The Frederick County Department of Planning administratively approved Site Plan
#013-92 for (revised) Signal Station Associates. This site plan calls for the construction
of a three bay car wash with an equipment room, two vacuum islands to accommodate
three vehicles, perimeter landscaping of the paved parking lot with one silver maple per
forty feet for a total of 17 and shrubs placed along the northern border of Route 50, a
buffer consisting of existing vegetation and twenty-seven white pines along the southern
border of the property as approved on the original site plan, a restriping of the existing
handicap parking space in order to meet ADA guidelines per our agreement, rolled
asphalt curbing around the site, and an erosion and sediment control, complete with
runoff calculations.

Dear Forrest:
This letter is in reference to my review of site plan #013-92 for (revised) Signal Station
Associates. The overall concept of this plan is fine; however, based on our discussion of
July 13th, there are some minor revisions we agreed need to be made before final site plan
approval can be given. Here is a list of the revisions:
1) Acreage and zoning of all lots should be shown (lot 2 is missing).
2) Width of the sewage easement should be shown.
3) The dimensions of the required fire lane should be shown.
4) Per our conversation regarding the new restaurant use that was approved on your
original site plan as existing office use, instead of increasing the parking as required
by the zoning ordinance, you have agreed to make your required handicap space
comply with the new American Disabilities Act requirement for a van accessible
space of 16 feet by 20 feet.
5) Consideration will be given to the existing design of the vacuum area. As we
discussed, the current design could result in problems with traffic flow along the
eastern boundary of the site if a car was to pull along side the easternmost vacuum
island. I would suggest either moving the curbing ten feet or relocating that entire
area.

Phase II of the For -eat 411a Development increases the
impervious area to 0.723 acres from 0.717 acres in Phase I.
Based on the new figure for the impervious area, the
attached spreadsheet was calculated. The maximum water
surface elevation reached was 2.2 feet for a 100-year storm.
The maximum outflow rate was 1.69 cfs, which meets the
requirements of being less than the 10-year storm pre -
development flow rate of 2.1 cfs. Therefore, the existing
stormwater detention pond is adequate to handle the
development of Phase II.

SITE PLAN CHECKLIST
The site plan application is not complete if the required

obtained prior to the submission of this application. If any part
of the required information is missing or not complete, the site
plan application will not be accepted by the planning department.
