The Frederick County Planning Department administratively approved Site Plan #020-91
of Youth Development Center on June 26, 1992. The approved site plan calls for the
construction of four office buildings totaling 17,696 square feet, an asphalt parking lot
complete with curb and gutter, 71 regular parking spaces, 4 handicapped parking spaces, 4
handicapped parking signs, six foot wide concrete pedestrian walkways, and parking lot
landscaping, ten 250 watt lights mounted on 20 foot fiberglass poles, a fire hydrant, a picnic
shelter, full landscaped screening along the eastern parking area complete with a six foot
high solid wooden fence and deciduous and evergreen trees at least four feet in height at
time of planting, and all appropriate erosion and sediment control measures. It is my
understanding that G. W. Clifford & Associates has provided you with a copy of the
approved site plan.
Please contact this office to schedule an on -site inspection when these improvements are
complete.

RE: Youth Development Center Site Plan Review.
Dear Duane:
I have finished my review of the revised Youth Development Center Site Plan. The design
and layout of this site will create a very attractive youth center for our community. I believe
this concept should be maintained; however, I have some minor revisions that need to be
implemented prior to final site plan approval:
1) Please provide the use and zoning of the properties across Battaile Drive and
Shawnee Drive. (Sheet 2 of 7)
2) The FAR calculations for this zoning district need to be provided. (Sheet 2 of 7)
3) The location of the rear yard setback is not shown along the entire rear property line.
My measurements indicate that the proposed picnic shelter extends approximately
five (5) feet into the rear yard setback. The picnic shelter can be easily adjusted to
meet this requirement. (Sheet 2 of 7)
4) Curb and gutter needs to be provided on the parking lot section that is adjacent to
the proposed footbridge path. (Sheet 2 of 7)
5) Curb is shown along one side of the bridge that joins the two parcels. I have
discussed this with Ed Strawsnyder, and he believes that curbing would not allow
water to flow over the bridge. The curb should be deleted and replaced with a safety
guardrail along both sides of the bridge. (Sheet 2 of 7)
6) Mr. Baker was required to have a boundary lot line consolidation to be in
compliance with the M-1 Zoning District setbacks. Enclosed is a copy of the plat
that Mr. Baker submitted to our department. This will require the property
boundary lines for Tracts A, B, and C to be removed from this plan, and will require
Project Summary and Design Notes #2 and #3 to be revised. (Sheet 2 of 7)

7) A "C Category Buffer" is required to separate the proposed development from the
Graber property. The location of this buffer needs to be provided on Sheet 2 of 7,
and an adequate detail needs to be implemented on Sheet 5 of 7. It is important to
design a buffer that will prevent headlights from shining onto the Graber property.
8) Will the proposed 20' fiberglass poles housing the 250 watt high pressure sodium
lighting shine onto the Graber property or Shawnee Drive? (Sheet 2 of 7) .
I have received various review agency comments to date. The Virginia Department of
Transportation has approved their portion of this project. I will need approved comment
sheets from the City of Winchester Public Utilities Department, the Fire and Rescue
Departments from both the County and City, the County Engineer, the City of Winchester
Department of Planning and Development, and the County Inspections Department. The
U.S. Corp of Engineers has provided you with an approved permit that will be modified as
of January 13, 1992. This will make the existing permit invalid; therefore, I will need a copy
of the new permit for my file.
Please provide me with four (4) copies of the revised site plan for final approval once all
review agencies have provided you with favorable comments.
Once again, I would like to compliment your efforts to date. This project will be very
beneficial to many organizations in our area. Please contact me if I may answer any
questions regarding this letter.

We are enclosing two (2) sets of construction drawings which have been
revised to reflect Frederick County comments of January 9, 1992 and City of
Winchester comments of January 22, 1992.
In addressing the City of Winchester comments, we are providing the
following item by item responses:
FIRE:
I. By the addition of ten (10) feet of pavement and curb and gutter along
Battaile Drive, the existing fire hydrant will be more accessible than
current field conditions provide.
2. The activities building will not have a sprinkler system (see attached
letter dated March 14,1992 from David W. Ganse, AIA).
ENGINEERING:
L General Construction Note 14 has been revised accordingly.
2. It has been determined that top of curb elevations are not required
since bottom of curb elevations are provided on sheet 3.
3. Pavement section detail appears on sheet 3 and apparently was
overlooked.
4. Hoge Run relocation sequence has been revised accordingly.
5 100 year flood elevation study HEC-2 printout is attached.
ENGINEERING: REPEAT COMMENTS
1. Permits have previously been provided and are still valid (see attached
letter dated March 19, 1992 from Harvey E. Strawsnyder, Jr., P.E.).

Dear Tom,
The Fire Marshall asks why a Fire Suppression System Has not
been incorporated into the design of the subject building.
APPLICABLE PROVISIONS OF THE VIRGINIA USBC
Section 1002.0 Fire Suppression Systems
1002.1 Where Required: Automatic fire suppression systems
shall be installed where required by this code, and in
locations indicated in sections 1002.2 through 1002.10
1002.4 Use Group A-3: Where a use group A-3 fire area
exceeds 12,000 square feet in area, an automatic fire
suppression system shall be provided as follows:
1. Throughout the entire story or floor level where the A-3
use group is located;
2. Throughout al 1 story es and f 1 oor 1 eve s be ow the A-3 use
group; and
3. Throughout all intervening stories and floor levels
between the A-3 use group and the level of exit discharge
of exits that serve the use group A-3 fire area,
including the level of exit discharge.
Article 2 - Definitions
Fire Area: The floor area enclosed and bounded by fire walls,
fire separation assemblies or exterior walls of a building to
restrict the spread of fire (see Section 909.2).
Section 909.0 - Fire Separation Assemblies
909.2 Fire Area: A fire separation assembly which separates
adjacent fire areas shall have a fire resistance rating of not
less than the fire resistance rating required by Table 313.1.2
based on the use of the Fire Areas which are separated.

As discussed, the building will be classified, in it's
entirety, as an A-3 Use Group. This has been confirmed by the
Building Official on 2/25/92. Since the entire building does
exceed 12,000 square feet in area, you have asked me to divide the
building into Fire Areas not exceeding 12,000 square feet in order
to preclude the use of an automatic fire suppression system.
Although I have advised you to include the fire suppression system
into the Project; you have requested me to implement the allowable
alternative. This being the case, I will determine appropriate
locations for fire separation assemblies to divide the building.
Table 313.1.2 requires fire separation assemblies of 2 hour
construction for this purpose.
Additional requirements are imposed on Specific Use Areas as
described in Table 313.1.4.1, i.e. storage rooms. These must
comply with the special provisions of said table based on their
size. Where a sprinkler system is required in specific use areas,
a "limited area sprinkler system" complying with Section 1005.0 may
be employed.

Marshall's concerns. Should you have any questions, please contact
me.

Dear Duane:
In response to your request, I contacted Mr. Ron Stauffer with
the U1 S. Army Corps of Engineers, Norfolk District, regarding the
validity of Nationwide Permits 14 and 26.
As you are aware, I visited the site in October 1991, with Mr.
Stouffer to review the impact of the subject project on existing
wetlands. Based on this site visit, Mr. Stouffer issued an approval
document dated October 15, 1991, referencing Nationwide Permits 14
and 26. In addition, he indicated that these nationwide permits were
scheduled to be modified, reissued or revoked prior to January 13,
1992.
During my recent conversation with Mr. Stouffer regarding the
above issue, he informed me that the approval document is valid for
one (1) year from the date of issue regardless of the status of the
nationwide permits. This approval is based on the fact that the
project commences within one (1) year after October 15, 1991, and
complies with the provisions of Nationwide Permits 14 and 26 (33CFR
330.5(a)(14) and (a) (26)) and the' best management practices
indicated on the approved site. The project has been initiated with
the construction of the two (2) story office building and related
parking areas.

The project consists of the discharge of fill material to prepare a tract for development. Approximately 120 feet
of a small stream would be diverted and filled to allow construction of the new facilities. Additionally, a 24-foot
wide culverted crossing would be installed to allow access to the north side of the stream.

Dear Duane:
I have finished my review of the revised Youth Development Center Site Plan. The design
and layout of this site will create a very attractive youth center for our community. I believe
this concept should be maintained; however, I have some minor revisions that need to be
implemented prior to final site plan approval:
✓1) Please provide the use and zoning of the properties across Battaile Drive and
Shawnee Drive. (Sheet 2 of 7)
A) The FAR calculations for this zoning district need to be provided. (Sheet 2 of 7)
,"'3) The location of the rear yard setback is not shown along the entire rear property line.
My measurements indicate that the proposed picnic shelter extends approximately
five (5) feet into the rear yard setback. The picnic shelter can be easily adjusted to
meet this requirement. (Sheet 2 of 7)
✓4) Curb and gutter needs to be provided on the parking lot section that is adjacent to
the proposed footbridge path. (Sheet 2 of 7)
5) Curb is shown along one side of the bridge that joins the two parcels. I have
discussed this with Ed Strawsnyder, and he believes that curbing would not allow
water to flow over the bridge. The curb should be deleted and replaced with a safety
guardrail along both sides of the bridge. (Sheet 2 of 7)
A) Mr. Baker was required to have a boundary lot line consolidation to be in
compliance with the M-1 Zoning District setbacks. Enclosed is a copy of the plat
that Mr. Baker submitted to our department. This will require the property
boundary lines for Tracts A, B, and C to be removed from this plan, and will require
Project Summary and Design Notes #2 and #3 to be revised. (Sheet 2 of 7)

7) A "C Category Buffer" is required to separate the proposed development from the
Graber property. The location of this buffer needs to be provided on Sheet 2 of 7,
and an adequate detail needs to be implemented on Sheet 5 of 7. It is important to
design a buffer that will prevent headlights from shining onto the Graber property.
✓8) Will the proposed 20' fiberglass poles housing the 250 watt high pressure sodium
lighting shine onto the Graber property or Shawnee Drive? (Sheet 2 of 7) .
I have received various review agency comments to date. The Virginia Department of
Transportation has approved their portion of this project. I will need approved comment
sheets from the City of Winchester Public Utilities Department, the Fire and Rescue
Departments from both the County and City, the County Engineer, the City of Winchester
Department of Planning and Development, and the County Inspections Department. The
U.S. Corp of Engineers has provided you with an approved permit that will be modified as
of January 13, 1992. This will make the existing permit invalid; therefore, I will need a copy
of the new permit for my file.
Please provide me with four (4) copies of the revised site plan for final approval once all
review agencies have provided you with favorable comments.
Once again, I would like to- compliment your efforts to date. This project will be very
beneficial to many organizations in our area. Please contact me if I may answer any

On the subject of providing an opaque screen along the southwems-t
property boundary to prevent headlight glare from disturbing the
adjacent property owner, I recommend that the number of pine trees
proposed for that area be increased and that the spacing between the
trees be decreased. More specifically, there should be planted in
the first 100 linear feet of parking area a minimum of 20 pine trees
spaced 5' apart in a single row. These trees will be 5' high at
planting with a spread of about the same dimension.

of a small stream would be diverted and filled to allow construction of the new facilities. Additionally, a 24-foot
wide culveited dossing would be installed to allow access to the north side of the stream.

Project Description
The purpose of this project is the construction of a youth activity building
and related office buildings. In addition to the buildings, parking lots with public
service facilities will be installed including stormwater management structures.
The site consisting of 6.2 acres lies partly in the City of Winchester and
partly in Frederick County, Virginia. A total of about 3 acres will be disturbed by
construction.
Existing Site Conditions
The proposed site is an area of gently rolling land formerly in agricultural
production. Most of the site is covered with a sparse natural growth of weeds,
grasses and bushes. The site is divided by Hoge Run which is the boundary line
between the City of Winchester and Frederick County.
Adjacent Property
The site lies at the intersection of Shawnee Drive and Battaile Drive. The
remaining two sides are bordered by a residential lot, vacant land and industrial
use land.
A detailed description of the sediment and erosion control devices required
and how and when they should be installed, and a description of the soils found in
the site can be found in the attached Requirements. An erosion and control plan to
supplement the approved site plan is also enclosed.

EROSION AND SEDIMENT CONTROL REQUIREMENTS
YOUTH DEVELOPMENT CENTER

1.0 GENERAL
1.1 DESCRIPTION:
A. Work Included: Erosion and sediment control operations and devices required for this
work are indicated on the drawings and include, but are not necessarily limited to:
1. Installation of control devices;
2. Maintenance of control devices;
3. Temporary forms of stabilization;
4. Removal of devices and site restoration.
1.2 STANDARDS:
A. The following codes and standards, latest editions form a part of this specification,
to the extent of all provisions applicable to the work required for this project, and as
specifically referenced herein.
1. All work shall comply with Virginia Erosion and Sediment Control Handbook and
as amended by local codes and regulations.
2. VDOT Specifications are those contained in the latest edition of the Virginia
Department of Transportation, Road and Bridge Specifications.
1.3 PROTECTION:
A. Use all means necessary to protect all materials incorporated into the work of this
section before , during and after installation. In the event of damage, immediately
make all repairs and replacements necessary to the approval of the Owner's
Representatives and at no additional cost to the Owner.
B . Maintain and protect all benchmarks, monuments and similar reference points and, if
they are displaced or destroyed by these operations, replace same as directed at no
additional cost to the Owner.
1.4 PERMITS:
A. The Contractor, acting as the Owner's agent shall secure certificates an permits and pay
for all fees required by local codes and regulations. The value of he erosion and
sediment control work to include maintenance and all seeding of disturbed areas shall
be included in the overall project performance bond.
2.0 EXECUTION
Sedimentation control devices will be constructed prior to the commencing of earth
movement to prevent siltation or pollution of areas adjacent to the project. Construction
of the devices shall agree with the details shown on the plan subject to modifications
thereof that the Owner's Representative deems advisable. They shall remain in place
until all surfaces within the project are completed such that siltation will not occur;
i.e., all upstream areas from the control devices have vegetation established, mulch in
place or furnished pavement completed.
The Contractor agrees to hold the Owner or any of its agents harmless from any and
all liability or damage that may arise of a violation of the siltation ordinance and
agrees to indemnify them against any loss.
NARRATIVE:
This development will include the installation of driveways, parking areas, sewer and
water connections and some on site grading for a community center type complex. A
small section of Hoge Run will be relocated.
Dates of Construction: The project is scheduled to start in the winter of 1991 and be
completely stabilized by summer of 1992.
Soil Data: Oaklet-Carbo-Chilhowie Soil Association.
1. Moderately deep, gently sloping, well drained soils with fine textured subsoil,
formed in material weathered from limestone.
2. Soil series include Carbo OB).
3. All soils in hydrologic soil group C.
4. Water table deeper than 6 ft.
5. No potential for flooding.
Erosion Control Program:
1. "Permanent or temporary soil stabilization shall be applied to denuded areas
within seven days after final grade is reached on any portion of the site. Temporary
soil stabilization shall be applied within seven days to denuded areas that may not be
a final grade but will remain dormant (undisturbed) for longer than 30 days."
Sediment Control Program:
Control will be exercised through sequence of land disturbing operations, limiting
duration of exposure of unstabilized areas and installation and maintenance of
physical control devices coordinated with sequence of construction. Devices used
are shown on the drawings and include, but are not limited to:
a. Storm water inlet protection;
b. Silt fence;
c. Straw bale barrier;
d. Construction entrance.
F. Sequence of Land Disturbing Activities:
1. General: All applicable mechanical controls are to be constructed as the first item
of work. Following their completion, rough grade, finish grade and install
appropriate erosion sedimentation aids. Retain control devices until final
stabilization of all areas or as directed by Owner's Representative.
2. Schedule:
a. First Step:
(1) Sediment traps;
(2) Silt fence;
(3) Construction entrance.
b. Second Step:
(1) Strip topsoil to stockpile;
(2) Provide vegetative cover if over 7 days.
c. Third Step:
(1) Rough grade;
(2) Straw bale with weirs;
(3) Outlet protection and riprap;
d. Fourth Step:
(1) Finish grade, cut final cross section of swales and ditches.
e. Fifth Step:
(1) Seeding ditches and peripheral areas;
(2) Seed stockpile of surplus soils.
G. Storm Water Management:
All drainage from the site will flow to Hoge Run. As this site is less than 1 percent of
the upstream drainage area, Hoge Run is considered an adequate channel.
The site employs storm sewers, culverts, graded ditches and notched curbs to direct
storm water to Hoge Run. All structures have been designed to carry the 10 year storm
except those carrying Hoge Run under the access road. These culverts will carry only
the normal daily flow. All other storm events will crest the road.
No flow from this site will be directed onto adjoining properties.
H. Maintenance Program: All control measures are to be inspected daily by the site
superintendent or his representative. Any damaged structure should be repaired at the
close of the day. Inlet protection devices, silt traps, and siltation fencing should be
cleaned at 50% capacity and spread on -site where practical. Control structures shall
not be removed until all areas above have been finally stabilized and seeded areas
established. No control shall be removed without the site inspector's prior approval.

This is to acknowledge receipt of your letter of October 25, 1991 wherein you
requested permission to construct a temporary construction entrance at the
referenced location. As requested you are given permission to install the
temporary entrance at the location shown on the site plan prepared by
G. W. Clifford & Associates, Inc. dated August, 1991.
This letter is to be considered your permit until a land use permit is applied
for. The following are a part of this permit agreement:
1. 6N`hile working on the State's right-of-way it will be
necessary to use "Men Working" signs which must be
erected prior to starting work and removed daily.
2. Traffic control will be in strict accordance with the
attached.
3. Positive drainage is to be maintained within the
right-of-way at all times.
4. Work on the right-of-way is to be confined to the
temporary entrance location only.
5. A minimum 6" of \/= No. 1 coarse aggregate by 20' in
width will be required to be placed from the edge of
pavement and extended back onto private property far
enough to prevent carrying of mud onto the roadway.
6. It should be understood any disturbed turf on the
State's right-of-way will be topsoiled and reseeded.
7. Any damages to the pavement structure of Route 652
adjacent to this entrance will be corrected by you to
the satisfaction of the Virginia Department of
Transportation.

The project consists of the discharge of fill material to prepare a tract for development. Approximately 120 feet
of a small stream would be diverted and filled to allow construction of the new facilities. Additionally, a 24-foot
wide culverted crossing would be installed to allow access to the north side of the stream.

A review of your proposed project, described above, shows that it qualifies for Nationwide Permits 14 and 26

Project Description
The purpose of this project is the construction of a youth activity building
and related office buildings. In addition to the buildings, parking lots with public
service facilities will be installed including stormwater management structures.
The site consisting of 6.2 acres lies partly in the City of Winchester and
partly in Frederick County, Virginia. A total of about 3 acres will be disturbed by
construction.
Existing Site Conditions
The proposed site is an area of gently rolling land formerly in agricultural
production. Most of the site is covered with a sparse natural growth of weeds,
grasses and bushes. The site is divided by Hoge Run which is the boundary line
between the City of Winchester and Frederick County.
Adiacent Property
The site lies at the intersection of Shawnee Drive and Battaile Drive. The
remaining two sides are bordered by a residential lot, vacant land and industrial
use land.
A detailed description of the sediment and erosion control devices required
and how and when they should be installed, and a description of the soils found in
the site can be found in the attached Requirements. An erosion and control plan to
supplement the approved site plan is also enclosed.

EROSION AND SEDIMENT CONTROL REQUIREMENTS
YOUTH DEVELOPMENT CENTER

1.0 GENERAL
1.1 DESCRIPTION:
A. Work Included: Erosion and sediment control operations and devices required for this
work are indicated on the drawings and include, but are not necessarily limited to:
1. Installation of control devices;
2. Maintenance of control devices;
3. Temporary forms of stabilization;
4. Removal of devices and site restoration.
1.2 STANDARDS:
A. The following codes and standards, latest editions form a part of this specification,
to the extent of all provisions applicable to the work required for this project, and as
specifically referenced herein.
1. All work shall comply with Virginia Erosion and Sediment Control Handbook and
as amended by local codes and regulations.
2. VDOT Specifications are those contained in the latest edition of the Virginia
Department of Transportation, Road and Bridge Specifications.
1.3 PROTECTION:
A. Use all means necessary to protect all materials incorporated into the work of this
section before , during and after installation. In the event of damage, immediately
make all repairs and replacements necessary to the approval of the Owner's
Representatives and at no additional cost to the Owner.
B . Maintain and protect all benchmarks, monuments and similar reference points and, if
they are displaced or destroyed by these operations, replace same as directed at no
additional cost to the Owner.
1.4 PERMITS:
A. The Contractor, acting as the Owner's agent shall secure certificates an permits and pay
for all fees required by local codes and regulations. The value of he erosion and
sediment control work to include maintenance and all seeding of disturbed areas shall
be included in the overall project performance bond.
2.0 EXECUTION
2.1 GENERAL REQUIREMENTS
A. Limit grading to only those areas involved in current construction activities. Limit
length of time for exposure of unprotected graded areas. Permanent stabilization of
graded areas shall be done as soon as possible after construction. If permanent
stabilization cannot be provided, temporary seeding, mulching or other forms of
stabilization shall be provided.
Sedimentation control devices will be constructed prior to the commencing of earth
movement to prevent siltation or pollution of areas adjacent to the project. Construction
of the devices shall agree with the details shown on the plan subject to modifications
thereof that the Owner's Representative deems advisable. They shall remain in place
until all surfaces within the project are completed such that siltation will not occur;
i.e., all upstream areas from the control devices have vegetation established, mulch in
place or furnished pavement completed.
The Contractor agrees to hold the Owner or any of its agents harmless from any and
all liability or damage that may arise of a violation of the siltation ordinance and
agrees to indemnify them against any loss.
This development will include the installation of driveways, parking areas, sewer and
water connections and some on site grading for a community center type complex. A
small section of Hoge Run will be relocated.
Dates of Construction: The project is scheduled to start in the winter of 1991 and be
completely stabilized by summer of 1992.
Soil Data: Oaklet-Carbo-Chilhowie Soil Association.
1. Moderately deep, gently sloping, well drained soils with fine textured subsoil,
formed in material weathered from limestone.
2. Soil series include Carbo (5B).
3. All soils in hydrologic soil group C.
4. Water table deeper than 6 ft.
5. No potential for flooding.
Erosion Control Program:
1. "Permanent or temporary soil stabilization shall be applied to denuded areas
within seven days after final grade is reached on any portion of the site. Temporary
soil stabilization shall be applied within seven days to denuded areas that may not be
a final grade but will remain dormant (undisturbed) for longer than 30 days."
Sediment Control Program:
Control will be exercised through sequence of land disturbing operations, limiting
duration of exposure of unstabilized areas and installation and maintenance of
physical control devices coordinated with sequence of construction. Devices used
are shown on the drawings and include, but are not limited to:
a. Storm water inlet protection;
b. Silt fence;
c. Straw bale barrier;
d. Construction entrance.

F. Sequence of Land Disturbing Activities:
1. General: All applicable mechanical controls are to be constructed as the first item
of work. Following their completion, rough grade, finish grade and install
appropriate erosion sedimentation aids. Retain control devices until final
stabilization of all areas or as directed by Owner's Representative.
2. Schedule:
a. First Step:
(1) Sediment traps;
(2) Silt fence;
(3) Construction entrance.
b. Second Step:
(1) Strip topsoil to stockpile;
(2) Provide vegetative cover if over 7 days.
c. Third Step:
(1) Rough grade;
(2) Straw bale with weirs;
(3) Outlet protection and riprap;
d. Fourth Step:
(1) Finish grade, cut final cross section of swales and ditches.
e. Fifth Step:
(1) Seeding ditches and peripheral areas;
(2) Seed stockpile of surplus soils.
G. Storm Water Management:
All drainage from the site will flow to Hoge Run. As this site is less than 1 percent of
the upstream drainage area, Hoge Run is considered an adequate channel.
The site employs storm sewers, culverts, graded ditches and notched curbs to direct
storm water to Hoge Run. All structures have been designed to carry the 10 year storm
except those carrying Hoge Run under the access road. These culverts will carry only
the normal daily flow. All other storm events will crest the road.
No flow from this site will be directed onto adjoining properties.
H. Maintenance Program: All control measures are to be inspected daily by the site
superintendent or his representative. Any damaged structure should be repaired at the
close of the day. Inlet protection devices, silt traps, and siltation fencing should be
cleaned at 50% capacity and spread on -site where practical. Control structures shall
not be removed until all areas above have been finally stabilized and seeded areas
established. No control shall be removed without the site inspector's prior approval.

As requested we have reviewed the above referenced project's site plans dated
August, 1991. Our recommendations may be found on the enclosed plans marked
in red and as follows:
1. Overall the proposed commercial entrance on Route 652 appears acceptable.
However, its width should be increased to 30' from face to face of gutter
pan. Also, a half typical section of the entrance is to be incorporated
into the plan which details a pavement design of 8" C.R. Type 21-B Base
Aggregate, 3" BM-2 Asphalt Concrete and 1.5" Type SM-2A Asphalt Concrete.
2. As you previously requested the existing private entrance on Route 652 may
remain for access and parking for the complex director. However, the
entrance should be paved with a minimum 1.5" Type SM-2A Asphalt Concrete
and swaled to drain properly. Also, "ERployee Parking Only" signs will be
required on both sides of the entrance to detour public access.
3. The existing sight distances and speed limit are to be added to the plan
as noted.
Please revise and resubmit four (4) copies for final approval. Should any
changes be deemed necessary, please design them to meet or exceed the above
recommendations.
