins on February 25, 1993. The approved site plan calls for the construction
of a 14,746 square foot plant facility that will be 34 feet in height, a parking lot complete
with double prime and sealed parking and maneuvering areas, 20 regular parking spaces,
two (2) disabled parking spaces, parking space striping, and a pedestrian sidewalk, a
stormwater management facility, and all appropriate erosion and sediment control measures.
Enclosed is a copy of the approved site plan for your records.
Please contact our department to schedule an inspection of this site once all improvements
are complete. All improvements specified on the approved site plan must be finished prior
to the issuance of a Final Certificate of Occupancy Permit.

provide a breakdown of the proposed uses (storage area and industrial area) with
their square footage. (I believe the F.F. elevation is reversed on the back portion
of the proposed building)
4) Provide information regarding the location of steep slopes and erosion and
sedimentation control plan. Land disturbance appears to extend to the DeHaven
property.
Please revise your site plan to reflect these comments and provide our department with four
(4) copies of the final site plan. Once we have received the final plans and approval from
the State Water Control Board, I will recommend final approval of this plan.

Dear Mr. Smith:
The State Water Control Board has reviewed your revised VPA permit
application, dated January 28, 1993, with regard to your proposed
facility expansion which will consist of improved employee
facilities, additional hide storage and relocation of the fresh
meat cut-up area.
According to the information contained in your application, the
proposed facilities will result in an net increase in wastewater
flow of approximately 1500 gallons per day (GPD) to your wastewater
management facilities which include spray irrigation fields.
Upon review of your submittal, this letter is to advise you that we
have determined that your current wastewater facilities have
adequate capacity to assimilate the additional anticipated flow of
1500 GPD without exceeding the yearly nitrogen requirement of 250
lbs/acre/yr for the spray field cover crop. Therefore, a VPA
permit modification will not be required at this time.
We do, however, want to emphasize that this determination is based
on an anticipated net increase in wastewater flow of 1500 GPD.
Additional management of wastewater above this level is not
approved and may require a modification of your VPA permit.
