Re: Approval of Salem Church of the Brethren site plan.
Dear Scott:
The Frederick County Department of Planning and Development administratively
approved site plan #016-92 for Salem Church of the Brethren on November 24, 1992.
This site plan calls for the construction of a 2560 square foot addition to an existing
church. This addition did not increase the parking requirement enough that additional
spaces were required or will it have a significant impact on stormwater runoff. In order
for this site plan to receive approval, a boundary line adjustment was required and a
variance was needed(026-92) in order to attach the addition to the church, which is of
legal non -conforming status regarding setbacks.

Re: Preliminary review of Salem Church of the Brethren site plan
Dear Scott:
This letter concerns my preliminary review of the Salem Church of the Brethren site
plan. As you know, this site plan is for an addition to a church that has been in
existence prior to the Zoning Ordinance. Although an addition to this church is
allowable, there are some problems with the site plan in its current state. I offer the
following comments:
1. The zoning of the site is shown as A-2. This should be corrected to indicate
Rural Areas.
2. The location and dimension of all setbacks should be shown. The addition as it is
proposed does not meet the front setback requirement of 60 feet prescribed by
the current ordinance.
3. The proposed use of the addition is not specified. I cannot determine what the
parking requirement is without the use.
4. The location and dimension of any signs should be shown. (If any are proposed)
5. The dimensions of the handicapped parking spaces must be shown.
6. The biggest problem with this site plan is the fact that the existing church is on
two properties and the proposed addition places it on a third. The ordinance
prohibits the placement of structures on property lines. Furthermore, the plan
shows parcel 85 (A) 75 as being a .50 acre parcel when in actuality it is 26.87
acres. In order for this site plan to be approved, a boundary line adjustment
would have to be done.

The health department has no obJection to the proposed
addition to Salem Church as specified In the Request for
Site Plan Comments received by this office on September 21,
1992. The applicant submitted an application stating "no
change In water use" and the site plan supports that
statement.
The the area of the existing septic system was evaluated
today and appeared to be functioning properly. The septic
tank should be pumped if It has not been done In the last
three years. Also, the pump tank should be checked for
solids and pumped, If necessary.
