Dear Larry:
The Frederick County Planning Department administratively
approved Site Plan #023-91 of Westminster Canterbury on November
26, 1991. This plan calls for the construction of 20 duplex
(cottage) units on two private roads, with a total of 45
offstreet parking spaces, a 30 percent open space requirement,
use of the existing recreational facilities, a 50 foot woodland
strip as a buffer screen with a 3" caliper sycamore to supplement
the woodland screen, a stormwater management area with a 30"
reinforced concrete pipe, and all required erosion and sediment
control measures. Keep in mind that any future development will
have to meet open space and environmental requirements specified
in the zoning ordinance. Furthermore, it is to be understood
that as long as Roads B and C are both named Wineberry, there
will be no development along Road C unless there is a name
change.

This letter is in regards to my review of Site Plan #023-91 for the
Westminster Canterbury Cottage (duplex) project. This project
received Final Master Development Plan approval on October 21,
1991. The site plan conforms to the master development plan and
the overall concept of plan is fine; however, there are some minor
revisions that need to be made in order to receive final site plan
approval. I offer the following comments:
1) The location of the walking trails needs to be shown on the
plan along with a detailed description of what is included in

2) If the proposed streets are going to have names they need to
be designated now as to avoid duplication with the County's
road naming project. Furthermore, if street signs are desired

4) The actual location of the steep slopes and woodlands needs

PROJECT DESCRIPTION
The Erosion and Sedimentation Control Plan consists of
establishing control measures for construction of streets,
utilities and sitework for 20 duplex residences (10 buildings).
The site is located off Westminster Canterbury Drive at
Shenandoah Valley Westminster -Canterbury.
Approximately 3.7 acres will be disturbed during the grading
of the site.
The project will be served by private streets, and public
water and sanitary sewer.
EXISTING SITE CONDITIONS
The existing topography on the site is generally moderately
sloping with rock outcrops creating steep slopes (greater than
15%) in some locations. The site is generally covered by
mature woodlands. The existing primary drainage pattern is
generally west to east through the center of the site.
ADJACENT AREAS
The site is bounded by the existing Westminster -Canterbury
apartment complex and woodlands to the south, a lawn/woodland
area to the west, residential area and woodlands to the north,
and woodlands to the east. The downstream extremity of the
site has a contributary drainage basin of approximately 27.7
acres, which includes adjacent areas west and south of the site.
SOILS
The soils on the site are classified by mapping units 17E and
17C, Frederick-Poplimento, Rock outcrop complex. This soil
is noted to have a moderate erosion hazard, with an upper layer
of approximately 8 inches (loam).
CRITICAL AREAS
The major erosion and sedimentation problems to be addressed
are erosion in areas having steep slopes, and preventing
sedimentation in the natural channel downstream of the site.
EROSION AND SEDIMENTATION CONTROL MEASURES
A combination of construction entrance (1.01), silt fence (1.06),
straw bale barrier (1.05), inlet protection (1.08), outlet
protection (1.36), riprap (1.37), temporary sediment trap (1.25),
permanent seeding (1.66), and mulching (1.75) will be used to
minimize erosion and to minimize sedimentation off -site.
PERMANENT STABILIZATION
Permanent stabilization will be estabilished by seeding and
mulching all denuded areas following completion of construction.
Selective outlet protection and riprap will provide further
permanent stabilization.
STORM WATER MANAGEMENT
Increased peak rates of runoff will be reduced by detention on
site. (Refer to CALCULATIONS and the Plan drawing for details.)
MAINTENANCE
Siltation and erosion control devices will be inspected daily
and damaged devices will be repaired by the close of the day.

COMMENTS
1. Our review of the calculations for the low pressure sewer
system indicates that the proposed grinder pumps should
adequately serve the proposed development. This
observation assumes that the design elevations and
resulting head losses are not exceeded during construction.
2. The proposed stormwater management appears adequate for the
proposed development. In all probability, the actual
infiltration rates are much higher than those reflected in
the assumed runoff coefficient of 0.25. The entire site is
underlain by a very karst limestone with a relatively high
percolation rate.
3. The proposed building or cottage layout indicates duplexes
with variable floor levels creating stepped foundation
conditions. Because the proposed grading is shown above
the finished floor elevations on several of the units, it
will be necessary to install water proofing and a
foundation drainage system. The latter should be drained
by gravity and include perforated pipe encagsu
clean stone and a filter fabric to prevent clq'(

conform to the minimum Virginia Department of

Request for Master Development Plan:
The Developer should be familiar with and be required to
comply with the provisions of the Frederick County Airport Zoning
District (AP-1) and Airport Support Area (ASA) described in the
Frederick County Comprehensive Policy Plan. The developer should
also be familiar with the provisions and requirements of the
following codes:
Title 15.1 Code of Virginia, Section 489 (Purpose of Zoning
Ordinances) and Section 491.02 (Airport Safety Zoning).
Title 5.1-25.1 Code of Virginia (Permits Required for Erection of
Certain structures.)
As Winchester Regional Airport expands services and
operations, noise associated with such expansion is very likely
to increase. The Airport Support Area established by the
Frederick County Comprehensive Policy Plan is designed to
discourage residential development in the vicinity of the airport
to preclude citizen concerns for noise created by aircraft
operating on, to and from Winchester Regional Airport.
If the developer is planning residential development
adjacent to the ASA or under a flight path used regularly by
aircraft outside of the ASA as they arrive or depart the Airport,
he should be either required or encouraged to insulate all
habitable structures for noise and be required to specifically
address, in the property Covenants and Easements, existing
airport related noise and the probability of increased noise as
airport operations expand.

Cottages. As we discussed, some items are better addressed
on the Master Development Plan (MDP). Therefore, we are
providing copies of the MDP for that purpose.
