Owens Director COUNTY OF FREDERICK, VIRGINIA FIRE AND RESCUE DEPARTMENT 21 Court Square, Winchester, Virginia 22601 February 11, 1992 Leary Education Foundation Inc. P. 0. Box 3160 Winchester, Virginia 22601 Dear Foundation Members, Currently I am reviewing the site plans for Academic Building No. 2 as submitted by the Bonner Group, and dated January 15, 1992. There are a couple of small issues on this plan to be addressed through the process, which I'm sure will be taken care of. The purpose of this correspondence is to address a more serious fire safety concern_ For several years, myself and officers from the Reynolds Store Volunteer Fire Company have performed annual fire inspections at the school. We have asked, every year, that the school install an adequate, all weather access to the lake, and to install a dry hydrant at the location for Fire Department use. This would not only allow us a faster and more reliable access to water, it will provide greater safety for residents and firefighters alike. The fire potential at your campus grows with each additional structure and we wish to provide the best possible service in the event of a fire, but we are requesting help to provide this service. During the construction of Academic Building No. 2, I am requesting that the dry hydrant be installed and access improvements to the lake be made. I cannot over stress the importance of this issue for optimum fire protection. If there are any questions regarding this request, please contact me at 703-665-6350. Thank you for your consideration in this matter. Respectfully, Douglas A. Kiracofe Fire Marshal DAK/bjn CC: Frederick County Planning Commission Tony Lohr-Chief-Reynolds Store VFD File Douglas A. ANY DAMAGED STRUCTURE SHALL BE REPAIRED BY THE END OF WORK THAT DAY. SEDIMENT TRAPS SHALL BE CLEANED OF SILT AT 50% TRAP EFFICIECY AND THE MATERIAL IS TO BE DISPOSED OF PROPERLY OFFSITE. IF PONDING OCCURS AT ANY FILTERING DEVICE, THE DEVICE SHALL BE DRAINED IN SUCH A MANNER AS TO PREVENT ACCIDENTAL DISCHARGE OF THE TRAPPED SEDIMENTS. Review Time ID Douglas A. Kiracofe Fire Marshal 0 COUNTY OF FREDERICK, VIRGINIA FIRE AND RESCUE DEPARTMENT 21 Court Square, Winchester, Virginia 22601 Thomas W. Owens Director February 11, 1992 Leary Education Foundation Inc. P. The purpose of this correspondence is to address a more serious fire safety concern. For several years, myself and officers from the Reynolds Store Volunteer Fire Company have performed annual. fire inspections at the school. We have asked, every year, that the school install an adequate, all weather access to the lake, and to install a dry hydrant at the location for Fire Department use. 'This would not only allow us a faster and more reliable access to water, it will provide greater safety for residents and firefighters alike. DAK/bjn CC: Frederick County Planning Commission Tony Lohr-Chief-Reynolds Store VFD File Respectfully, Douglas A. Kiracofe Fire Marshal Douglas A.
