The Frederick County Planning Department administratively approved Site Plan #014-92 of
Winchester Church of God on January 27, 1993. The approved site plan calls for the
construction of a 33,900 square foot church, two (2) parking lots complete with 296 regular
parking spaces, eight (8) disabled parking spaces, S-5 surfacing, parking lot striping, and
concrete pedestrian walkways, two (2) overflow parking areas with double prime and seal
surfacing, a twenty-four (24) foot entrance drive complete with S-5 surfacing and a guard rail,
a stormwater detention basin, and all appropriate erosion and sediment control measures. Two
(2) copies of the approved site plan are enclosed for your records.
Please contact this office to schedule an inspection of this site once all improvements have been

Dear Austin:
This letter regards our meeting this morning. The purpose of our meeting was to review
amendments to the above referenced site plan, and to discuss all requirements necessary for
final site plan approval.
My review was based on comments specified in the August 14, 1992 correspondence mailed
to your attention. All items specified in that letter have been adequately addressed with the
exception of the dimensions of the proposed sign along Route 522 North.
Please provide our department with four (4) copies of the final site plan indicating the sign
dimensions, as well as approval letters from the Virginia Department of Transportation, the
Frederick County Engineer, and the Winchester -Frederick County Health Department.
Once our department receives this information, I will recommend approval of this site plan.

I have completed my review of the above referenced site plan. Once the following items
are addressed, I will be able to recommend final site plan approval:
1) Provide address of owner/developer.
2) Include space labeled "Approved by Zoning Administrator".
3) Provide magisterial district.
4) Provide zoning of site to be developed.
5) Include use and zoning of all adjoining properties. (Our tax maps indicate that
Rodney L. & Ellen Cowley own property adjoining this parcel along a portion of the
north-eastern property line).
6) Include the location and dimension of required setbacks.
7) Indicate the proposed use of all buildings and areas.
8) Specify the height of all structures.
9) Are any signs proposed for this site? If so, specify their height and dimension.

adequate parking has been provided.

18) My file indicates that the Virginia Department of Transportation and the Frederick
County Engineer have not approved this plan to date. The comment provided by the
Health Department indicates that the area for the drainfield is approved, but other
issues need to be resolved prion to the issuance of a health permit. I will ask the
Health Department how they would prefer to address this issue regarding final site
plan approval.
This site plan is scheduled to appear on the Frederick County Planning Commission
bimonthly report on August 19, 1992. If the Planning Commission does not request formal
review of this plan, I will be able to recommend administrative approval once all of the
items specified in this letter are addressed. Please contact me if I may answer any questions
regarding this letter.

We are in receipt of the above referenced project's revised site plans dated January 22, 1993.
It appears all of our earlier recommendations have been satisfactorily addressed. Please advise
the owner accordingly.
A land use permit will need to be applied for and issued to cover all proposed work on the
State's right-of-way. Said permit is issued by this office and will require a processing fee,
surety bond coverage and the salary and expenses of a State assigned Inspector. Our, turn
around time for a permit of this nature will be approximately thirty (30) days.
Enclosed you will find a copy of our Standard RW-203 Form Deed to cover the proposed
drainage easement adjacent to the Route 522 right-of-way. The deed will need to be completed
by the grantor and returned along with a certified plat of the easement for review by our
Right -of -Way Department. Satisfaction of this requirement will be needed prior to completion
Of the land use permit work.

This is to follow-up on our telephone conversation of July 31, 1992 concerning a proposed 80'
right-of-way on the northwest corner of the Winchester Church of God's property located at the
referenced location.
As I said, current VDOT sight distance requirements are met at this location to allow for the
construction of an entrance. However, whomever wishes to construct an entrance at this
location should be aware that all other land use policies and entrance requirements will have to
be met as well. The adjacent commercial entrance and median crossover could be a factor in
a future entrance design.

As requested we have reviewed the above referenced site plan dated June 11, 1992. Our recommendations may
be found on the enclosed plans marked in red and as follows:
1. The northern entrance width of 40' appears adequate. However the southern entrance should be
widened to 50' in order to match the adjacent crossover width. A 200' left turn lane and 200'
taper will be required as shown. Also, the adjacent drainage structures and ditch lines will need
to be adjusted as necessary.
2. The proposed pavement design is to be revised as noted.
3. The curb & gutter type standard CG-6 is to be revised to standard CG-7 due to the speed limit.
The lengths of the entrance tapers are to be adjusted as noted.
4. In order to eliminate a portion of the proposed guardrail around the entrance access drive, we
suggest the area adjacent to the drive be filled. This could be accomplished by extending the
existing and proposed drainage culverts and the installation of a standard DI-7 drop inlet. A
drainage easement would be required as noted to accommodate this structure. This method would
certainly enhance the looks of the entrance and may be just as economical.
5. The existing sight distances, reference and speed limit is to be added to the plan as noted.
Please revise and resubmit four (4) copies for final approval. Should any changes be deemed necessary, please
design them to meet or exceed the above recommendations.

COMMENTS
1. Adopt a runoff coefficient, "C" of 0.2 for pre -development
conditions in the undisturbed limestone areas. Resubmit
calculations for our review.
2. Provide a post -development map delineating relative
drainage areas similar to the map provided for the pre -
development.
3. Provide flared end sections for detention basin outlet
pipe.
4. Indicate typical pavement section for parking areas.
5. Provide erosion and sediment plan for our review. Also,
provide narrative describing soils, erosion and sediment
control measures and stormwater management plan.

Dear Mr. Wyatt:
The drainfield for the Church of God is designed to handle 1,620 gallons per day.
A holding tank has been designed to store the peak load on Sunday for the 850
seat sanctuary and accommodate a child care center with 60 children and 7
employees.
Food preparation is to be limited for the day care operation; only snacks and
prepackaged foods are to be provided. The sewage disposal system is designed
to allow for a small kitchen but not a cafeteria.
The Sewaqe _Handling and Disposal_ Regulations only address facilities with
showers. The facility plans to have a small gymnasium, which as long as no
showers are provided, the current sewage disposal system would be adequate.

It has come to my attention that the new church on Rt. 522 North is including
a gymnasium and classrooms. The sewage disposal system permit which I issued
(SD92-210) on June 14, 1993, is only for achurch
sanctuary

Dehaven, made no mention of classrooms or a gym(copy enclosed).
None of the plans submitted by either Greenway Engineering or Gus Anderson
mentioned that there would be classrooms or a gy n

come and look in my file to see what information I have. But no one ever
mentioned classrooms and a gym.
The addition of classrooms, if used during the week, and a gymnasium to the
Church will increase your daily water usage, and will necessitate an expansion
of your sewage disposal system. In order for the Health Department to correctly
size your drainfield, you must submit a new application with a full and accurate
description of proposed facilities.
You may wish to contact Mr. Anderson, your engineer, for advice in expanding
the sewage disposal system.
Also, the Health Department required that permanent water-saving
gbplumbing
fixtures be installed. Please be sure to include these in y g
plans, if they are not included already.
