The Frederick County Planning Department administratively approved Site Plan #021-91 for
Lease Building "S" on November 14, 1991. The approved site plan calls for the construction
of a 100,800 square foot building for industrial and office use, a 50 foot CG-6 entrance off of
West Brooke Road, a paved parking lot complete with curb and gutter, 30 regular parking
spaces, one (1) handicapped parking space, perimeter landscaping and a four (4) foot pedestrian
walkway, a paved loading area complete with eight (8) marked loading spaces, two (2) fire
hydrants, a Siamese connection, transformer pads, cooling tower pads, dumpster pads, a
retaining wall, a stormwater management area utilizing corrugated metal pipe, a relocated
drainage channel and all appropriate erosion and sediment control measures. Enclosed is a copy
of the approved site plan for your records.

This letter regards my review of the above referenced site plan. This site plan was provided by
Mr. Fred Ash of Howard Shockey & Sons, Inc. The following comments need to be addressed
prior to final site plan approval:
1) Provide the use and zoning of all adjoining properties.
2) Provide the dimension and location of all required setbacks.
3) Provide the FAR calculations for this site.
4) Include the proposed use and height of each building.
5) Provide the route number for West Brooke Road.
6) The calculations for the number of parking spaces and loading spaces needs to be
provided. Please show all parking spaces (existing and proposed) with dimensions and
aisle widths. This information is necessary to determine required regular parking spaces
and required disabled parking spaces.
7) Please display any signs, outdoor lighting fixtures, outdoor storage areas, or
environmental features if they are present on site.
8) Provide location of trees necessary to comply with parking lot landscaping requirements.

RE: Lease Building 4 Site Inspection.
Dear Fred:
I conducted my inspection of the above referenced site this afternoon. Hopefully, this letter
will explain the outstanding site work that must be completed prior to final site plan
approval.
Since my last site visit on January 17, 1992, the parking area has been poured and the curb
and gutter has been installed. This has been the only site improvements since the 17th;
therefore, I will need to inspect the following:
1) Parking space striping.
2) Handicapped parking striping and signage.
3) Stripe all loading spaces (I understand this will occur once the actual grade of the
loading docks in determined).
4) Provide all required landscaping.
5) Stabilize all disturbed areas.
6) Maintain or replace all required erosion and sediment control devices.
7) General site cleanup (construction debris, remove sediment from
parking/loading/maneuvering areas and West Brooke Road).

As we discussed on site, I will be willing to sign -off on a Temporary Certificate of
Occupancy Permit for this site, provided the Fire Marshal and Building Inspections
Department are ready. This will allow Southeast Container to setup their office and
production equipment. I would like to see more progress made on the site and a separation
of construction equipment from office/manufacturing personnel prior to the projected
startup date for this facility. This is based strictly and safety concerns.
I will visit this site next week to conduct another inspection. Please contact me if I may
answer any questions regarding this letter.

COMMENTS
I have completed a review of the revised site plan and offer the
following comments:
1. Correct invert elevations for the 12" CMP running under the
southern loading docks.
2. Correct upgradient invert for 18" CMP to 691.8 to
correspond to stormwater management calculations.
3. Evaluate channel section at contact with new road berm to
determine suitability to pass the ten (10) year and 100
year storm flows. It appears that a constriction has been
formed by the addition of the road berm. This constriction
could cause a backup of stormwater onto the adjacent
property plus a possible flooding of the stormwater
detention basin designed for the building pad.
4. The finished grades on the west side of the building have
not been revised to achieve a one (1) percent grade. This
grade is recommended to insure positive drainage and

COMMENTS
We have completed our review of the revised site plan dated
November 6, 1991. Generally, this revision was applied to the design
of an alternative stormwater management plan to replace the original
design which was inadvertently overlooked during the site grading.
Basically, the new plan utilizes the originally designed
sediment pond as the permanent stormwater detention basin. In
addition, a new 36" CMP is proposed under the existing access drive
to divert runoff from the building site to the stormwater management
area. This revised scheme is approved and should be implemented
immediately.
We recommend that the area adjacent to the inlet end of the 36"
CMP be expanded to prevent a stability and siltation problem. A
flared end section should be added on each end of the 36" CMP to
improve slope stability. The site grading plan should be revised to
reflect a flatter inlet area.

RE: Lease Building "S" Erosion and Sediment Control Plan
DATE: August 19, 1991
This memorandum regards the above referenced plan. I talked to Mr.
Larry Dubick of Shockey Company today and told him that I would
look at this plan. I informed him that our department would issue
a land disturbance permit after receiving word of approval from
you. I was informed that this project is to be treated as
priority, and that the site plan would be in at the end of the
week. I offer the following comments:
1) The plan meets the general requirements of the VA E & S
Handbook, as far as type of controls used and sequence of
construction (I question #4 under sequence of construction.
Can all sediment be used as fill material?).
2) Need to show the limits of CRS - minimum is 501.
3) Silt fence appears to be located off site, is this allowed?
4) Soil types aren't that bad; however, Massanetta loam (29) is
subject to flooding.
5) Outlet protection looks fine.
6) Question the use of the channel bed as a temporary sediment
basin. I believe this is a dry bed, but will heavy rains
cause sediment buildup in channel?
7) Area marked in orange appears to be a future building. The
southern and eastern portion of this future building appear to
be in a bad location.
8) Should more control measures be placed along the area marked
in green?
9 ) Will the grading along the western side of the building create
a ponding in relation to the finished floor area.

This is to acknowledge receipt of your revised plans dated October 8, 1991 to
the above referenced location. The plans appear satisfactory and are
approved. Please advise the developer accordingly.
I offer the following comments:
A preconstruction conference be held by the engineer and/or developer with
the attendance of the contractor, various County agencies and VDOT shall be
conducted prior to initiation of work.
Materials used and method of construction shall apply to current observed
VDOT Road and Bridge Specifications applicable during construction of this
development.
Our review and comments are general in nature. Should conditions in the
field exist such that additional measures are warranted, such measures shall
be completed to the satisfaction of the Department prior to inclusion into
the Secondary Road System.
Attached is a copy of the minimum requirements and information needed prior
to acceptance of subdivision streets into the Secondary System. This is the
responsibility of the developer.
All drainage is to be carried within the right-of-way in ditch lines or
gutters along-4the street to a pipe or drainage easement.
The contractor shall notify VDOT when work is to begin or cease for any
undetermined length of time. VDOT will also require (forty-eight) 48 hours
notice for inspections.
A land use permit shall be obtained before any work is performed on the
Route 1322 right-of-way. This permit will require a minimum processing fee,
surety bond coverage, plus the salary and expenses of a State assigned
Inspector.

If mailboxes are to be placed along the roadway fronting lots, a minimum of
four W) feet shall be between the edge of pavement and the front of
mailbox as shown on the attached sketch.
Any entrances constructed from the referenced street(s) shall meet VDOT
minimum standards. This is the developer's responsibility
• Any signs to be installed will be in accordance with attachments.
I suggest any utilities and/or storm sewer placed within the proposed
right-of-way be backfilled completely with C.R. Type 21-A Stone. This will
greatly reduce the possibility of any pavement settlement.
The proposed quadruple box culvert design is being approved contingent upon
our Materials Section's review of the geotechnical investigation. As soon
as were in receipt of any comments they may have we will forward same onto
you. As we discussed last week you indicated lengthening of the box, as we
originally recommended, by approximately 6'± would not be necessary due to
the angle at which the structure crosses West Brooke Road. This will be
fine provided a minimum 12.5' shoulder can be provided across the north west
side of the box and an erosion problem does not result from the outside
limits of the shoulder and the box headwall. This is necessary due to the
curb and gutter offset of the adjacent commercial entrance to the
Southeastern Container property.
However, after rough grading is started, if it is determined a 12.5'
shoulder cannot be achieved or an erosion problem is created, additional
measures may be necessary before we accept the structure.

DATE: November 14, 1991
The site plan for Lease Building "S" has been revised to reflect
the modified stormwater management plan to replace the original
stormwater detention basin which was inadvertently filled during
construction. The revised plan dated November 13, 1991, has modified
the previously designed sediment basin to serve as a stormwater
detention basin. In addition, a 36" CMP with flared end sections
will be installed under the access drive to divert runoff from the
building site.
In our opinion, the modified stormwater management plan is
satisfactory for the proposed site development. Consequently, we
recommend approval.

I have completed a review of the subject site plan and have the
following comments:
1. Attach a copy of the approved Erosion and Sediment Control
Plan with this site plan for future reference.
2. Indicate limits of relocated drainage channel. Consider
establishing a drainage easement to delineate limits of
relocated drainage channel.
3. Consider adding drainage culvert from the north side of the
new entrance to the south side into the new box culvert.
4. The proposed stormwater management plan lends itself well
to controlling the quantity as well as the quality of the
stormrun off.
5. Reevaluate storm drainage conveyance on the west side of
the proposed building pad. It appears that the actual
slope is less than one-half of one percent. It also
appears that a channel section will be difficult to achieve
without lowering the grades near the ends of the building
or installing a drop inlet and piping.

could lead to ice buildup in the loading dock area. This
potential problem should be avoided if possible.
