The Frederick County Planning Department administratively approved Site Plan #018-92
of Kraft/General Foods on November 12, 1992. The approved site plan calls for an
additional 63,900 square feet of manufacturing space, additional loading area, the relocation
of fire lane signs and yard lighting, and all appropriate erosion and sediment control
measures. Enclosed is a copy of the approved site plan for your records.
I would like to take this opportunity to commend the Sverdrup Corporation on their
professionalism. Mr. Bill Young was instrumental in providing Frederick County with the
information necessary to complete final site plan approval.

RE: Kraft/General Foods Plant Expansion
DATE: August 19, 1992
Wayne Miller and I met with representatives of the Sverdrup Corporation this morning to
discuss site plan requirements for the above referenced project. The Sverdrup Corporation
will be providing all review agencies with required plan information within the next few
weeks. This information will consist of rough grading plans for land disturbance purposes,
structural plans for footer foundation and building permit purposes, and revised site plan
data for final site plan approval.
Mr. William J. Young, Project Manager, and Mr. Robert J. Martin, Construction Manager
of the Sverdrup Corporation will contact all review agencies regarding required information
for the various plans. Once these plans have been prepared, Sverdrup will submit the rough
grading plan and footer foundation plan for review. The complete structural plan and
revised site plan will be submitted soon thereafter. Please review these plans at your
earliest convenience and provide me with copies of all comments.

This letter regards my site plan review of the above referenced project. The overall concept for this plan is
fine; however, some minor revisions are required before final approval may be provided. I offer the following
comments:
1) Please provide the use of the adjoining properties. (Sheet 2 of 5)
2) The FAR calculation for this site is 0.23. You have indicated 4.31. (Sheet 1 of 5)
3) Please provide the total square footage of office space under your auto parking category. This is
necessary to determine the total amount of required parking for this site. (Sheet 1 of S)
Please revise your site plan to reflect these comments. This will insure that your site plan meets all
requirements of the Frederick County Zoning Ordinance. Once all review agency comments have been
addressed, I will need to receive four (4) copies of the final site plan for approval purposes.
Frederick County has issued a land disturbance permit for this project to date. It is my understanding that
a rooter foundation permit may be obtained as well. Frederick County must receive the required site plan
review fee as soon as possible. This will enable our clerical starf to include this site plan on the Planning

Our department received the narrative and engineered drawings for the proposed expansion
of the Kraft/General Foods plant located in the Fort Collier Industrial Park. I have
forwarded this information to Mr. H.E. Strawsnyder, Frederick County Engineer, for his
review.
As we discussed during our meeting, once Mr. Strawsnyder has reviewed the grading plans
and provided our department with an approval letter for this plan, we will issue a land
disturbance permit for this project. The land disturbance permit applicant will need to
make arrangements to submit the appropriate permit fee and sign the required forms kept
in our department.

addition to the Kraft/General Foods Plant at the referenced location. I am pleased to say the
existing entrances serving the facility will be adequate to accommodate the proposed
expansion. 77terefore, the plans are approved as submitted.
I would like to call your attention to the existing 48" R.C.P. culvert under West Brooke Road
adjacent to the site and ask that silt fence be installed at the invert prior to construction so any
sediment buildup can be avoided.

I have completed my review of the final site plan
submittal for the proposed expansion. Sverdrup has addressed all
of my previous comments except the comment related to verifying the
storage capacity of the existing stormwater detention basin.
I have spoken with Mr. Bill Young, project manager with
Sverdrup, concerning this oversight. He indicated that he would
provide the necessary calculations as soon as he discusses this
issue with his design staff. Consequently, I recommend that the
site plan be approved.
If my review of the calculation reveals that changes will
be required to the existing detention basin, I will coordinate
these changes in the field prior to issuance of a certificate of
occupancy.

GF USA BEVERAGES
KGF BEVERAGE PLANT ADDITION
NARRATIVE FOR EROSION & SEDIMENT CONTROL PLAN
PROJECT DESCRIPTION
The purpose of this project is the construction of an addition to the
beverage facility for Kraft General Foods USA. The site of approximately 20 acres
is located east of Route 11 in Frederick County. The site is located in the Fort
Collier Industrial Park zoned M-1, just northeast of the City of Winchester. Presently
there is a relatively new facility containing a 280' x 450' manufacturing area and a 50'
x . 210' office, employee parking, rail service to an ingredient tank farm and a truck
dock area. The addition is to be a 140' x 450' building to the west of the existing
building. Construction to be same as existing building and the .railroad extended 30'
east.
EXISTING SITE CONDITIONS
The topography of the proposed site is relatively flat to gently rolling.
There are two drainage swales running from north to south through the property with
a large pile of soil between. This pile of material will be removed from the site. The .
eastern swale will be replaced by a reinforced concrete pipe. The construction area
will be graded from the building addition westerly to the west ditch which will remain
open. This ditch drains an area north of the railroad through our site into a 48"
culvert under West Brooke Road.
ADJACENT PROPERTY
The site is located in the Fort Collier Industrial Park. Immediately
adjacent properties to the northeast, southeast and southwest will also be developed
as part of this industrial park. The site is bounded on the northwest by a CSX
railroad track. The property beyond the track has been developed for industrial uses
with some remaining open land. All adjacent property is zoned M-1.

SOILS
The soils of this site consist entirely of the 17C - Frederick - Poplimento -
Rock outcrop complex. The Frederick series consists of very deep well drained soils
on valley uplands. These soils formed in residuum of limestone. The surface layer
is a brown loam. The surface layer is underlain by soils which range from clays to
silty clay loams. In areas where rock outcrops do not exist the depth to bedrock can
be greater than 60 inches. Permeability is moderately slow for Poplimento soils and
moderate for Frederick soils. Poplimento series and -Frederick series are classified
in Hydrologic soil Groups C and B respectively. The erodibility, .K, for these soils is
0.32 in the topsoil and 0.24 in the subsoil.
CRITICAL EROSION AREAS
No existing potentially critical areas were identified on this site. Areas of
steep slopes are relatively small. Potential critical areas after grading would consist
of the permanent ditches. Jute mesh will be used to minimize erosion in ditches until
the permanent grass is established.
EROSION AND SEDIMENT CONTROL MEASURES
All vegetative and structural erosion and sediment control practices will
be constructed and maintained according to minimum standards and specifications
of the Virginia Erosion and Sediment Control Handbook.
STRUCTURAL PRACTICES
1. Detention Basin
A detention basin is in the east corner of the site as shown on drawing.
This basin will provide sediment control during grading operations.
2. Silt Fence
We do not anticipate any areas that will present serious erosion problems.
We will place silt fence along the top of slopes on the east ditch and around the top
of slope where additional grade is required to extend the railroad siding 30' east, as
shown on the drawing, and use erosion net as required to prevent erosion. Riprap
will be placed in the ditch at sewer outfall. Additional silt fence and/or straw bales
will be placed at the first signs of erosion.

VEGETATIVE PRACTICES
1. Jute Mesh
Jute mesh or other degradable channel lining material shall be used to aid
in establishing grass in drainage ditches as indicated by notes on drawing.
MANAGEMENT STRATEGIES
1. Construction should be sequenced so that grading operations can begin
and end as quickly as possible.
. 2. Sediment trapping measures shall be installed as a first step in grading and
shall be seeded and mulched immediately following installation.
3. Permanent seeding or other stabilization shall follow immediately after
grading.
4. Areas which are not to be disturbed shall be clearly marked by flags, signs,
etc.
5. The job superintendent shall be responsible for the installation and
maintenance of all erosion and sediment control practices.
PERMANENT STABILIZATION
All areas disturbed by construction will be stabilized with permanent
seeding immediately following finish grading. Seeding will be done with Kentucky
Bluegrass according to Std. & Spec. 1.66 of the 1980 Virginia Erosion and Sediment
Control Handbook. Permanently seeded areas shall be protected during
establishment with straw mulch.
The disturbed areas are to be seeded with a mixture of Fescue 31, Red
Fescue, Perennial Ryegrass and oats, fertilized and mulched as soon as the area is
to the finished grade. Silt fences to remain in place until a good stand of grass is
established. Then the fences are to be removed and the bare areas to be seeded and
mulched.

STORMWATER MANAGEMENT
Runoff calculations were performed to design the required volume for the
permanent detention basin. The required stormwater volume was greater than the
required sediment basin volume. Therefore, the grading contours shown on drawings
C-3 and C-10 apply to the final stormwater basin configuration.
The stormwater basin will have a 15" reinforced concrete low -flow pipe
with a concrete box for an emergency spillway. The basin and outlet works have
been designed to reduce the inflow from the 10-year post developed condition to the
discharge rate for the 2-year predeveloped condition. In addition, the basin features
and proposed 30" RCP under West Brooke Road will be capable of conveying the
flow from a 100-year event without overtopping the road.
Runoff from offsite areas west of the adjacent railroad and northwest of
the site will be conveyed thru the site in an 8-foot wide flat bottom grass lined
channel. This channel will convey runoff to the proposed 48" RCP under West
Brooke Road.
MAINTENANCE
In general, all erosion and sediment control measures will be checked
weekly and after each significant rainfall. The following items will be checked in
particular:
1. The sediment basin will be cleaned out when the level of sediment buildup
reaches 1.0 feet from the top of the riser pipe.
2. The silt fence will be checked regularly for undermining.
3. All seeded areas will be checked regularly to see that a good stand is
maintained. Areas should be fertilized and reseeded as needed.

Site Plan Approval for the planned expansion at the Kraft General Foods Plant.
We are sending the narrative addressing all check points noted in the Site Plan
Application Package. Also included are three drawings explaining plans and associated
details. We have also included a copy of our Construction Specifications related to Site
activities. We believe these activities meet all requirements of the Frederick County
Zoning Ordinance.
We welcome your review and comments. I will follow-up within a week regarding our
status, application fees and future plans. Please note -- our intention is to have the
Contractor cover Application Fees. We are expecting to have the Site Plan approved
by October 16, 1992.
