Receiving Plant Performance: The Stephens Run WWTP (VA0020273) has been in compliance with applicable effluent limitations, enforcement actions and Board policies during the past three months. Previous Agency Action: The facility is presently under a Consent Order which became effective May 7, 1987. This Order provided a schedule of compliance to address an I/I problem and for an expansion of the plant. The staff proposes to recommend cancellation of this Order at the March 1992 Board meeting. VA Department of Health Action: By letter dated February 4, 1992 the VA Department of Health conditionally approved the plans and specifications as noted in their letter report. Staff Comments: None. The project has been designed for an average flow of 1,050 gallons per day or an equivalent population of 10.5 persons with a peak flow of 2,620 gallons per day based on a flow of 100 gallons per day per capita and a peak factor of 2,5. The project consists of the installation of a 750-gallon septic tank, 30 gallon per minute at 24 feet TDH sewage lift station and approximately 210 linear feet of two (2)-inch force main. Discharge from the proposed project will be to the Frederick -Winchester Service Authority's Stephens Run wastewater treatment works via the Frederick County Sanitation Authority's existing wastewater collection system. The lift station has been designated Reliability Class III and will satisfy the requirements of this classification by having an audio-visual alarm and the ability to cease operations in the event of an extended power outage. A twelve (12) month summary of operation for the Frederick -Winchester Service Authority's Stephens Run wastewater treatment facility has been reviewed. Our review has indicated the treatment facility will not be overloaded by this additional connection. 9 Virginia Water Control Board • 2 February 4, 1992 SUBJECT: Frederick County Sewerage - General (Valley Bible Church) A letter has been received from the Frederick County Sanitation Authority indicating that the Authority will accept sewage flow from the proposed project upon completion. The review of these plans and specifications has been confined to technical requirements and design criteria as stipulated in the Commonwealth of Virginia Sewerage Regulations. In accordance with the Virginia Water Control Law, Code of Virginia 1950, as amended, Title 62.1, Chapter 3.1, Article 4, Section 62.1-44.19, Paragraph 3, this letter report is to advise that the previously mentioned plans and specifications are technically adequate and recommended for approval with the condition that an operation and maintenance manual be submitted to the Department and Board prior to operation of this proposed station. These switches shall be mercury float switches of solid one piece urethane foam construction moulded around and encapsulating a mercury switch. Float bulb switches mast be of a design that controls the direction of the rise of the bulbs thereby allo,:ing their use in confined spaces. Float switches shall use a cable weight or cable tie down for a pivot point. n • 0 PA-6? e- 3 All pump systems shall be installed to start and stop automatically and by manual control. The control panel shall be equipped with visual and audible alarm systems activated by a high water mercury float switch in the pump chamber. The alarm.system when activated shall lock in automatically and require manual resetting.- The pump and automatic alarm systems shall be supplied by separate electrical circuits equipped with fuses or circuit breakers of adequate capacity. The control panel shall provide a hand-off automatic switch and run light to permit operational tests of equipment. Multi -colored circuitry shall be used within the control unit to facilitate trouble shooting. All electrical connections to the pump and float switches shall be watertight and shall be located outside the pump chamber. A waterproof junction box, sized in accordance with the National Electrical Code, shall be mounted outside the 'PUMP ctiamb�'on •a pole `min. above the finished ground level. All electrical circuitry and connections shall be subject to inspection and approval by - �2e-vm1C/L. County Building Insp.ection Division. The pump chamber shall be constructed such that perma- nent ready access to the pump is provided. This may be L.J PAG4 q- accomplished by placing 36 inch (or greater) diameter con- crete well casinos over the outlet -manhole-of the chamber. The well casings shall extend a minimum of 12 inches above the finished contour of the ground. The joint between the well casing and the top of t;ie pump chamber as well as joints between sections of well casing shall be sealed and made watertight. Where ground cover over the pump chamber exceeds 36 inches, reinforcement of the top of the chamber will be necessary. A check valve must be installed in the vertical portion of the pump discharge line. A union must be installed in the horizontal portion of the line at a point directly beneath the outlet manliole of the pump chamber. The pump discharge line 5641A be sleeved through a 4 inch section of PVC Schedule 40 pipe to bridge the excavated area between the pump chamber wall and undisturbed earth. The pump discharge line shall be of a diamater equal to the discharge diameter of the pump. Pump must be rated for sewage and be capable of pumping at a minimum rate of 30 gallons per minute and a maximum of 40 gallons per minute against the total dynamic head. The pumps should be completely submerged at all times to prevent deterioration of seals. A li;tins chain (or equivalent) must be A securely attached to the pump to aid in its removal from the chamber. -A 1/8" diameter vent hole should be drilled in the discharge piping below the check valve and as close to the top of the pump as possible to prevent air locks. (NOTE: These_ specs are not intended to override manufacturers recommendations) Connection of pump leads to the electrical service to the control panel must be made in a junction box on the exterior of the chamber a minimum of 6 inches above finished grade. Pumps turn- ing at 3,450 R.P.M.'s and pumps greater than 1/2 horse power should be 230 volt ,for best efficiency. DISCHARGE PIPING Piping and fittings shall be pressure rated schedule 40 PVC with solvent welded joints. Pump riser containing check valve is to be connected to the gate valve assembly via a schedule 40 PVC compression coupling. A gate valve is to be installed between each pump and the main discharge line. Gate valve may be schedule 40 PVC with solvent welded fittings or of brass construction. The main discharge• line must exit the pump chamber •a minimum of 24" below finished grade. The compression coupling must be in- stalled no lower than 36" below top of pump. chamber. CONTROL PANEL All installations must be equipped with a combined control panel manufactured for use with a sim' plex pumping system with high water alarm and - manual override control. Pump circuits must each be individually protected with circuit breakers or fuses so that the interruption of individual pump circuit will not 1prevent functioning of alarm. Two circuits should be provided from house main elec- trical panel. One to serve control and alarm circuits and one to provide power to pump . The -high water alarm must be separately wired from pump circuits in control panel to insure that alarm is still operable in the event of failure of pump Float and pump wiring between. the pump chamber and control panel should.be color coded to facilitate trouble shooting. rX G t 7 Bottom of the sewer trench shall be shaped to give substantially uniform circumferential support to the lower one-third of each pipe. Holes shall be scooped out where the bells occur leaving the entire barrel of the pipe bearing on the pipe head. Each pipe shall be inspected for defects prior to being lowered into the trench and swabbed or brushed out to insure that no dirt or foreign material gets into the finished line. Trench waters shall be kept out of the pipe and the pipe kept closed by means of a test plug whenever work is not in progress. Pipe shall be handled carefully to avoid breakage. Pipe may be laid in the best manner adapted to securing speed and good results. However, it shall be laid in accordance with the manufacturer's instructions and recommendations. Bell and spigot pipe laying shall proceed upgrade with spigot ends pointing in direction of flow. Backfilling shall be tamped Where it is necessary to cut the pipe to place special castings, care must be taken not to crack the pipe and to cut straight and true around it. Pipe & fitting joints shall be watertight and any leaks or defects discovered shall be immediately repaired to the satisfaction of the Engineer. Any pipe which has been disturbed after being laid shall be taken up, the joints cleaned, and the pipe properly relaid. Damaged or unsound pipe or fittings will be rejected. Before jointing the pipe, all l lumps, blisters, excess coating material and any dirt or sand shall be removed from the bell and spigot end of pipes. Any superfluous material inside the pipe shall be removed by means of an approved follower or scraper after the joints are made. . Where necessary to deflect the pipe from a straight line at joints, the deflection shall not exceed that recommended by the manufacturer. If the specified or required alignment requires deflections in excess of those recommended, the Contractor shall either provide special bends as approved by the Engineer or a sufficient number of'shorter lengths of pipe to provide angular deflections . within the limits set forth by the manufacturer. .* • } A- C,6- 8 PEc. FORCE MAIN SEWER LINES INSPECTION AND TESTS: All sewer force mains shall be tested at a minimum air pressure of at least fifty percent above the design operating pressure for at least % hour. The design operating pressure of a force main is expressed as total dynamic head (tdh). TDH is measured in feet of water. It is known that thirty-four feet of water equals 14.7 psi. The test equipment shall consist of a) two plugs (one tapped and equipped for air inlet connection), b) a shut-off valve, c) a pressure regulating valve, d) a pressure reduction valve, and e) a monitoring pressure gauge having a pressure range of 5 psi greater than the required test pressure. The test equipment shall be set up outside the manhole or pump station for easy access to reading. Air shall be supplied slowly. When the required pressure has been reached, it shall be maintained for five minutes to insure the pipe's internal pressure has been stabilized. After stabilization, the air supply shall be shut off and the test begun. For the section of line to pass there shall be zero leakage for 30 minutes after the valve has been shut off. The pump recommended for the new church is a Peabody Barnes Model SE 51 which is a one-half Horsepower pump specifically designed for pumping effluent from small sewage systems. The design of this type of pump is generally covered by the small sewage regulations. It should be emphasized that these regulations apply to pressurized- drainfield designs where the solids are collected in a septic tank prior to discharging the effluent into the pump chamber. Consequently, if the Peabody Barnes pump is used, a septic tank will be required to collect the solids. This combination will require periodic pumping to empty the septic tank. If it is undesirable to maintain a septic tank, I recommend that a grinder pump be used to process and pump the sewage from the new church to the existing two (2) inch force main. 2. My independent design analysis closely compared to the analysis performed by Courtney White. The only minor deviation was the pump flow of the existing pump when both 9 North Loudoun St. - P.O. This results in a velocity of 0.71 fps which is well below the recommended minimum of 2.0 fps. I do not know the age or condition of the existing pump or if the pump curve shown on the calculation sheet is representative of a new or old pump. The results of my analysis indicate that a problem could develop with the existing pump when both pumps are operating. However, the probability of both pumps operating at the same time is remote. Consequently, I recommend that an agreement be developed between the Rittenours and Valley Bible Church to replace the existing one-third Horsepower pump with a one- half Horsepower pump in the event of a failure due to overload.
