Wyatt, Planner H � ` RE: Sherando High School Traffic Light DATE: August 7, 1992 The Frederick County Transportation Committee met on August 3, 1992. During that meeting, the committee discussed the need for a signalized traffic light at the intersection of Route 277 and the future entrance to Sherando High School (Warrior Drive). This issue has been discussed at the Transportation Committee prior to the August 3, 1992 meeting; however, it was decided that the Virginia Department of Transportation would conduct further studies to determine if a signalized traffic light was warranted at this intersection. Enclosed in your agenda is a letter addressed to Mr. Tom Sullivan from the Virginia Department of Transportation dated June 17, 1992. This letter states that signalization is needed at this intersection due to the construction of the new school facility. Also enclosed in your agenda is a resolution supporting the installation of a signalized traffic light at this location. The results appear to support the School Board's argument that signalization is needed at this location due to the construction of the new school facility. We recommend the signal be in place and operational by the opening date of the school in the fall of 1993. Under current Land Use Policy the Board could be allowed to install the signal'under permit if it wishes to bear all costs. We would however provide all engineering and design work needed for the project. If the Board wishes to proceed with this approach we will require a letter of intention so we can. proceed with preliminary engineering on the project. We would also suggest you consider the installation of an empty conduit (minimum 4" p.v.c.) under your access road to accommodate possible future power lines needed for the signal. This should be installed at approximate Station 11+00, from the back of ditch to back of ditch, by open cut methods; thus possibly saving you additional boring costs in the future. As I said we will be having our Frederick County Sign Foreman installing delineators and no parking signs along the west side of Route 765 extended from approximate Station 10+25 to 16+50 at about 50' intervals. The installation should be complete shortly after all of your contractor's work is finished. This action should be adequate to prohibit parking in this area and prevent any further damages to the asphalt walkway. I have enclosed a copy of our Specifications of the signs for your use. Also, as you are aware work on the School's main access road from Route 277 should start shortly. This in turn may force a certain amount of heavy construction vehicles onto Route 765 to access the school site. This roadway was originally constructed to serve the Sherando Park pool and was not designed to accommodate prolonged use by heavy construction traffic. Therefore, please have your general contractor take whatever steps necessary to avoid prolonged use of this section of road to reduce the possibility of damages. However, if damages should result we will then look to you (the owner) for restorations. Should you have any questions or would want to meet to discuss the above matters, please let me know. All of our earlier review comments appear to have been satisfactorily addressed. However, we do offer the following comments: I. There is some confusion over the length of the steel encasement pipe to be jacked or bored under Route 277. Plan Sheet C-18 specifies 56 L.F. while the profile on Sheet C-19 details 34 L.F. This encasement pipe should extend from the side of MH 5-F to the north right-of-way line. 2. Close coordination between the gravity sewer line installation and the Route 277 improvements will be necessary. The sewer line location as proposed will be adequate. However, if installed prior to the road improvements it may result in blockage of the side ditch. If this turns out to be the case, additional excavation and grading may be necessary to ensure positive drainage. Please advise the school board accordingly. A land use permit will need to be applied for and issued to cover work within the right-of-way prior to initiation of work. This permit will require a processing fee, surety bond coverage and the salary and expenses of a State assigned Inspector. Should you have any questions concerning the above, please let me know. BUSHMAN RESIDENT ENGINEER Ref.- Sherando High School Routes 277 & 765 Frederick County During a routine visit to the referenced project on April 2, 1992 we noticed the site contractor, Batman Company, Inc., has damaged the pavement surface of Route 765 by the movement of steel cleated equipment. The equipment was being moved to construct the entrances to the soccer field parking lot. In addition we also viewed a loaded scraper pan driving back and forth from the end of our roadway to the entrances. Batman's land use permit to cover work activities on the right-of-way clearly states no cleated equipment is to be allowed on the highway pavement. If this type of activity continues, consideration will be given to revoke their permit. Regardless, this and any further damages to our right-of-way will need to be corrected prior to our acceptance of the work. Our comments may be found on the enclosed plans marked in red and as follows: 1. The 6" force main within the school access road right-of-way should be installed to maintain a minimum 36" of cover below the side ditch. Also, the distance of this main to the right-of-way line should be noted on the plan. 2. The proposed jack and bore crossing over Route 277 appears satisfactory. However, we are confused over the proposed location of the 8" PVC gravity main. Our records indicate this location is occupied by the Frederick County Sanitation Authority's 12" watermain. 3. We suggest service laterals be provided to the Lucas, Orndorff and both Fruit Limited Partnership parcels so future disturbance of the right-of-way will not be necessary. The opening of Sherando High School will result in an increase in traffic in this area for numerous school related activities both during and after school. In addition, as a result of a joint use agreement between the Frederick County School Board and the Frederick County Parks and Recreation Department, Sherando High School will be the site of a great many programs offered to the public during the evening hours and on weekends. As a result of the above considerations, I would like to take this opportunity to inquire of your office about the possibility of the installation of a traffic signal at the intersection of the entrance to Sherando High School and Route 277 prior to the opening of school in the fall of 1993. As I said we are extremely concerned about the amount of mud on the Route 277 pavement which is being carried out of the site by construction vehicles. We have discussed the problem with your contractor. However, the problem persists especially after rainfall. I have enclosed for your reference a copy of a temporary construction entrance permit dated June 28, 1991 which we issued to your engineer. Item Number 2 specifically addresses this matter and how to avoid it. This situation is causing a serious inconvenience for adjoining property owners as well as a major hazard to the traveling public. Therefore, please take whatever steps are necessary to ensure the problem stops. We will be monitoring the location to ensure compliance. However, if it persists we will be forced to take appropriate action up to and including revocation of the permit. I am also through copy of this letter to Sgt. Perdue of the Virginia State Police, asking that he monitor the location as well. As for the proposed construction of the school access road, as you know we are extremely concerned about the contractor wanting to begin this late in the season. With impending winter weather, it is very doubtful that our construction requirements could be met, thus resulting in additional expenses for the contractor next spring. Therefore, we suggest that a temporary haul road be constructed to serve the site over the winter months. We recommend a minimum of 3"-4" of Standard VDOT #1 Coarse Aggregate being placed from Route 277 back to the school site. This should provide adequate access as well as prevent the carrying of mud out on our roadway. Should this project be submitted with a site plan application form as a new project, or can this work be considered a modification of the original application? 2. Will additional review fees, bonds, etc. be required of the School Board? 3. Will a separate permit be issued for this work? 4. The School Board paid this invoice, along with an invoice from the School Bus Shop, Central Stores and for trash collection with a single check, #307738, and mailed the check directly to the Treasurer's Office. Unfortunately, the Treasurer's Office did not notify the Planning Department that payment was received on our invoice. We had no way of knowing that payment was received. Assuming that payment was not received, we invoiced the School Board a second time on November 13, 1991. The School Board sent the Planning Department check #308361 in the amount of $2,550. We were notified by the School Board's Finance Department that they had discovered they paid twice for the same application. They provided us with copies of their cancelled check, which I have attached to this memo. Please send a check to the School Board in the amount of $2,550 to correct this double payment. The monies were deposited into GF 1303-07. If you have any questions, please do not hesitate to call me. Torbert SHERANDO HIGH SCHOOL FREDERICK COUNTY, VIRGINIA PROJECT SUMMARY The Frederick County Public School Board plans to construct a, new Sherando High;..School to serve students in the Stephens City section of the county. The new structure is designed to house a modern secondary school program which will complement the existing James Wood High School. The student enrollment of the new school is projected to reach 1200 in grades nine through twelve during the 1994-95 school year. The structure must be planned to accommodate a 15% increase in enrollment, and is therefore sized for a student body of 1380 students for a seven period day. The site of the new school building is in the southeastern section of the county along Route 277. The site consists of 40 acres adjacent to county -owned Sherando Park. Recreational facilities (i.e., ball fields, swimming pool) in the park will be accessible to students of the new high school via a connecting road to be constructed as part of the school. Facilities on the school property (i.e., tennis and basketball courts) will be available to the community. A driver's education range will be constructed on park property adjacent to the school site. Utilities available to the site include a 12" water main in Route 277 and an 8" sanitary sewer main in a nearby residential development. Both sewer and water lines are owned by the Frederick County Sanitation Authority. A sewage pumping station will be designed to carry effluent to the nearest existing manhole. Existing ponds in the park will be used to control stormwater runoff from the site. Water quality issues will be addressed. The site will be accessed by a Virginia Department of Transportation (VDOT) maintained road connecting to Route 277. The road connection will involve the construction of right - and left -turn lanes and tapers. The road will terminate at the school property with a cul-de-sac or tee, and is intended to become an extension of the Golladay Parkway at some time in the future. Pavement sections are included on sheet C1. Sign types are included in the specifications for the next phase, which you should receive in about a week. 4. The remaining 2' offset present in the center line of the access road and Golladay Road alignment would appear to be corrected by simply shifting Golladay Road within its right-of-way by 2'. We would appreciate you keeping us informed on the negotiations with Dr. McAllister regarding this shift as well as the additional right-of-way dedication on the north side of Route 277. 3. Several of the pavement designations and locations are confusing and need to be clarified. 4. Various typographical errors and comments need to be addressed as noted. Please revised the plans in accordance with the above recommendations and resubmit twelve (12) copies for final approval. Our recommendations may be found on the enclosed plans marked in red and as follows: 1. We recommend you consider widening an equal amount on each side of Route 277' to provide 36' of full pavement in the area of the full left turn lanes. This will permit shorter transition lengths, place the travel way in the center of the right-of-way and provide smoother horizontal alignment. In the event this is not possible, for some undetermined reason, we suggest the design of turn lanes be in accordance with the revised drawing shown on the b/w print of Plan No. C-6. The future Golladay Road connection and improvements on the north side of Route 277 should also be considered in your design. It appears the proposed entrance to the school will intersect Route 277 slightly east of where the previously established center line of Golladay Road is presently located. Therefore, we suggest the tie-in of Golladay Road be shifted to the west or the school access road shifted to the east to facilitate left turns into both entrances. As presently proposed simultaneous left turns from Route 227 would not be possible. Also, the necessary lane widening of Route 277 to accommodate your entrance would appear to shift the right turn lane on the north side of the roadway outside the right-of-way. If this is the case then additional right-of- way on the north side of Route 277 will be required. We suggest you refer to G. W. Clifford & Associates' site plan titled "The Villages at Sherando/Golladay Road" dated 09/90 to review this design. 2. A 12' right turn lane approximately 200' long with a 150' taper should be provided for traffic exiting the school access roadway. 3. The radius in the southeast quadrant of the access road intersection with 'Route 277 should be adjusted to permit buses to exit without encroaching on the left turn lane (see sketch on b/w print of Plan Sheet C-6). 4. Changes in the drainage system will need to be made as noted on the plans. Mrs. Patricia Torbert August 16, 1991 Page 2 1. j 5. The pavement design on Route 277, the school access road and Route 765 extended will need to be revised as noted. 6. The "Wye" intersection connecting the future roadway to the Route 765 extension should be redesigned so the future roadway ties into Route 765 at an approximate 90` angle. Also, the Route 765 extension pavement is to be sloped at a rate of 1/4" per foot to the opposite side of the roadway from the proposed sidewalk. 7. The parking lot entrances off of Route 765 are to be constructed to a minimum 30' in width if two way, with 20' radii. Also a half typical section of the entrances is to be added to the plan. 8. A standard CD-2 underdrain is to be installed at the location noted. Also, existing underdrains are to be extended as necessary. 9. The proposed 8" watermain within the access road right-of-way should be relocated to within 3'-5' of the right-of-way line or to the shoulder of the roadway. This will allow room for additional utility installations in the future. Also, if the location of any other proposed utilities within this right-of-way are know at this time they should be incorporated into the plan. 10. Existing private entrance culverts along Route 277 will need to be replaced with minimum 30'x17xl3" C.M.P.A. (asphalt coated). Please revise the plans in accordance with the above recommendations and resubmit for further review. Should any changes be deemed necessary please design them to meet or exceed the above recommendations. The first item I wish to address concerns hazards on the site as viewed from a fire and rescue perspective: A. No access is provided to the baseball field for an ambulance. Carrying patients a long distance not only taxes ambulance crews, but can compromise the quality of care received and ultimate recovery of a patient. EXAMPLE: Spine or neck injury. It would be very poor to immobilize a patient on a back board, then carry them over 600' to get to the ambulance. CORRECTION: Provide 20' all weather fire lane access with suitable turn around to ball field. There should be an adequate gate in the fencing to drive onto,the field in case of a severe emergency. w�sk 6_'_ iA'va"k B® Access to the site via a single 24' street proposed to carry students, busses, staff and deliveries is poor at best and is going to result in continuous bottle necks both morning and afternoon, not to mention the traffic problems during athletic events, concerts, graduation, etc. These traffic back ups create an impossible ingress for fire and rescue apparatus as well as increased occurrence of automobile accidents. These problems are very evident at James Wood Ridge Campus where only one means of vehicle ingress is utilized. During pre -construction meetings on this project, an entrance drive consisting of dual lanes in each direction was requested by this office. Obviously, this meeting served no purpose as our concerns on ingress were ignored. 0 CORRECTION: At a minimum, our request is for three (3) traffic lanes from VA Rt. 277 to the site with the center lane being utilized for ingress in the A.M. and exit in the P.M. This would have two lanes with one lane remaining free to travel against traffic in an emergency. Further, the lane to the student parking lot would be much better placed to the northern corner of the lot. As drawn, every student driving to school must cross the primary traffic lane to gain access to the school or to their vehicles in the afternoon. Moving the lane to the north would put the primary traffic lane on the side of the parking lot furthest from the school. The n lane to the parking lot as drawn should be used for exiting busses instead of them having to enter and exit the bus loop at the same point. All of these turns and vehicles from the entire site 80 meeting at this narrow throat is going to create one accident after another. Fire and rescue would like to see a second means for access established to Rt. 641 via the existing dirt lane running along the west side of the property. With this done, bus and vehicle traffic could be separated and the traffic to Rt. 277 lessened. Since we currently do not have access to Rt. 641, the access to the park is going to have to be upgraded to a complying fire lane ie: 20' wide. All weather surface, capable of supporting a 20 ton vehicle and posted with appropriate signage designating it as a fire lane. O�VD The access drive to the track is inadequate as it is only 16' in width. This lane as well as the outside track must be complying fire lanes, 20' in width. The hydrant shown on the bus loading loop will be blocked morning and afternoon by busses. Relocate to end of traffic island and protect with bollard. 0 0 ✓ F. Hydrant coverage is not per Frederick County Chapter 10 requirements. A hydrant is required within 300' of all points on the building perimeter, measuring on centerline of the street. Additional hydrants are necessary to meet his requirement. A hydrant is also going to have to be placed within 50' of the fire department siamese connection, dedicated to same. (cannot be counted in satisfying distance requirements) Additional hydrant is required on the track in the area of the concessions building. Hydrants to be no more than 3' from gutter at curb and a minimum of 40' away from the structure they are intended to protect. /G. Show location of fire department siamese connection for approval. Request gas meter placed as close as possible to fire department siamese connection, to facilitate operations during an emergency situation. I. During construction, access for emergency vehicles must be maintained at all times. J. Burning of any construction debris on site is prohibited. K. Do not install sprinkler piping, fire alarm systems or any fire protection equipment prior to receiving approval from The Fire Marshals Office. Approved plans must be kept on the job at all times. L. To facilitate rescue response, the various practice fields should be numbered and appropriate signage designating each put into place. Site Utilization Safety/Security/Signage 1. It was cautioned that some sort of security measure may be required along east property line adjacent to Sherando Park Recreation Area due to the large number of children who frequent those facilities and may attempt to wander on site. 2. Tiber indicated they would set up temporary lighting at staging area and a safety policy billboard at front entrance. A preliminary CPM Schedule was presented by Tiber. This was noted as being aggressive. Mobilization is planned for the first week of October. 2. A preliminary site utilization plan was presented by Tiber. 3. The working hours range may range between the hours of 6:30 AM and 6:30 PM. The school board presented no time restrictions. C. Permits/County Inspections. 1. Building Inspection Department reminded GC that subcontractors are required to file for permit. Especially the M, P, E for site work. 2. County requested an on -site meeting with subcontractors prior to commencement of work to review permit/inspection procedures. 3. County will forward to Tiber a written package of County procedures. 4. G.C. will provide concrete inspection service. NOTE: Owner is to provide soils inspection. 5. A list of subcontractors was requested by County. D. Division 2 1. Planning Commission - Site - a. Stated that inspectors will be on site from time to time to monitor the work. b. After approval of contract drawings, they require VA DOT to inspect the access road area. b. Requested meeting on site before work commences. NOTE: Work for Route 277 - permit fee $100 maximum - Inspector fee ($20/25/hr x 2 hr/Day) 5. Shenadoah Gas - a discussion concerning gas lines occurred. A need to coordinate trench work with various utilities (water, gas, electric) was cited by Tiber. 6. Parks Authority - cautioned the need to watch blasting due to swimming pool next door. When blasting - the sub was requested to have a seismograph operating. No blasting will occur without prior notice to authorities. 7. Sanitation Authoritv a. Will inspect all sani/sewer lines up to and into building. b. Sani/sewer was performed by Batman prior to Tiber. C. The main pump station is not by TCC. This work may not occur for at least 1 year. (Still under design). E. Division 15 1. Fire Marshall a. Burning of debris is not permitted per FC. (Fire in drums may be permitted for winter masonry if strict safety is ensured). b. Blasting per Article 26 - "Blasting" vehicle needs approval stamp displayed on vehicle. VA certified blasters are acceptable. All regulating agencies - Tiber requested that any written procedures be forwarded, by that agency, prior to commencement of work (not later than 9/30/91). III. SUBMITTALS: A. Submittal flow was discussed. All design disciplines are in-house, except for kitchen; M014 requested that all submittals be forwarded to them. The architect will retain (2) copies and return the balance to Tiber. Tiber shall forward, on site, (1) copy to owner representative after approval. B. As per specifications, submittals must be reviewed and returned to Tiber within 10 working days. MOW indicated their need to formulate color boards, in the future, for finishes. This shall be considered in making submittals. C. Tiber will provide a submittal schedule. A basic schedule can be seen on the preliminary CPM presented today. D. Tiber requested that all marks on submittals by reviewers be clouded. Tiber markings will be in green ink, architect and consultant in red. E. Submittal numbering system by Tiber will be as follows: Example: 08800-001 1st # = specification section 2nd # = overall sequential 1. Each submittal will have a unique number. 2. Resubmittal numbers will be noted on the Tiber submittal stamp, by revision number. F. Tiber requested that submittals not be used as a vehicle for contract scope changes. It was agreed by all parties that minor modifications are acceptable, but possible scope changes will be issued via a CCD. G. MOW shall coordinate the numbering of CCD issues. In each case practical, CCD's should involve issues in only one contract component. B. Conversion of CCD's to Contract Change Orders - the administrative guidelines noted below were requested: 1. Each CCD will, where practical, include only one issue. Contract Change Orders will include only one CCD for priority or significant monetary change orders, as agreed. 2. Tiber "REQUEST FOR CHANGE ORDER TO CONTRACT" form (copy attached) was approved as the project Change Order Request form. The AIA G701 change order form, will be used as the Project Change Order form. Where practical, a group of RCO's may be packaged as one change order, as agreed. 3. Each Change Order will include a contract component reference. C. Change Order approval process. Tiber shall issue five (5) copies of Change Orders to MOW for approval. D. Tiber requested authorization to bill for unapproved, but authorized Change Order work in place at the'time of the payment requisition. In an effort to mitigate any delay of payment on such work it was agreed to expedite change order approval, as identified by Tiber. Change Order approval by Owner is approved at School Board meetings. A meeting date list was provided and is attached. V. CONTRACT DOCUMENTS: A. MOW agreed to forward any extra sets of drawings they will have. Contract Documents require 25 additional sets. Tiber has received approximately 35 sets to date from MOW. It was also noted that State approval has not yet been granted. VI. PAYMENT REQUISITIONS/PROGRESS MEETINGS: A. Format for payment requisition was discussed: Per Specification 1027. 1. A schedule of values will be submitted by Tiber. B. Tiber will prepare a list of progress and requisition meeting dates for the project duration. It was agreed that the schedule should be planned as follows: 1. Progress meetings - every week, Thursday 9 AM. - agenda & minutes will be written & distributed by Tiber. - MOW requested that major subcontractors be in attendance. 2. Requisition/progress meetings - pay requests must be approved at School Board Meetings (see Schedule attached). Tiber will submit a pay request schedule to coordinate. AIA G705 form will be used. 3. The first progress meeting will be October .1 and the first requisition/progress meeting will be October 31. C. Billing for stored materials is permitted providing the requirements in the specifications are followed. It was agreed that any materials complying with specs, at any time, prior to submittal of requisition, may be incorporated in the pay request. VII: COMMUNICATION - FLOW OF INFORMATION: A. As stated by Tiber and agreed to by all parties, subcontractors of Tiber are to have no direct communication with the owner, architect or consultants. B. Change Orders, R.F.I.'s, direction will be handled through MOW, per MOW. MOW inspector shall be Vince Clinevell. Carlton Ramey shall be the Owner's Representative on site. Wyatt, Planner II RE: Sherando High School Preconstruction Meeting DATE: September 5, 1991 The Frederick County School Board has planned a preconstruction meeting with Tiber Construction of Fairfax on Wednesday, September 11, 1991. This meeting will be held at 1:30 p.m. in the Frederick County School Board Conference Room, located at 1415 Amherst Street in Winchester. Mr. Thomas Sullivan has encouraged all review agencies to attend this meeting. This will provide opportunities to meet with key members of Tiber Construction and discuss any concerns related to this project. Please contact me at the Planning Department (665-5651) if you would like to carpool for this meeting. THE COURTHOUSE COMMONS 9 N. Loudoun Street - P.O. Box 601 - Winchester, Virginia - 22601 0 0 SHERANDO HIGH SCHOOL ON -SITE MEETING Date: June 27, 1991 Time: 3:15 p.m. This meeting took place at the proposed entrance location for the new high school off of Route 277 (the existing seasonal fruit stand). Members from the Frederick County School Board, Mills Oliver & Webb, Batman Corporation, Planning & Zoning, and the County Engineer were present to discuss the requirements necessary for Batman Corporation to obtain a Land Disturbance Permit from Frederick County. The following events were discussed: 1) Grading Plan - Ed Strawsnyder, Director of Engineering Services said that he was still reviewing the plan and that it would be complete at the end of this week. Ed Strawsnyder stated that it would be OK to issue a Land Disturbance Permit at this point. Lanny Bise II, Planner stated that five (5) copies of the Erosion and Sediment Control Plan would need to be submitted for review. Mr. Behrooz Ebrahimi, Construction Manager for Batman Corporation was issued a Land Disturbance Permit by Lanny Bise II on June 28, 1991. * It was determined during the on -site meeting that a construction entrance and a temporary sediment pond would have to be installed prior to any grading work on this site and that inlet protection would be required as soon as possible. Lanny Bise is scheduled to inspect this site Monday, July 1, 1991. 2) Dust Control - Jim Doran, Director of Parks and Recreation stated that his primary concern at this stage regards dust control. The public swimming pool at Sherando Park will be affected if this measure is not incorporated into the site grading. *It was determined during the on -site meeting that the entire area must be stabilized as soon as subgrade is reached. If rainfall is sufficient to achieve this fine; however, it is most likely going to require periodic watering of the disturbed area. 3) Entrance and Roadway - Batman Corporation has proposed that the road way needed to serve this site will be cut-out within one (1) week. * It was determined during the on -site meeting that VDOT must approve the pavement specifications prior to the installation of stone for this 80' right-of-way. 4 ) Burn Permit - This project will disturb wooded areas that will be razed, cut into sections, and burned. This will require a permit to burn from the Frederick County Fire Marshal's Office, as well as approval from the Air Pollution Control Board. *NOTES* It is proposed that the building pad for this site will be complete by September 1, 1991. Mills, Oliver, & Webb will have the site plan submitted to this office no later than August 1, 1991. Many of these issues have been addressed but I have not returned to the job site to sign off on them. I hope this will assist you in completion of this project. 1. Exhaust fan and make up air fan on kitchen hood did not function properly when tested on 3/31/93. 2. B/C rated fire extinguisher required at pull station of hood system prior to final walk through. 3. Tamper switches on sprinkler riser valves did not function properly during alarm testing on 3/31/93. 4. Oven placement in kitchen does not allow access to hood system for servicing and cleaning. 5. There is potential for burn injuries from gas deep fryers as they are placed currently under hood. 6. Smoke detectors in Physical Education Department were annunciating as pull stations when tested on 3/31/93. 7. Test of smoke hatch over stage is outstanding. 8. Sprinkler zones were criss crossed in areas 1-5 during alarm testing on 3/30/93. 9. Main drain (2") on sprinkler riser must terminate on exterior of building. Fire dampers in air grills in wall between finish room and shop area. 14. All ceilings must be completed prior to final occupancy. 15. All sprinkler head escushion plates must be in place. 16. All fire extinguishers in place and properly tagged showing current inspection. 17. Test of emergency lighting, including generator start/run with lighting and fire alarm system. 18. Protective tape removed from all smoke detectors. (Note: To avoid contamination from dust, please do not do this until after final cleaning) 19. Fire doors going from Commons Area to Phys. Ed. Dept.. require metal for hold open devices. 20. Proper positioning of all hydrants - (4" connections facing curb) 21. Signage must be in place at fire hydrants designating fire lanes. In addition to above items, I will want to do a complete walk through with personnel from our first due fire and rescue companies. This will probably be coordinated with Frederick County School Board Personnel.
